THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
PLANNING AND ZONING COMMISSION
One Vacancy: Unexpired Term
Upon appointment — June 30, 2021
• The duties of the Planning and Zoning Commission members include: making (or causing to
be made) surveys, studies, maps, plans, or charts of the whole or any portion of the
municipality and any land outside which --in the opinion of the Commission --bears relation to a
comprehensive plan; also include recommending to the City Council from time -to -time
amendments, supplements, changes, and modifications to the Zoning Ordinance.
This Commission conducts formal meetings the first and third Thursdays of each month at
7:00 p.m. (Informal workshops are held the preceding Mondays at 5:30 p.m. on a as needed
basis.)
Iowa City -appointed members of boards and commissions must be at least 18 years of age and
reside in the City of Iowa City. The City of Iowa City encourages diversity in the appointment to
boards and commissions.
Applications must be received by 5:00 p.m., Tuesday, October 13, 2020. An application can be
completed and submitted on the City of Iowa City website at www.icgov.or.Q. or by contacting the
Clerk's office.

Planning at University of Iowa. Former President of Iowa chapter of American Planning Association. Author of
multiple city ordinances and state code requirements related to planning, zoning and code enforcement.
Former City of Iowa City Director of Housing and Inspection Services and former City of Iowa City Director of
Neighborhood and Development Services.

Worked extensively with various boards and commissions over a 42 year career with City of Iowa City. This
included City Council, P&Z, Board of Adjustment, and Housing and Community Development Commission.
Played an active role in development of all Comprehensive Plans and both Zoning Ordinances for the City of
Iowa City. Possess extensive institutional knowledge of the City's development processes and growth over
time.

Potential Conflicts of Interest
The Housing and Community Development Commission makes recommendations to the City Council
regarding the distribution of federal CBDG/HOME funds. The general rule is that no persons who exercise or
have exercised any functions or responsibilities with respect to federally funded activities, or who are in a
position to participate in the decision-making process or gain inside information with regard to such activities,
may obtain a financial interest or benefit from a federally—assisted activity, or have a financial interest in any
contract, subcontract, or agreement with respect to a federally -assisted activity, or with respect to the
proceeds of the federally -assisted activity, either for themselves or those with whom they have business or
immediate family ties, during their tenure or for one year thereafter.
Section 362.5 of the Code of Iowa generally prohibits, with certain important exceptions, a member of a City
Board or Commission from having an interest in a City contract.
City Council Resolution # 15-300 established a policy that the following persons shall not be eligible for
appointment to Boards and Commissions:
A Council Member's spouse, domestic partner or partner by cohabitation, children, step -children, children
for whom the Council Member assumes parental responsibility, mother, father, son-in-law, daughter-in-law,
mother-in-law, father-in-law, step-parent, brother, sister, step -siblings and half -siblings, brother-in-law,
sister-in-law, grandparents and grandchildren, aunt, uncle, niece, nephew, first cousin, foster parent, foster
child, persons who are parents of the same child, and persons with whom the employee is in an intimate
relationship

I have both academic and practical experience that informs my ability to serve on this Commission. I have a
Masters from the University of Iowa in Urban and Regional Planning. My work over the course of the past 20
years as a not-for-profit executive has required that I work closely with City staff on a myriad of issues and from
time -to -time on matters of land use and zoning. I have significant experience in working with the public and
private sectors to address housing and service needs for households that are very low income or homeless
and have worked to build strategic partnerships across our community. I serve on multiple community boards
and state commissions which ensures a broader understanding of challenges and needs have considerable
experience with and deeply value working with others to build consensus.
What is your present knowledge of each advisory board you are interested in?*
I am singularly interested in the Planning and Zoning Commission at this time. My understanding is that the
Commission works in consultation with City staff to make recommendations to the City Council in matters of
amendments, changes, and modifications to the current zoning ordinance in the context of existing uses and
new land use needs, developments, and priorities as informed by the City of Iowa City Comprehensive Plan
and where possible to advance Council's strategic goals.

I have lived in Iowa City for over 40 years and love this town. I am completing a Masters Degree in Emergency
Management and Public Administration which will be completed in 2021. 1 have a GIS background as well which

planner in recent collaborations between JoCo and the UI.

While my experience is lacking, I am currently on hiatus towards pursuing an Geography degree and I wanted
to take a stepping stone to learn about the geography of Iowa City and how zoning and planning works.

To perform the duties of making surveys, studies, maps, plans or charts of the whole or any portion of the
municipality of Iowa City and any land outside which in the opinion of the commission bears relation to a
comprehensive plan that is then recommended to the City Council.

The Housing and Community Development Commission makes recommendations to the City Council
regarding the distribution of federal CBDG/HOME funds. The general rule is that no persons who exercise or

position to participate in the decision-making process or gain inside information with regard to such activities,
may obtain a financial interest or benefit from a federally—assisted activity, or have a financial interest in any
contract, subcontract, or agreement with respect to a federally -assisted activity, or with respect to the
proceeds of the federally -assisted activity, either for themselves or those with whom they have business or
immediate familyties, during their tenure orfor one yearthereafter.
Section 362.5 of the Code of Iowa generally prohibits, with certain important exceptions, a member of a City
Board or Commission from having an interest in a City contract.
City Council Resolution # 15-300 established a policy that the following persons shall not be eligible for
appointment to Boards and Commissions:
A Council Member's spouse, domestic partner or partner by cohabitation, children, step -children, children
for whom the Council Member assumes parental responsibility, mother, father, son-in-law, daughter-in-law,
mother-in-law, father-in-law, step-parent, brother, sister, step -siblings and half -siblings, brother-in-law,
sister-in-law, grandparents and grandchildren, aunt, uncle, niece, nephew, first cousin, foster parent, foster
child, persons who are parents of the same child, and persons with whom the employee is in an intimate
relationship
