Approving and Authorizing an Escrow Agent Agreement with US Bank Resolution Approving and Authorizing an Escrow Agent Agreement with US Bank, N.A. with respect to the Citys Parking Revenue Master Lease Purchase Agreement. Comment This action appoints US Bank as the escrow agent to hold the final lease payment for Harrison Street Parking Garage Lease -Purchase Agreement which effectively pays off the outstanding debt early and releases the City from all existing contractual commitments made as part of the lease -purchase agreement. 5.b. Procurement of Grinder Resolution authorizing the procurement of one (1) new Vermeer HG6800TX Horizontal Grinder. Comment This Resolution will approve the procurement of one (1) new Vermeer HG6800TX Horizontal Grinder to be used by Landfill Operations. Sourcewell cooperative contract #1050119-VRM will be utilized for this procurement The total purchase price is $808,850.00, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. 5.c. Procurement of Automated Refuse Trucks Zo -ISI Resolution authorizing the procurement of two (2) automated refuse trucks. Comment This Resolution will approve the procurement of two (2) automated refuse trucks to be used by the Refuse Division. Request for Bid #24255 will be utilized for the procurement of the two cab and chassis trucks ($193,652.00); Sourcewell cooperative contract #09121 &LEG will be utilized for the procurement of the two automated refuse body packages ($350,808.80). The total purchase is $544,460.80, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. June 16, 2020 Iowa City City Council Agenda Page 3 5.d. Wastewater Treatment Facilitv BackUD Generation and Electrical Distribution Upgrade Resolution accepting the work for the Wastewater Treatment Facility Backup Generation and Electrical Distribution Upgrade Project. Comment The project has been completed by Woodruff Construction of Tiffin, Iowa, in substantial in accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost $1,500,000.00 • Project Bid Received: $1,395,000.00 • Project Actual Cost: $1,467,101.00 6. Setting Public Hearings 6.a. Asphalt Resurfacing 2020 2-0- ItISS Resolution setting a public hearing on July 7, 2019 on project manual and estimate of cost for the construction of the Asphalt Resurfacing 2020 Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This annual project involves asphalt resurfacing and chipsealing of various streets throughout Iowa City. Late Addition(s): Consent Calendar Item 5 Resolutions and Motions: Item 5.e. Award of Contract to Mississippi Lime Company Zo- 153 Resolution authorizing the award of the contract for pebble quicklime for the City of Iowa City. Comment: This Resolution will approve the award of the contract for pebble quicklime. The contract will cover purchases for up to five years. On April 1, 2020, the Purchasing Division issued a Request for Bid to provide pebble quicklime for the City of Iowa City Water Treatment Plant. It was determined that Mississippi Lime Company was the lowest responsive, responsible bidder for this product. During the five-year contract period this purchase will exceed the $150,000 spending authority of the City Manager, thereby requiring Council approval. Over the course of this five-year contract, the City expects to expend approximately $1,500,000.00 on pebble quicklime. Item 5.f. Amendment to Agreement with the Flood Mitigation Board 15`+ Resolution authorizing the City Manager to sign and the City Clerk to attest an amendment to the agreement with the Flood Mitigation Board. Comment: The City and the Iowa Flood Mitigation Board entered into an agreement for grant funds in 2014. The source of the grant funds is sales tax revenues. Amendment Number Three, which is attached to the resolution, will allow the City to recoup $91,692 in unremitted sales tax increments for FYs 2014, 2018, and 2019. 8. Planning and Zoning Matters If a majority of the Council is inclined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the close of the public hearing. 9.a. Rezoning -1335 Highway 1 West Ordinance conditionally rezoning approximately 0.53 acres of land located at 1335 Highway 1 West from Intensive Commercial (CI -1) to (CI -1). (RE720-01). (Second Consideration) Comment At its May 7, 2020 meeting, by a vote of 61-1 (Martin in the negative, Townsend absent), the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to limiting access to Highway 1, outdoor storage of materials, conformance with the concept plan, setback size and use, landscaping, and provision of an access easement along the properlys west side. Public hearing to authorize conveyance - E. Market St. to the Universfir of Iowa Z© - 167 Resolution authorizing conveyance of approximately 0.20 acres of land located on E. Market Street between N. Dubuque and N. Clinton Streets to the University of Iowa. L� p, Comment: The University of Iowa desires to relocate the historic Sanxay-Gilmore house to this property so that it may redevelop the land upon which the house is currently located, across the JLC r� street from the Tippie College of Business. This land is currently used as a parking lot On May 14, 2020, the Historic Preservation Commission recommended that the City Council execute a purchase agreement with the University of Iowa in order to preserve the Sanxay-Gilmore House, located at 109 E. Market Street The purchase agreement contemplates the sale of the land in consideration for the relocation and preservation of the home. 1. Library PaNng Ordinance Amending Title 9, Entitled "Motor Vehicles And Traffic," Chapter 4, Entitled "Parking Regulations," To Facilitate Library Curbside S Service. (First Consideration) Comment In the 6 parking spaces outside the library, parking is limited to 20 minutes for 5 spaces and 5 minutes for 1 space when the library is open. In order to facilitate parking for curbside services, this ordinance limits all 6 spaces to 10 minutes during curbside service hours. Comment: City Council City Council engaged in a strategic planning process to define the Cilys top priorities, address significant new projects and initiatives, and establish a broad vision for the City's future. City staff will be responsible for coordinating implementation and execution of these Council goals over the next two years.
