Planning and Zoning Matters 9.a Ordinance conditionally rezoning approximately 0.53 acres of land located at 1335 Highway 1 West from Intensive Commercial (CI -1) to (CI -1). (REZ20- 01). (Second Consideration) Motion to give second consideration. Moved by J. Thomas, seconded by S. Mims. Motion Passed. Assistant City Manager Monroe provided meeting review information and highlighted the 7 objectives. Mayor Pro Tem Salih proposed the addition of "plan" after affordable housing in the first bullet of the Foster Healthy Neighborhoods and Affordable Housing throughout the City goal. The following individuals appeared: Meghan Marcelo and Madonna White. Individual Council members expressed their views. Thomas withdrew the original motion to approve. COVID-19 Update Dr. Eli Perencevich and Dr. Michael Edmond from the University of Iowa presented information regarding COVID-19 and face masks vs. face shields. Action: Staff and Councilor Mims will bring the concept of bulk purchasing face shields to the regional Better Together collaboration. Continue Development of the 2020-21 Strategic Plan Assistant City Manager Monroe presented a power point and reviewed language/changes from the May 19 work session. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will revise the final changes to the Strategic Plan per Council's discussion and include as a resolution for approval at the June 16th meeting. Clarification of Agenda Items Mayor Teague noted he would be making a statement regarding the George Floyd killing during the formal meeting. Information Packet Discussion [May 21, May 281 ➢ May 21 1. (IP2, Memo from Housing Administrator: Grant Notification: The Federal Department of Housing and Urban Development (HUD) is offering the Iowa City Housing Authority (ICHA) 18 new Mainstream Vouchers and an increase in budget authority of $119,972.) Council member Mims noted she was happy to see the increase in vouchers.
