Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the health
and safety of council members, staff and the public presented by COVID-19.
Iowa City City Council electronic regular meeting, held via Zoom Meeting Platform. Mayor

8. Discussion of Formation of Truth & Reconciliation Commission - Public Input
and Council Discussion.
Mayor Pro Tem Salih recused herself from the discussion.
Mayor Teague noted the importance of hearing from the community on what the Truth &
Reconciliation Commission means to them, what the charge of the Commission could
be, and who should be a part of the Commission.
The following individuals appeared: Royceann Porter, Black Voices Project; Raneem
Hamad, Iowa Freedom Riders (IFR); Jessica Andino, Vice Chair of the Human Rights
Commission; Angie Jordan, Eric Harris, and Newman Abuissa.
Individual Council members expressed their views. Councilors Wiener and Bergus will
continue to work with staff to help shape the proposed scope and composition of the Truth &
Reconciliation Commission.
9. Resolution approving the project manual and estimate of cost for the
construction of the 2019-2020 Annual Sanitary Sewer Pipe Rehabilitation
Construction Project, establishing amount of bid security to accompany each
bid, directing City Clerk to post notice to bidders, and fixing time and place for
receipt of bids.
A public hearing was held. City Engineer Havel presented information. Individual Council
members expressed their views. The following individual appeared: Anne Marie Kraus.
Havel provided additional information.

10. Ordinance amending Title 1, entitled "Administration," Chapter 4, entitled
"General Penalty," Title 4, entitled "Alcoholic Beverages," Chapter 5, entitled
"Prohibitions and Restrictions," and Title 8, entitled "Police Regulations,"
Chapter 5, entitled "Miscellaneous Offenses," to increase the fines for
unscheduled simple misdemeanors, PAULAs and hate crimes. (Second
Consideration)

Manager Fruin resented a power point. The following individuals appeared: Mayra

Chair Human Rights Commission; Dan Daly, Royceann Porter. Individual Council
members expressed their views. Fruin provided additional information.

12. Resolution adopting an assessment schedule of unpaid mowing, clean-up of
property, snow removal, sidewalk repair, and stop box repair charges and
directing the Clerk to certify the same to the Johnson County Treasurer for
collection in the same manner as property taxes.
Senior Housing Inspector Laverman presented information. Individual Council members
expressed their views.

Applicants MUST reside in Iowa City and be 18 years of age unless specific
qualifications are stated. [Staff will not publish additional notices after the initial
announcement; but will continue to advertise vacancies on the City website and Council

15. City Council Information
Council members reported on various meetings attended, upcoming meetings,
community events, and items of interest.
Councilor Weiner asked the City to purchase a quantity of PPE to give to non-profit
and businesses to give out to community members who are in need. City Manager
Fruin provided information. Council members agreed to the purchase and directed
the City Manager to purchase a combination with a majority of one-time use masks
but also a quantity of the more durable washable masks. Individual Council
members expressed their views.

Discussion of Resolution (20-159) of Initial Council Commitments addressing the Black Lives
Matter Movement and Systemic Racism in the wake of the murder of George Floyd by the
Minneapolis Police and calls for action from protesters and residents
Mayor Teague gave preliminary thoughts regarding how to proceed with the framework of moving
forward on the 17 items listed in the resolution. Individual Council members expressed their views.
Council members discussed the proposed work groups by the
on the following:
A) Policing and the Future of Public Safety
B) Diversity, Equity, Inclusion
C) Housing
D) Truth and Reconciliation
Iowa Freedom Riders (IFR) and agreed
Council members categorized the 17 items listed in the resolution to one of the four work groups. (see
attached) City Manager Fruin provided additional information on procedures and how to track the
progress of the items on the City website. City Attorney Dilkes provided information on the steps
needed to create a Truth and Reconciliation Commission. Individual Council members expressed their
views.
Action: Staff will coordinate the publishing of a webpage and status report that the public can access to
stay informed about progress on the seventeen action items contained in Council's resolution. That
website will be published prior to the July 7, 2020 Council meeting. Additional content will be added
throughout 2020.
Councilors Bergus and Weiner were designated to work directly with the Iowa Freedom Riders. After
learning more about IFR's thoughts on the Truth and Reconciliation Commission, those Councilors will
work with staff on a draft resolution to create the Commission and initiate the application process. The
resolution will be ready for discussion and possible consideration at the July 21 City Council meeting.
The July 7th work session will include a continued discussion on the Black Lives Matter resolution

COVID-19 Update
City Manager Fruin provided an update on City facilities continuing being closed with no plans for
reopening at this time. Fruin mentioned the Library's curbside service and other departments providing
virtual services.
Mayor Teague noted the requests from community members to require face coverings as other cities
are requiring masks and encouraged the public to continue wearing coverings and practice social
distancing.
Mayor Teague summarized the requests from the Center for Workers Justice (CWJ), item 7.p and
Better Together, item 7.h. Mayor Pro Tem Salih recused herself for the discussion on item 7.p. City
Manager Fruin and City Attorney Dilkes provided information regarding the process for the requests.
Individual Council members expressed their views. Council members strongly encouraged the use of
face masks, face shields and social distancing measures.
Action: Staff will present an updated COVID-19 financial projection and recovery effort summary for the
July 21 work session. Staff will also coordinate discussions with the CWJ and Better Together to
determine possible administrative program rules and prepare draft agreements for the July 21 agenda
should Council choose to fund one or both of those recovery efforts.

Continue discussion of Resolution (20-159) of Initial Council Commitments addressing the
Black Lives Matter Movement and Systemic Racism in the wake of the murder of George Floyd
by the Minneapolis Police and calls for action from protesters and residents
City Manager Fruin gave an update on information related to the investigation of the June 3rd tear gas
incident. Fruin proposed two options: (1) a report from the City Manager and City Attorney of factual
events or (2) the City could seek an independent review from a separate entity. Council members
voiced a preference for an independent review. Individual Council members expressed their views.
Councilors Bergus and Weiner presented information regarding a meeting with the Iowa Freedom
Riders and discussion of a Truth & Reconciliation Commission. Individual Council members expressed
their views.
City Manager Fruin did a brief overview of the City webpage dedicated to the Black Lives Matter
Movement & Systemic Racism (www.icgov.orq\BLM).
Action: Staff will proceed with selecting an independent firm to conduct the review of the June 3rd
protest incident. The firm will have experience with reviews of similar law enforcement use of force
incidents and will have not had previous contractual relationships with the City of Iowa City.

Action: The November 3rd City Council work session and meeting have been moved to

2. (IP4, Memo from City Clerk: Listening Post Update) Council members agreed to hold the
next Listening Post via Zoom meeting platform.
Action: Councilors Salih and Bergus will host a Zoom Listening Post in August.
Councilors Mims and Weiner will host one in November. Staff will help coordinate dates
and logistics.

1. (IP4, Memo from Parks & Recreation Director: Happy Hollow Park Baseball Field Infield
Conversion) Councilor Thomas provided information on item 7.i correspondence from
Michael Muhlenbruch regarding restoration of the infield and provided a link to a petition
that was referenced. Individual Council members expressed their views and requested
deferral.

Action: The Happy Hollow Park item has been deferred until August 4th. The City Clerk
will repost the memo from staff in the July 301h IP.
Council member Weiner noted the taxi correspondence on the agenda (Item 7.c David Cuong
Tiet: Request Change to Iowa City Code of Ordinances) and asked for history behind taxi
regulations. City Manager Fruin provided information.
Action: Staff will develop a memo outlining the history behind our taxicab regulations including
recent changes that have been made by previous City Councils

members expressed their views.
Action: The City will submit the following for the Joint Entities meeting at 4:30 p.m. on

Investment Partnership Program) City Manager Fruin provided a summary of the memo.
