Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. Call to order University Heights Mayor Louise From called the July 20, 2020 Joint Meeting of Johnson County entities to order at 4:34 p.m. Present: Coralville: Mayor John Lundell, Councilors Megan Foster, Laurie Goodrich. Hills/Sharon Center: Absent. Iowa City: Mayor Bruce Teague, Mayor Pro Tem Mazahir Salih, Councilors Laura Bergus, Susan Mims, Pauline Taylor, Thomas, Janice Weiner. Lone Tree: Absent. North Liberty: Mayor Terry Donahue, Councilor RaQuishia Harrington. Oxford: Absent. Solon: Mayor Pro Tem Lauren Whitehead. Shueyville: Absent. Swisher. Mayor Chris Taylor. Tiffin: Councilor Chris Olney. University Heights: Mayor Louise From. Johnson County: Vice Chair Pat Heiden, Supervisors Lisa Green Douglass, Janelle Rettig, Royceann Porter. Joint Entities Meeting July 20, 2020 Page 2 Clear Creek Community School District. Absent Iowa City Community School District: Board President Shawn Eyestone, Board Directors Charlie Eastham, Janet Godwin, Ruthina Malone, Paul Roesler, Lisa Williams. University of Iowa: Absent. Others: Dave Koch, Johnson County Public Health Director - Dr. Dan Diekema, Chief of Infectious Diseases at UICCOM - Sam Jarvis, Johnson County Public Health, Operations. Welcome and Introductions The group introduced themselves. Discussion date of the following • COVID-19 in Johnson County and safety precautions including wearing of face coverings Dave Koch, Johnson County Health Director gave a summary of the COVID-19 numbers in Johnson County and the number of contact tracers on staff. Koch noted methods the public can implement to help slow the spread and emphasizing the wearing of face masks and face shields and asked all local entities to consider local resolutions to mandate face coverings. Sam Jarvis, Johnson County Public Health, Operations provided additional information on contact tracers. Entity representatives expressed their views. Dr. Dan Diekema, Chief of Infectious Diseases at UICCOM, stated whatever can be done to increase the use of face coverings is critical to reduced COVID-19 spread and will reduce the impact on the public healthcare system, lessen the numbers of illness and death, and give greater ability to open up and get students back in school, etc. Diekema noted that studies continue to show that mandating the use of face coverings does result in a decrease in the daily COVID-19 case rate that begins about 5 days after the mandates go into effect. Entity representatives expressed their views. Diekema, Koch and Jarvis provided additional information. Entities shared what they are currently doing and have done to reduce the spread of COVID-19. Koch noted the challenges of enforcement when mandating face coverings and encouraged consistent messaging throughout the jurisdictions. • Sustaining support for undocumented residents in crisis during COVID and beyond (IQ Iowa City Mayor Pro Tem Salih summarized the difficulties undocumented residents have obtaining funding during a crisis. Nicole Novak, Assistant Research Scientist University of Iowa College of Public Health and Elizabeth Bernal, Board Member Center for Worker Justice of Eastern Iowa presented a power point and information on COVID-19 relief for undocumented immigrants. Mayor From requested the power point presentation be shared with the entities. Joint Entities Meeting July 20, 2020 Page 3 • Return -to -Learn Plan (/CCSD) Iowa City Community School District Board President Shawn Eyestone summarized discussions on plans for the return to school. Eyestone noted no discussions have been occurred regarding extracurricular activities. Entity representatives expressed their views. Public comment Sara Barron, Executive Director Johnson County Affordable Housing appeared regarding the report on survey findings regarding affordable housing due to COVID-19. Future Joint Entity meeting date and time The next Joint Meeting will be held on October 19 hosted by Johnson County. Ad ournment At 6:00 p.m., Mayor From adjourned the meeting.
