Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
FY2022 Budaet Discussion
City Manager Fruin summarized the timeline for the FY2022 budget and stated this was the time for
Council members to identify any major new initiatives as staff compiles the budget. Individual Council
members expressed their views.
Action: There was no clear consensus from Council on any particular budget direction. Staff will aim to
complete the affordable housing plan annual report this month and schedule a work session to talk
through the next steps.
COVID-19 Update
Individual Council members expressed their views regarding unnecessary police stops, the severity of
the outbreaking Iowa City and Ames, the Governor's new order and closures, and the number of cases
per day. City Manager Fruin provided additional information regarding traffic stops.
Councilor Mims proposed the following dates for community conversations on restructuring the police
department: September 16th at Mercer Park, September 221d via ZOOM, September 26th at Pheasant
Ridge, September 29th at Wetherby Park, October 5th at RAL Rec Center or Chauncey Swan Park, and
October 81 at Dream City. Councilors scheduled three members for each date. Individual Council
members expressed their views. City Manager Fruin provided additional information.
Mayor Teague reviewed the Black Lives Matter status report. Councilor Weiner provided information
regarding the Community Police Review Board. Individual Council members expressed their views.

Action: Staff will provide some basic police statistics that will help inform upcoming community
conversations centered on restructuring the Police Department.
The City Clerk will send out the meeting schedule for the above-mentioned community conversations.
Included will be themes for each session with corresponding invitations to local service providers who
have expertise.
Clarification of Agenda Items
• [8.c] David Etre (x2): Homeless Harassment... Councilor Thomas inquired if there was still a
dedicated police presence in the downtown area. City Manager Fruin provided information.
• [8.d] Bob Oppliger: Create Bike Advocacy Committee [Staff response included]... Councilor
Thomas asked if staff would be able to meet with Bob Opplinger and the current Bicycle Advisory
Committee to discuss advancement in bike culture. City Manager Fruin provided information.
[6.fj Willow Creek Park Improvements... Councilor Taylor asked for clarification when a project is
delayed beyond the finish date. Public Works Director Knoche provided information.
Action: Staff will follow-up with Councilor Taylor regarding her questions on the Willow Creek park
project.
[7.a] Amend Water Collection Ordinance FY20... Councilor Weiner asked for background and
clarification of the numbers. Finance Director Bockenstedt and City Manager Fruin provided
information. Individual Council members expressed their views.

Round) Councilor Weiner commented on all of the funding requests the City is able to
fulfill nder the CARES Act.
