Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. Climate Action Commission Presentation on Recommendations Related to the 100 Day Accelerating Climate Actions Report Matt Krieger, Climate Action Commission, presented a power point and summarized the recommendations of the five working groups as follows: 1. Buildings 2. Transportation 3. Waste 4. Equity and Adaptation 5. Sustainable Lifestyle Individual Council members expressed their views. Action: Climate Action staff will prepare the 100 Day Report with the Climate Action Commission's recommendations for formal adoption by the City Council. COVID-19 Update Mayor Teague noted the various meetings involving City staff and County meetings. Teague also gave updates on the COVID-19 numbers within the Community and State. Individual Council members expressed their views. City Manager Fruin and City Attorney Dilkes provided additional information. Action: Staff will engage with other Iowa cities to see if there is interest in a joint letter or resolution urging Governor Reynold's to issue a formal Stay in Place order Council Work Session April 7, 2020 Page 2 Clarification of Agenda Items • [14] Credit Program for Parking Pass Holders... City Manager Fruin stated he would be requesting indefinite deferral to give staff additional time to research coverage requirements regarding the Harrison Street ramp lease. • [6.d] Scott, Napoleon, Fairmeadows Park Improvements ... Council member Thomas asked for clarification regarding shade structures. City Manager Fruin provided information. [6.b] Downtown Alleys -Solid Waste Containers... Council member Taylor noted a potential typo on a date within the resolution. City Attorney Dilkes confirmed the correction had already been made. Information Packet Discussion rMarch 26, April 21 March 26 — no discussion April 1. (I P5, 2019-20 Deer Management Program — Final Report) Council member Thomas asked if a map of the zones could be provided. Action: City Manager Fruin noted a map would be sent to Council members. Council updates on assigned boards, commissions and committees Council members reported on various assigned boards, commissions and committees. Adjourn 6:18 p.m.
