Determine funding source for the $25K Houses into Homes contribution
Mayor Throgmorton revisited the discussion from the 11/4/2019 work session regarding whether to fund
Houses into Homes or not and asked Council for continued discussion since the decision was made
based on the information available at that time and since then more information had been gathered by
Council members. Individual Council members expressed their views.
Action: The City Council deferred action on the Houses into Homes funding request to the December
17'" work session. Staff will convene a meeting of a small group of agencies, including Houses into
Homes, and facilitate a discussion with the hope of building a common understanding of the work that
all agencies are doing, or have the capability of doing, related to home furnishings. Staff will report to
Council on the takeaways from this meeting and will offer a recommendation on how the City can
respond to future requests for emergency funding. This will include a proposed definition of an
emergency request.
Review the City Manager's Office 100 Day Report, "Accelerating Iowa City's Climate Actions"
City Manager Fruin presented an overview of the 100 Day report, how it was structured and some of
the themes and recommendations. Individual Council members expressed their views. Public Works
Director Knoche provided additional information on solar installations on municipal buildings.
Action: Staff will formally request the Climate Action Commission to review and provide feedback and
recommendations on the 100 Day Climate Action Report.
Clarification of Agenda Items
• [7.c]... Personnel Policies Update — November 2019... Mayor Pro Tem Taylor asked to pull item 7.c
from the consent calendar for separate consideration. City Attorney Dilkes provided additional
information regarding the removal of Section 7.8 of the Personnel Policies entitled "Employee
Response to Firearms".
[9.k]... Sarah Ziegenhorn: Request for the development of a municipal drug strategy... Mayor Pro
Tem Taylor asked if there was City staff currently working or have interest in working with the Harm
Reduction group. City Manager Fruin provided additional information.

1. (IP2, Request from Andrea Cohen, Iowa United Nations Association: Regarding the 30th
Anniversary of the Convention on the Rights of the Child) Council member Thomas read
a quote from the request. Individual Council members expressed their views. City
Manager Fruin provided additional information.
Action: Staff will follow up on the request from the United Nations Association for a city
action related to the anniversary of the Convention on the Rights of the Child.
➢ November 14
1. (IP6, 2019 Mobile Home Task Force: Final Report) Council member Salih and Cole and
Mayor Pro Tem Taylor inquired on the next steps for City Council and requested a work
session to discuss.
Action: Staff will include 'Review the Johnson County Mobile Home Task Force Report'
as the December 3'' work session topic. Council Members Taylor, Salih and Cole will
lead the discussion.
2. (IP5, Pending Work Session Topics) Council member Thomas asked for support to hold
a work session in response to the loss of rental caps. Individual Council members
expressed their views. City Manager Fruin provided additional information.
(I P9, Press Release: Enroll in the Citizens Police Academy) Mayor Throgmorton
mentioned the enrollment opportunity for the Academy.
Council updates on assigned boards, commissions and committees
Combined with City Council Information (Item 19) at the end of the formal meeting.
