Consider a motion to approve disbursements in the amount of
$12,082,310.51 for the period of September 1 through September
30, 2020, as recommended by the Finance Director subject to
audit. Disbursements are published and permanently retained in
the City Clerk's office in accordance with State Code.
6.b. Street Name Change —Winnsboro Drive
2 0— 25cu Resolution changing the name of Tottenham Avenue to Winnsboro
Drive.
Comment Two streets in Windsor West— Part Three are stubbed out from Buckingham
Lane to the west property line of the subdivision and were to be extended when tlke
property to the west developed. One of the streets is named Winnsboro Drive and the
other street is named Tottenham Lane. The approved Preliminary Plat of Community
View subdivision, which is the adjacent property located to the west of Windsor West—
Part Three, shows the extension of Winnsboro Drive looping back around to Tottenham
Lane. Staff recommends that there be one sheet name for the looped street and that the
street name be Winnsboro Drive.

7. Setting Public Hearings
7.a. Rezoning - Camp Cardinal Road
Motion setting a public hearing for November 17, 2020 on an
ordinance conditionally rezoning approximately 3.18 acres of
land located north of Camp Cardinal Boulevard and west of
Camp Cardinal Road from Neighborhood Public (P-1) zone to
Community Commercial with a Planned Development Overlay
(0PD/CC-2) zone.
Comment At its October 15 meeting, by a vote of 6-0, the Planning and Zoning
Commission recommended approval of this rezoning, subject to conditions related to
provision of a 15' wide utility easement and payment of $5,000 toward upgrading
appro>amately 25' of Camp Cardinal Road that is adjacent to the subject property and
that does not meet City standards. Approval will allow for the development of an event
center.
7.b. Vacation and Conveyance of right-of-way north of Camp Cardinal
2-0 - -LIS Boulevard and west of Gathering Place Lane
_4etiml-§etting a public hearing on November 17, 2020 on an
ordinance vacating approximately 2,514 square feet of public right-
of-way and on a resolution to dispose of the property to the
applicant.
Comment: At its October 15 meeting, the Planning and Zoning Commission
recommended approval of VAC20-0001 by a vote of 6-0. The subject rightof-way
currently has no use. The City has no plans to use or improve the subject right-of-way.
The owner of the adjacent lot to the west desires to purchase the right -0f -way for fair
market value to facilitate development on the adjacent lot
7.c. Vacation and Conveyance of right-of-way within the western 10 ft.

MGben-setting a public hearing on November 17, 2020 on an
ordinance vacating approximately 1,444 square feet of public right-
of-way and on a resolution to dispose of the property to the
applicant.
Comment At its October 15 meeting, the Planning and Zoning Commission
recommended approval of VAC204D002 by a vote of 6-0. The proposed vacation would
leave a 20 ft wide alley for two-way travel. The owner of the adjacent property to the west
desires to purchase the right-of-way for fair market value to construct a drive-through lane
fora mixed use business at 1120 N. Dodge Street.

Td. Carson Farm Annexation
Motion setting a public hearing for December 1, 2020 on a
resolution to annex approximately 196.17 acres of land located
west of Highway 218 and south of Rohret Rd. (ANN2O-0001)
Comment At its October 15 meeting, by a vote of 42 (Martin and Nolte in the negative),
the Planning and Zoning Commission recommended approval of this annexation.
Approval will incorporate the subject property into the City limits, pending approval from
the state's City Development Board.
7.e. Carson Farm Rezoning
Motion setting a public hearing for December 1, 2020 on an
ordinance conditionally rezoning approximately 196.17 acres of
land located west of Highway 218 and south of Rohret Rd. from
County Residential (R) and County Urban Residential (RUA) to
Interim Development Single -Family Residential (ID -RS) zone.
Comment At its October 15 meeting, by a vote of 42 (Martin and Nolte in the negative),
the Planning and Zoning Commission recommended approval of the rezoning, subject to
a condition related to satisfaction of the Comprehensive Plan's annexation policy pertaining
to affordable housing as stated in Resolution 18-211.

Comment Each year, the City is required to file a TIF debt certification with the County Auditor

Resolution adopting an assessment schedule for snow removal at 1131
3rd Avenue and directing the Clerk to certify the same to the Johnson
County Treasurer for collection in the same manner as property taxes.
Comment The City has the authority to assess nuisance abatement costs in the same manner
as a property tax. Last water the City contractor removed snow from the sidewalk at
this property, and the owner has not paid the bill. Staff recommends the property be assessed
for the snow removal costs, and the owner contests the proposed assessment
