Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. Review recommendations from the Iowa City Area Transit Study Transportation Director Nagle-Gamm and Thomas Wittman, Nelson/Nygaard presented a power point on the following: • Background • Project Refresher • Preferred Alternative • Stop Infrastructure • Vision for Transit • Fare Policy • Next Steps Individual Council members expressed their views. City Manager Fruin noted the October 201h work session would start with a continuation of the discussion. Staff will be seeking direction from Council so they can proceed with final public input and implementation planning. General direction on any expansion efforts is needed (e.g. Sunday service, fare free, new routes, etc.) to prepare financial plans accordingly. Action: A copy of the slides will also be included in the October 8'h Information Packet. Council Work Session October 6, 2020 Page 2 by the Minneapolis Police and calls for action from protesters and residents Mayor Teague noted the the final City Council Listening Post occurring on Thursday, October 8`" at Dream City. Councilor Weiner stated she hoped there would be a large number of applicants for the Truth & Reconciliation Commission. Clarification of Agenda Items No discussion, item occurred after the formal meeting. (IPS, Memo from Neighborhood & Development Services Director: Cares Act - Round 3 Community Development Block Grant - CV Funds) City Manager Fruin provided a summary of the memo. Individual Council members expressed their views. Neighborhood & Development Director Hightshoe provided additional information. Action: Staff can proceed with final preparations for the small business support grant program that will utilize our third CDBG-CV Cares Act allocation of $424k. 2. (IP6, Memo from Neighborhood & Development Services Director: Update on City Assisted COVID Housing Programs) Mayor Pro Tem Salih recused herself from the discussion. Neighborhood & Development Director Hightshoe provided a summary of the memo. Individual Council members expressed their views. City Attorney Dilkes provided additional information. Action: Staff will prepare an amendment to the Center for Worker Justice (CWJ) household relief program contract to allow up to 20% administrative costs. An additional $12,500 of funding can also be released this week to keep this program funded.
