Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. COVID-19 Update Finance Director Bockenstedt presented an updated power point on the current financial impacts of COVID-19 by fund structure reviewing revenues and expenses. Neighborhood & Development Service Director Hightshoe presented a power point on the COVID-19 Resources — Federal, State and Local Funds for Emergency Housing Costs. City Manager Fruin provided additional information and shared previous power point sides form May regarding various types of COVID relief. Individual Council members expressed their views. Action: Staff will work on a memo describing expenditures related to temporary employees in FY 2020. The report should include FY 2020 budget to actual comparisons as well as the total amount of COVID Admin Pay (pay without work during COVID) to temporary employees during the fiscal year. Staff will compile a memo outlining the current status of the City's local $50k housing program that is being administered by the Shelter House. The memo should include basic information about the number of inquiries, referrals to other programs, individuals/families assisted, and dollars expended. The memo will be included in the July 30'" IP. Staff will work with Councilors Taylor, Mims and Bergus on a rapid response housing / utility support program that could be implemented as the pandemic progresses. That proposal will be presented to the City Council on August 4'^ at the regular work session. Clarification of Agenda Items No discussion — after formal meeting. Clarification of Agenda Items (cont.) [6.m] Norm Cate: No Flags at half-mast [Staff response included]... Councilor Mims noted correspondence in the late handouts and requested flying the flag at City Hall at half-mast through Friday in honor of John Lewis. Action: The flag will be at half-mast through until Saturday morning in honor of Congressman John Lewis.
