July 2020 Disbursements Motion to approve disbursements in the amount of $22,326,652.56 for the period of July 1 through July 31, 2020, as recommended by the Finance Director subject to audit. August 18, 2020 Iowa City City Council Agenda Page 3 2-C-) -I ?C) -t90 N • Amending Budgeted Positions in the Finance Department Resolution amending budgeted positions in the Finance Department by redassNng the Controller position in the Accounting Division to an Assistant Finance Director position in the Finance Administration Division, deleting the position of Purchasing Agent from the Purchasing Division and adding one full-time Procurement Coordinator position, and amending the Administrative pay plan by deleting the positions of Controller, grade 29, and Purchasing Agent, grade 28, and adding the positions of Assistant Finance Director, grade 31 and Procurement Coordinator, grade 27. Comment The Finance Department is reorganong its management structure to provide better coordination in its Accounting and Purchasing divisions and to better provide for st.rooession planning. This resolution converts tvuo eAsting Purchasing and Accounting positions in the Administrative/Confidential pay plan. 6.c. Procurement of Axon Taser 7 Conducted Enew Device Bundles Resolution authorizing the procurement of Axon Taser 7 r Conducted Energy Device Bundles for the City of Iowa City. Comment This Resolution will approve the procurement of Taser 7 Conducted Electrical Weapon bundles to replace outdated equipment and maintain warranty coverage. Many TASERS currently issued to patrol officers are past the 5 -year life recommendation. TASERS of this age are two times more likely to fail, maintenance needs are no longer covered, replacement parts can't be purchased for them, and device failures may no longer be covered under TASER insurance policies. Failure of the device to deploy could cause injury to the officers and to those they are attempting to subdue. Council Appointee Compensation Resolution on Unclassified Salary Compensation for Fiscal Year 2021 for the City Manager, City Attorney and City Clerk. Comment City Council held an executive session on August 6th to evaluate the City Manager, City Attorney, and City Clerk. The resolution provides the following compensation: City Manager- $196,747.20 (no change), City Attorney - $163,030.40 (no change), City Clerk - $101,566.40 (merit increase). Flood Buyout Application 1 Resolution to provide the 15% required local match as part of a Hazard Mitigation Grant Program application to purchase property in the 100 -year floodplain and to authorize the City Manager to submit and sign all contracts and amendments for said program. Comment: The State of Iowa has notified staff that additional funding may be available through the Hazard Mitigation Grant Program. Staff has identified one (1) residential property in the Iowa Riverfloodplain foraoquisfion and the homeowners have expressed interest in selling to the City. This resolution authorizes the City Manager to sign a grant application and grant agreement, and it commits the City to providing 15% of the costs. The proposed budget is $235,350 for acquisition and demolition, so the estimated local share would be $35,302.50. 6.f. Housing Trust Fund Contribution 9 2 Resolution authorizing the City Manager to sign a Memorandum of Understanding with the Housing Trust Fund of Johnson County for the contribution and use of $500,000 for affordable housing. 2-o - la3 Comment This resolution provides the Housing Trust Fund of Johnson County with $500,000 for affordable housing. The MOU attached to the resolution requires that funds serve households under 80% of the Area Median Income, units must be located within corporate limits of Iowa City, and projects must comply with the Affordable Housing Location Model. Five percent of the allocation ($25,000) may be used for administrative expenses. 6.g. Mercer Aquatic Center Pool LED Lighting Resolution accepting the work for the Mercer Aquatic Center Pool LED Lighting Project. Comment The project has been completed by Gerard Electric of Iowa City, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. Comprehensive Plan Amendment - North of Camp Cardinal Blvd and West of Camp Cardinal Rd Motion setting a public hearing for September 1, 2020 on a resolution to amend the Comprehensive Plan future land use map designation from public/private open space to general commercial for 3.11 acres of property located north of Camp Cardinal Boulevard and west of Camp Cardinal Road. Comment At its August 6 meeting, by a vote of 5-0 (Dyer absent), the Planning and Zoning Commission recommended approval of this amendment Approval will change the Comprehensive Plan future land use map designation from publicJprivate open space to general commercial for the property located north of Camp Cardinal Boulevard and west of Camp Cardinal Road. 7.b. Ground Lease -150 E. Court St. 2-0 - I Resolution setting public hearing for September 1, 2020 on a ground lease with Iowa City Hotel Associates, LLC for space to store a solid waste container at 150 E. Court Street. Comment The City leases Iowa City Hotel Associates, LLC 235 sq. ft. at 150 E. Court St to stone a dumpster, which ends 9/30/20. This resolution will extend the term to 9/30/23. Rent will increase to $1,206 per year. 7.c. FY2021 Budget Amendment Public Hearing 2-0-195 Resolution setting public hearing on amending the FY2020 Operating Budget. Comment: This resolution sets a public hearing for September 1, 2020 to amend the FY2021 operating budget. Information will be available to the public on Friday August 20, 2020. 7.d. Amend Downtown Urban Renewal Plan 2-o _ t � Resolution determining the necessity of and setting dates of a consultation (September 4, 2020) and public hearing (October 6, 2020) on a proposed Amendment No. 16 to the City -University Project 1 Urban Renewal Plan in the City of Iowa City, Iowa. Comment This resolution begins the process or amending the downtown urban renewal area so Council may consider urban renewal projects at a later date. The potential projects are a climate action program to encourage commercial businesses to make energy efficiency improvements and a private redevelopment project. Comment The Wetherby Park CDBG Trail Improvements Project includes the constrlxtion of an Moot wide concrete trail and associated items. Comment The City of Iowa City must acquire right -of -pray, fee title, permanent easements and/or temporary construction easement to construct the Melrose Avenue / NVV Road — Highway 218 to Hebl Avenue Improvements Project This project generally includes the reconstruction of Melrose Avenue / IWV Road from Highway 218 to Hebl Avenue and extension of water main from Slothower Road to the Iowa City Landfill and Recycling Center at 3900 Hebl Avenue. 1. Deer Management - Bow Hunting Ordinance amending Title 8, entitled "Police Regulations," Chapter 7, entitled "Weapons," to allow persons to discharge an arrow as part of an approved deer management plan. (Second Consideration) Comment The City Code prohibits the discharge of an arrow within City limits except at an inanimate object. The Council approved deer management plan provides for a bow hunt during the fall/Wnters of 2020 to 2024. This ordinance adds an exception for a person approved to BT discharge an arrow pursuant to the Citys deer management plan.
