5.a. June 2020 Disbursements
Motion to approve disbursements in the amount of
$31,836,883.59 for the period of June 1 through June 30, 2020, as
recommended by the Finance Director subject to audit.
Disbursements are published and permanently retained in the City
Clerk's office in accordance with State Code.
5.b. 2018 Annual Sewer Rehabilitation
Resolution accepting the work for the 2018 Annual Sewer
Rehabilitation Project.
Comment The project has been completed by Municipal Pipe Tool Company of
Hudson, Iowa, in substantial accordance with the plans and specifications- The
Engineer's Report and Performance and Payment bonds are on file with the City
Clerk.
• Project Estimated Cost $ 417,000.00
• Project Bid Received: $ 289,172.75
• Project Actual Cost: $ 300,355.97
5.c. Rolling Praide Estates - Final Plat
20 — ►-7 3 Resolution approving the extraterritorial final plat of Rolling Prairie
Estates subdivision, a 9.34 -acre, 6 lot residential subdivision
located in unincorporated Johnson County, south of American
Legion Road and west of Wapsi Avenue SE. (SUB19-13).
A preliminary plat for this subdivision (formerly known as the Bluegrass Ridge
Subdivision) was approved on June 18, 2019. Staff recommends approval of the final
plat to allow the development of Rolling Prairie Estates Subdivision, a 64ot, 9.34 -acre
residential subdivision located in unincorporated Johnson County, south of American
Legion Road and west of Wapsie Ave. SE. All streets and easements will be private.
There is no dedication of rights to the public.
5.d. Listing Agreement -Industrial Campus
DO -1-7q Resolution authorizing the City Manager to sign a one-year
extension of the listing agreement with Lepic-Kroeger Realtors for
the Iowa City Industrial Campus.
The Iowa City Industrial Campus is a City -owned industrial use site on 420th Street. In
2015 the City Council approved a one-year listing agreement with Lepic-Kroeger,
Realtors to sell the lots. The agreement has since been extended each year, and this
resolution extends it again until July 15, 2021.

Discussion of Formation of Truth & Reconciliation Commission - Public
Input and Council Discussion
Comment On June 16, 2020 the Council passed a resolution of initial commitments addressing
the Black Lives Matter Movement and Systemic Racism. Item 5 of that resolution provides for the
creation of an ad hoc Truth and Reconciliation Commission. In order to create the commission the
City Council must pass a resolution that incudes details of the Council's charge to the commission
and the makeup of the commission.

Comment: Each year the City bids a project to rehabilitate sanitary sewer pipes through lining. This
rehabilitation of pipes is one of the components of the annual sanitary sewer replacement project.
The estimated project cost is $420,000 and will be funded by the Annual Sewer Replacement,
Account Number V3101.

Simple Misdemeanor Fines
Ordinance amending Title 1, entitled "Administration," Chapter 4, entitled
"General Penalty," Title 4, entitled "Alcoholic Beverages," Chapter 5,
entitled 'Prohibitions and Restrictions," and Title 8, entitled "Police
Regulations," Chapter 5, entitled "Miscellaneous Offenses," to increase
the fines for unscheduled simple misdemeanors, PAULAs and hate
crimes. (Second Consideration)
Comment The Governor recently signed SF457 which increases the fines for many state code
violations. This ordinance increases the range of fines in City simple misdemeanors to mirror the
increase in state misdemeanors. It also increases the fine for a hate crime to the maiamum
amount of $855 and increases the fine for possession of alcohol under the legal age to mirror the
new fine amount in state law. Staff requests Red action.

11. Financial Request from Center for Worker Justice
2-0— t-Xv Resolution approving a $25,000 funding request from Center for Worker
Justice for emergency needs to households due to COVID-19.
4 P Comment: The Center for Worker Justice requests $25,000 from the City to provide short term
financial assistance to primarily immigrant and refugee families who are experiencing financial
er hardship due to the effects of the COVID-19 pandemic. Once an agreement is finalized that
identifies program parameters and reporting requirements, the City Manager is authorized to
execute said agreement

Assessment -1222 4th Ave.
Resolution adopting an assessment schedule of unpaid mowing, dean -up
of property, snow removal, sidewalk repair, and stop box repair charges
and directing the Clerk to certify the same to the Johnson County
Treasurer for collection in the same manner as property taxes.
Comment After notifying the owner to remove the tall grass and weeds, the City hired a contractor
to perform the work when the owner failed to do so. The City invoiced the owner on three
occasions for the cost plus an administrative fee. Because the owner has failed to pay the invoice,
City staff recommends assessing the property, and the owner is oontesting the proposed
assessment
