Comment This item Will approve an update to the City of Iowa City Supplemental Specifications which are used in conjunction with the Statewide Urban Design and Specifications on all public improvement projects. 6. Setting Public Hearings 6.a. 2019-2020 Annual Sanitary Sewer Pipe Rehabilitation Construction 2--O—Q'3 Resolution setting a public hearing on July 21, 2020 on the project manual and estimate of cost for the construction of the 2019-2020 Annual Sanitary Sewer Pipe Rehabilitation Construction Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. (First Consideration) Comment The Governor recently signed SF457 which increases the fines for many state code violations. This ordinance increases the range of fines in City simple misdemeanors to mirror the increase in state misdemeanors. It also increases the fine fix a hate crime to ft ma>amum amount of $855 and increases the fine for possession of alcohd under ft legal age to mirror the new fine amount in state law. Library Parking 20 " '4 8 241 Ordinance Amending Title 9, Entitled "Motor Vehicles And Traffic," Chapter 4, Entitled "Parking Regulations," To Facilitate Library Curbside Service. (Second Consideration) Comment In the 6 parking spaces outside the library, parking is limited to 20 minutes for 5 spaces and 5 minutes for 1 space when the library is open. In order to facilitate parking for curbside services, this ordinance limits all 6 spaces to 10 minutes during curbside service hours. Parking fee credit during COVID-19 2:L- Resolution authorizing staff to credit parking permit holders and those with parking agreements with the City of Iowa City for the period in which 5eZ hourly parking facility fees were suspended during the COVIa19 'Ey iy- v pandemic. Comment Normal parking operations were temporarily suspended or sgn6cantly altered from Mardi 23rd, 2020 until May 18th, 2020 to help reduce the spread of COVID-19 and to assist essential workers. Hourly visitors to Iowa Citys parking facilities were not charged during this time. This resolution would approve the application of $253,802.02 in credit to permit holders and those with parldng agreements for the period that the general public was not charged for houry parking in facilities. rvi rryvs / �rQ, h 7 / ms 14. Rescission of Weapons Ban 2-0-170 Resolution rescinding Resolution No. 11-55, which prohibited firearms and weapons on City property and City buses, to comply with House File 5th 2502. Comment This resolution resdnds Resolution No. 11-55, passed on Febnkuy 15, 2011, which banned firearms and weapons from City buildings and buses. House File 2502, amending Iowa Code section 724.28, signed by the Governor on June 25th, preempts cities, counties, and townships from banning weapons when they would otherwise be legal under State law. Assessment Schedule Resolution adopting an assessment schedule of unpaid mowing, dean -up of property, snow removal, sidewalk repair, and stop box repair charges and directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes. Comment The City has the audio ity under Iowa Code §364.136 to assess the nuisance abatement costs in the same manner as a property tax. This resolution allows the City Clerk to certity to the Johnson County Treasurer the abatement cost to be assessed against the property. This assessment is being pursued only after the City tools many steps to resol ne the matter. The City notified the homeowners to abate the nuisance (for example, to remove snow from the sidewalk) and after the homeowner did not take action to abate the nuisance, the City abated the nuisance and billed the owner. After being billed at least twice, these owners still have not paid the abatement costs. The City has sent a letter to the homeowner giving them notice that this resolution would be on the agenda, a copy of which is attached to the resolution. No interest will be charged if the owner pays within 30 days of the first required publication.
