Amending the Purchasing Manual t-�` I Resolution Approving and Adopting the new Purchasing Manual for City Procurement. Comment The Cfrys Purdiasing Manual is being amended to add three major provisions as wall as many other minor language clarifications. The major provisions are a Minimum Wage Preference, a new procurement method for professional and consuf6ng services (Requestfor Qualifications), and an appendix with the federal grant purchasing requirements. Asphalt Resurfacing 2020 — 1 IRC)— Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Asphalt Resurfacing 2020 Project. Comment: Bids for this project were received on Thursday, July 30, 2020. Staff is currently reviewing the bids and a recommendation for award will be made at the Council meeting. The estimated construction cost is $2,150,000 and will be funded by Road Use tax and General Obligation bond proceeds. 6.c. Burlington and Madison Intersection Improvements Resolution authorizing the Mayor to sign Change Order #1 to the contract between Vieth Construction Corporation and the City of Iowa City, Iowa for extra work on the Burlington and Madison Intersection Improvements Project. Comment: Circumstances encountered during the construction of the Burlington and Madison Intersection Improvements Project necessitated additional work beyond the original scope of the project. The extra work included the removal of existing sanitary sewer and manhole, new 24" ductile iron sanitary sewer pipe, a new sanitary manhole, granular backfill and compaction testing. As a result of these changes, staff negotiated change order #1, which modifies the project scope, timeline and budget necessitating City Council approval in accordance with the Purchasing Policy. The total cost of the extra work is $223,403 and will be funded through Account #V3101— Annual Sewer Main Replacement 6.d. Woodland Ridge Water Main Extension 20 - 18 Resolution accepting the work for the water main public improvements for Woodland Ridge Water Main Extension, and declaring public improvements open for public access and use. Comment This dem will accept the water main that serves Woodland Ridge Subdivision south of Iowa City. August 4, 2020 Iowa City City Council Agenda Page 4 6.e. 2019 Iowa City Kickers Soccer Park Field Addition Zo t 83 Resolution accepting the work for the 2019 Iowa City Kickers Soccer Park Field Addition Project. Comment: The project has been completed by MBA, Inc. of North Liberty, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost: $ 65,000.00 • Project Bid Received: $ 80,874.00 • Project Actual Cost: $ 83,757.00 6.f. REAP Grant -Whispering Meadows Park -2-0 - t Resolution authorizing the City Manager to submit a Resource Enhancement and Protection (REAP) grant application for Whispering Meadows Parte and to sign a grant agreement if awarded. Comment The Iowa Dept of Natural Resources administers Resource Enhancement and Protection (REAP) grants for development/enhancement of land for outdoor recreation, and the grant process requires Council approval of a grant submissions. This resolution authorizes City staff to apply for a $100,000 grant for ecological restoration and enhancement and interpretive signage in Whispering Meadows Park and the City Manager to sign the grant agreement if awarded. There is no local match. 7. Setting Public Hearings 7.a. Wetherby Park CDBG Trail Improvements 20 - 85 Resolution setting a public hearing on August 18, 2020 on project manual and estimate of cost for the construction of the Wetherby Park CDBG Trail Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment The Wetherby Park CDBG Trail Improvements Project includes the construction of an 8 -foot wide concrete trail and associated items. Conditional Use Permit - 4200 Block of Yvette St. SW A letter of recommendation to the Johnson County Board of Adjustment for a conditional use permit to allow a commercial communications tower at the 4200 block of Yvette St. SW in unincorporated Johnson County. Comment At its July 16, 2020 meetin,g by a vote of 4-0 (Dyer and Townsend absent), the Planning and Zoning Commission recommended approval of the conditional use permit. Final approval will come from the Johnson County Board of Adjustment. Deer Management - Bow Hunting Ordinance amending Title 8, entitled "Police Regulations," Chapter 7, entitled "Weapons," to allow persons to discharge an arrow as part of an approved deer management plan. (First Consideration) C r Comment The City Code prohibits the discharge of an arrow within City limits except at an inanimate object. The Council approved deer management plan provides for a bow hunt during the fall/winters of 2020 to 2024. This ordinance adds an exception for a person approved to discharge an arrow pursuant to the City's deer management plan.
