Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. Discuss 2021 State of Iowa legislative priorities Assistant to the City Manager Kilburg presented a power point and summarized IP3 of the October 29th Information Packet. Kilburg also noted the special work session on Monday, November 23rdat 8:00 am with State Legislators. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will finalize the 2021 legislative priorities and prepare a resolution for formal adoption on November 17. Continued coordination and alignment of priorities with the Iowa League of Cities and Metro Coalition is desired. COVID-19 Update Individual Council members voiced their concerns and urged everyone to continue maintaining social distancing through the holidays, to wear face coverings, and wash hands frequently. Increasing numbers across the state and serious illnesses were also noted. Continue discussion of Resolution (20-159) of Initial Council Commitments addressing the Black Lives Matter Movement and Systemic Racism in the wake of the murder of George Floyd by the Minneapolis Police and calls for action from protesters and residents Mayor Teague noted the status report (IP4) of the October 29th Information packet and lead Councilors through the list for review. Councilor Weiner noted IP7 of the October 291 Information Packet on Update of Traffic Enforcement Guidelines, Interim Police Chief Brotherton summarized the memo. City Manager Fruin provided additional information on the status report. Individual Council members expressed their views. Clarification of Agenda Items No discussion. Council Work Session November 2, 2020 Page 2 Information Packet Discussion [October 22, October 291 ➢ October 22 1. (IP2, Memo from City Clerk: Proposed Council Meeting Schedule, January - April 2021) Individual Council members expressed their views. Action: The Saturday budget work session will be held on January 9th instead of January 2"d The CIP work session will be held at 3pm on January 5th. The December 15th work session will be reserved for a presentation of the Preliminary Plan to restructure the Police Department toward community policing. ➢ October 29 1. (IP6, Memo from City Manager: 2021 Affordable Housing Plan) City Manager Fruin summarized the memo. Individual Council members expressed their views. Action: Staff will proceed ahead with planning for the new Affordable Housing Plan. A City Council work session will be scheduled to kick off that effort. 2. (IP8, Memo from Interim Police Chief and ICPD Sergeant -Training and Accreditation: Iowa City Police Department 2020 CALEA Accreditation Process) City Manager Fruin summarized the memo and asked if there was intertest to participate. Individual Council members expressed their views. Action: Councilors Mims, Weiner, Taylor, Thomas and Bergus have agreed to speak with the CALEA Assessors. The Police Department will follow-up for scheduling. Council updates on assigned boards, commissions and committees Council members reported on various assigned boards, commissions and committees.
