Summary of Minutes — Special meeting
June 16, 2020 - 7:00 PM
Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the health
and safety of council members, staff and the public presented by COVID-19.
Iowa City City Council electronic special meeting, held via Zoom Meeting Platform. Mayor
Teague presiding. Council members present: Bergus, Mims, Salih, Taylor, Teague, Thomas,
Weiner. Staff members present: Fruin, Monroe, Dilkes, Fruehling, Knoche, Seydell-Johnson.
UISG: Longnecker, Van Heukelom.
Call to Order
Mayor Teague noted the process for public comments during electronic meetings via Zoom meeting
platform and information regarding the meeting process.
2. Resolution of Initial Council Commitments addressing the Black Lives Matter
Movement and Systemic Racism in the wake of the murder of George Floyd by the
Minneapolis Police and calls for action from protesters and residents.
Motion to approve Resolution. Moved by M. Salih, seconded by S. Mims. Motion (No vote
— motion amended).
The following individuals appeared: Raneem Hamad, Shawn Harmsen, Ruth Kahssai, Steve
Roach, Mohamed Karar, Jacob Beal, Tina Deng, Alaa Mohamed, Indira Sheumaker, Molly
Kelley, Josie (can't hear), Madonna White, Angie Jordan, Tyson Wirth, TeLeigha Starks, Eric
Harris, Veronica Tessler, Leslie Carpenter, Brittany Means, Aiden Bettine, Alexander Calvillo,
Celsiana Warwick, Drew Cameron, Kelcey Patrick -Ferree, Zachary Slocum, Susannah
Middaugh, Eric Harris, Amanda Lewis, Megan Alter.
City Council members discussed items one through fifteen on the draft agenda. City
Manager Fruin and City Attorney Dilkes provided additional information. Individual
Council members expressed their views.
Motion to amend the motion on the floor to approve changes as discussed. Moved
by P. Taylor, seconded by M. Salih. Motion Passed. (7 Ayes)
Resolution 20-159 (as amended) approved. Moved by M. Salih, seconded by S.
Mims. Motion Passed. (7 Ayes)
Motion to approve letter to County Attorney requesting all State charges as
reflected in IP2 of the June 11th Information Packet against protesters be dropped.
Moved by S. Mims, seconded by M. Salih. Motion Passed. (6 Ayes) Abstain: Bergus.
Bergus abstained for conflict (ethical obligation as officer of the court).
3. Motion to accept correspondence as amended from Derek Torres, Sean
Finn, Cecelia Proffit (x3), Nathan Kouri, Steve Tammes (Attached video will be
