Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
COVID-19 Update
City Manager Fruin provided an update on City facilities continuing being closed with no plans for
reopening at this time. Fruin mentioned the Library's curbside service and other departments providing
virtual services.
Mayor Teague noted the requests from community members to require face coverings as other cities
are requiring masks and encouraged the public to continue wearing coverings and practice social
distancing.
Mayor Teague summarized the requests from the Center for Workers Justice (CWJ), item 7.p and
Better Together, item 7.h. Mayor Pro Tem Salih recused herself for the discussion on item 7.p. City
Manager Fruin and City Attorney Dilkes provided information regarding the process for the requests.
Individual Council members expressed their views. Council members strongly encouraged the use of
face masks, face shields and social distancing measures.
Action: Staff will present an updated COVID-19 financial projection and recovery effort summary for the
July 21 work session. Staff will also coordinate discussions with the CWJ and Better Together to
determine possible administrative program rules and prepare draft agreements for the July 21 agenda
should Council choose to fund one or both of those recovery efforts.

City Manager Fruin gave an update on information related to the investigation of the June 3rd tear gas
incident. Fruin proposed two options: (1) a report from the City Manager and City Attorney of factual
events or (2) the City could seek an independent review from a separate entity. Council members
voiced a preference for an independent review. Individual Council members expressed their views.
Councilors Bergus and Weiner presented information regarding a meeting with the Iowa Freedom
Riders and discussion of a Truth & Reconciliation Commission. Individual Council members expressed
their views.
City Manager Fruin did a brief overview of the City webpage dedicated to the Black Lives Matter
Movement & Systemic Racism (www.icgov.orq\BLM).
Action: Staff will proceed with selecting an independent firm to conduct the review of the June 31
protest incident. The firm will have experience with reviews of similar law enforcement use of force
incidents and will have not had previous contractual relationships with the City of Iowa City.

1. (IP3, Memo from City Clerk: Proposed Council Meeting Schedule, September -December
2020) Council members reviewed the draft meeting schedule.
Action: The November 31d City Council work session and meeting have been moved to
November 2nd
2. (IP4, Memo from City Clerk: Listening Post Update) Council members agreed to hold the
next Listening Post via Zoom meeting platform.
Action: Councilors Salih and Bergus will host a Zoom Listening Post in August.
Councilors Mims and Weiner will host one in November. Staff will help coordinate dates
and logistics.

1. (IP4, Memo from Parks & Recreation Director: Happy Hollow Park Baseball Field Infield
Conversion) Councilor Thomas provided information on item 7.i correspondence from
Michael Muhlenbruch regarding restoration of the infield and provided a link to a petition
that was referenced. Individual Council members expressed their views and requested
deferral.

Action: The Happy Hollow Park item has been deferred until August 41h. The City Clerk
will repost the memo from staff in the July 301 IP.
Council member Weiner noted the taxi correspondence on the agenda (Item 7.c David Cuong
Tiet: Request Change to Iowa City Code of Ordinances) and asked for history behind taxi
regulations. City Manager Fruin provided information.
Action: Staff will develop a memo outlining the history behind our taxicab regulations including
recent changes that have been made by previous City Councils

1. (IP4, Memo from City Clerk: Joint Entities Agenda Items for July 20) Individual Council
members expressed their views.
Action: The City will submit the following for the Joint Entities meeting at 4:30 p.m. on
Monday, July 201 (via Zoom)... "Sustaining support for undocumented residents in crisis
during COVID and beyond".
2. (IPS, Memo from Neighborhood & Development Services Director: South District Home
Investment Partnership Program) City Manager Fruin provided a summary of the memo.
Individual Council members expressed their views.
Action: Staff shall proceed ahead with the South District / Habitat for Humanity pilot as
outlined in the memo presented to Council.
