6. Resolutions and Motions
6.a. August 2020 Disbursements
Motion to approve disbursements in the amount of $12,750,184.46
for the period of August 1 through August 31, 2020, as
recommended by the Finance Director subject to audit.
Disbursements are published and permanently retained in the City
Clerk's office in accordance with State Code.
6.b. Tobacco Enforcement Agreement
-23 I Resolution authorizing the City Manager to sign a 28E Agreement
with the Iowa Alcohol Beverages Division for Tobacco
Enforcement.
Comment The Iowa Alcohol Beverages Division is willing to provide funding to the City
for compliance and enforcement activities for tobacco and vapor products. The
agreement attached to the resolution is for 5 months dfunding at the rate of $75 per
compliance check. Because it is an agreement pursuant to Chapter 28E d the Iowa
Code, Council approval is required.

6.c. ICAD operational assistance
2-0--2-32— Resolution of intent to budget $70,000 in annual funding for Iowa
City Area Development Group for the three Fiscal Years 22-24 and
additional support in rent subsidy for the operation of the MERGE
Innovation Space.
Comment This resolution is for the approval of three fiscal years of continuing annual
financial assistance of $70,000 per year along with the additional support of rent
subsidy for the MERGE Innovation Space.
6.d. Amending budgeted positions - City Manager's Office
z33 Resolution amending the AFSCME pay plan by adding the
position Climate Action Analyst to grade 12.

Comment Approval of this resolution will add a Climate Action Analyst position, in the
Climate Action and Outreach division within the City Manager's Office, at grade 12 of
the AFSCME pay plan. This positron will be responsible for tracking, analyzing, and
summarizing data, conducting greenhouse gas inventory and other reporting, and
coordinating implementation of Citys climate action objectives.
Nevada Avenue Sanitary Sewer Replacement
Resolution authorizing the acquisition of property interests
necessary for construction of the Nevada Avenue Sanitary
Sewer Replacement Project.
Comment The City of Iowa City must acquire right -of way, fee title, permanent
easements ardor temporary construction easements to construct the Nevada
Avenue Sanitary Sewer Replacement Project. The project includes the replacement of
960 linear feet of sanitary sewer in the Nevada Avenue residential area.
FY20 Wastewater Clarifier Repairs
Resolution accepting the work for the FY20 Wastewater
Clarifier Repairs Project.
Comment: The project has been completed by Fab Tech Wastewater Solutions
of Warrenton, MO, in substantial accordance with the plans and specifications.
The Engineer's Report and Performance and Payment bonds are on file with
the City Clerk.

6.g. Second Avenue Bridge over South Branch of Ralston Creek
Resolution authorizing the acquisition of property interests
necessary for construction of the Second Avenue Bridge over
South Branch of Ralston Creek Project.
Comment: The City of Iowa City must acquire right -of way, fee title, permanent
easements and/or temporary construction easements to construct the Second Avenue
Bridge over South Branch of Ralston Project. The project includes the removal and
replacement of the Second Avenue Bridge and the removal and replacement of paving
and storm sewer along Second Avenue between D Street and F Street.
7. Setting Public Hearings
7.a. Sludge Tank Masonry Repair
Resolution setting a public hearing on October 20, 2020 on the
project manual and estimate of cost for the construction of the
Sludge Storage Tank Masonry Repair Project, directing City Cleric
to publish notice of said hearing, and directing the City Engineer to
place said project manual on file for public inspection.
Comment This project involves masonry repairs and dome cover sealing and flashing
systems repairs on Sludge Storage Tank 8801. The estimated construction cost is
$165,000 and will be funded AM Wastewater operational funds.

Comment This resolution amends the downtown urban renewal plan to add climate change
objectives, a proposed project to meet those climate change objectives, and a proposed private

11. Amend Water Collection Ordinance FY20
Ordinance amending Title 3, "City Finances, Taxation and Fees", Chapter
4, "Schedule of Fees, Rates, Charges, Bonds, Fines and Penalties",
Section 3, entitled "Potable Water Use and Service," of the City Code, to
increase or change water service charges and fees in Iowa city, Iowa and
amending Title 16, entitled "Public Works", Chapter 3A, entitled "General
Provisions", Sections 5,6 and 7, entitled "Establishing City Utility
Accounts; Deposits Required", "Billing and Collection Procedures;
Delinquent Accounts" and "Discontinuation and Restoration of Service"
to make delinquent account collection fees and procedures more
equitable and just. (Second Consideration)
Comment The proposed ordinance is intended to provide for updates that pertain to the City's
initiatives in racial and social equity. The ordinance changes include an elimination of the shutoff
carding notice and the associated fee, a reduction of the service reconnection fee, and a 51/o
increase in the late fees to provide for the cost to send customers a delinquent letter and the
ability to communicate notices to customers electronically via e-mail and text messaging.

Comment This ordinance decreases the number of vehicles that a taxicab company must have
from four to two.

T13. Short -Term Rentals
Ordinance amending Title 17, entitled "Building and Housing," Chapter 5,
entitled "Housing Code," to provide rental permit requirements for short-
term rental properties. (First Consideration)
Comment In June the Iowa legislature passed a bill limiting the ability of local governments to
regulate short-term rentals, such as Airbnb. The bill does allow the City to regulate for health
and safety as well as property maintenance and nuisances if short-term rentals are treated the
same as similar properties and no fees are charged. This ordinance establishes a permit for
short-term rentals.

20-240 Resolution approving the appointment of Dustin Liston as Police Chief in
Iowa City, Iowa.

Managers Office launched a recruitment process to fill the vacant position. At the City
