Avenue
20 - Resolution authorizing acceptance of Surface Transportation
Block Grant Program Funds from the Iowa Department of
Transportation and authorizing the City Manager to sign the
Project Agreement [6-20-STBGU-016] for the Melrose Avenue /
IWV Road - Highway 218 to Hebl Avenue Project.
Comment: This is an agreementfor the receipt of federal funding through the Surface
Transportation Block Grant Program (STBGP) for the Melrose Avenue/ IWV Road —
Highway 218 to Hebl Avenue Project. The City has commenced design and property
acquisition for this project. This grant will help fund construction of the following
improvements: PCC Pavement— Grade and Replace in the City of Iowa City and
Johnson County on IWV Road, from Hebl Avenue east 1.5 miles to Hwy 218, and Hebl
Avenue from IC Landfill to IWV Road,
6.b. Gilbert Court Sidewalk Infill
Resolution authorizing the acquisition of property interests
necessary for construction of the Gilbert Court Sidewalk Infill
Project.
Comment: The City of Iowa City must acquire right -of way, fee title, permanent
easements and or temporary construction easements to construct the Gilbert Court
Sidewalk Infill Project. The project includes the installation of sidewalks along both
sides of Gilbert Court north of Highland Avenue.
6.c. Spruce Street Water Main Replacement

Comment: The project has been completed by B.G. Brecke, Inc. of Cedar
Rapids, Iowa, in substantial accordance with the plans and specifications. The

6.f. Community View — Part One Subdivision

Comment This item will accept the public improvements for Community View— Part
One Subdivision, generally located north of American Legion Road between Eastbrook
Street and Buckingham Lane.

6.g. Fire Automatic Aid Agreement - Highway 218 and Interstate 80
Resolution authorizing the City Manager to sign and manage
separate Automatic Aid Agreements with the cities of Coralville and
Tiffin to render mutual aid for emergency incidents on portions of
Interstate 80 and Highway 218.
Comment Calls for service on Iowa Highvray 218 often occur in locations that extend
travel times or stress resources available to the Tdfin Fire Association (TFA), the Coralville
Fire Department (CFD), and the Iowa City Fire Department (ICFD). Response to these
incidents is further impacted by the ongoing construction in the area of the 80/380
interchange. The separate agreements with Tiffin and Coralville permit the dispatch center
to deliver an automatic and simultaneous page to the relevant departments for responses
in the designated service areas.

7.a. Zonina Code Amendment - PRM Zone Bonus Provisions
Ordinance
Motion setting a public hearing for December 1, 2020 on an
ordinance to amend Title 14 Zoning to allow minor adjustments in
Planned High Density Multi -Family Residential Zone (PRM) zones
for new construction projects which involve preserving a separate
historic structure. (RE720-0005)
Comment At its October 15 meeting, by a vote of 6-0, the Planning and Zoning
Commission recommended approval of this amendment Approval will allow minor
adjustments to zoning regulations for new construction projects in PRM zones which
involve preserving a separate historic structure. The purpose is to incentivize the
designation of 410-412 N. Clinton Street as a local historic landmark, which would
occur in conjunction with the redevelopment of 400 N. Clinton Street and 112 E.
Davenport Street. The amendment may also incentivize future historic preservation
efforts.
7.b. Rezonina at 400 N. Clinton Stand 112 E. Davenport St
Motion setting a public hearing for December 1, 2020 on an
ordinance conditionally rezoning approximately 12,000 square feet
of land located at 400 N. Clinton Street and 112 E. Davenport
Street to Planned High Density Multi -Family Residential (PRM)
zone. (RE720-0008)
Comment At its meeting on October 15, 2020 the Planning and Zoning Commission
recommended approval of the rezoning by a vote of 5-1(Townsend dissenting) sulbect to a
condition that requires substantial compliance with the site plan and elevations dated July 1,
2020 if any PRM bonus provisions or minor adjustments are requested for the property.

Riverfront Expansion
Motion setting a public hearing for December 1, 2020 on a
resolution to amend the Downtown and Riverfront Crossings
Master Plan, a part of Iowa Cityis Comprehensive Plan, to include
property located north of the Iowa Interstate Railroad, east of Olive
Street, and south of Myrtle Avenue in the West Riverfront
Subdistrict. (CPA20-0002)
Comment At its November 5 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval of this amendment Approval will expand the West
Riveftnt Subdisbd boundaries in the Downtown and Riverfront Crossings Master Plan,
part of the Comprehensive Plan, to include 219, 223, and 245 S. Riverside Court and 119,
201, 203, 205, 207, and 209 Myrtle Avenue. This amendment is associated with REZ20-
0003, a request to rezone the area to Riverfront Crossings, West Riverfront (RFC -WR),
and REZ2G-0 , a request to amend the zoning code to expand the RFC -WR
boundaries in the regulating plan and to increase the maximum bonus height to 7 stories for
property north of and near the railroad in the RFC -WR zone.

Riverside Drive from Medium Density Single -Family Residential
(RS -8), High Density Multi -Family Residential (RM -44), and

Comment At its November 5, 2020 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval of this rezoning subject to conditions related to
installation of a sidewalk along S. Riverside Dr., provision of a pedestrian linkage between
Myrtle Avenue and S. Riverside Drive, transitional design for buildings seeking bonus
height adjacent to the existing RS -8 zone, limiting access to one point on S. Riverside Dr.,
dedication of approximately 75 square feet of S. Riverside CL to public ri ht of --way, and

Motion setting a public hearing for December 1, 2020 on the
Riverfront Crossings, West Riverfront Changes Ordinance to
amend Title 14 Zoning to expand the West Riverfront Subdistrict
boundaries and to increase the maximum bonus height in the
West Riverfront Subdistrict to seven stories for properties north of
and near the Iowa Interstate Railroad. (RE720-0004)
Comment At its November 5 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval of this amendment Approval will make two
modifications to the West Riverfront Subdistrict in the Riverfront Crossings regulating plan

Comment At its October 15 meefing, by a vote of 6-0, the Planning and Zoning
Commission recommended approval of this rezoning, subject to conditions related to
provision of a 15 wide utility, easement and payment of $5,000 toward upgrading
approbmately 25' of Camp Cardinal Road that is adjacent to the subject property and
that does not meet City standards. Approval will allow for the development of an event
center.

Comment: Iowa City policy has long prohibited biased based policing and the Iowa City Police
Department is committed to the equitable treatment of all individuals. This ordinance was
developed collaboratively with the NAACP and takes the important step to codify the Citys
commitment to unbiased policing and details the complaint process for the public.
