Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
Introduction of Guidel-ink Executive Director Abbey Ferenzi
Matt Miller, Project Manager, provided a current building status. Abbey Ferenzi, Executive Director,
introduced herself and gave an administrative/service update. Individual Council members expressed
their views.
COVID-19 Update
Individual Council members asked community members to continue to be mindful of activities and
thank you to everyone that continues to maintain social distancing through the holidays, those who are
wearing face coverings and using good hygiene practices.
to allow a representative from the Iowa Freedom Riders (IFR) to have a seat at the Iowa City
Council to participate in all topics related to the June resolution subject to the Mayor's direction.
Individual Council members expressed their views. A Council majority agreed not to accept the
recommendation.
Action: Staff will report back to the Human Rights Commission that the Council did not support their
recommendation regarding a seat at the table for IRF (1-6 against).
Clarification of Agenda Items
• [6.d] Traffic Calming 2020 ... Councilor Thomas inquired if staff does a post installation assessment
of how the traffic calming elements have changed the speed of the street where they were installed.
City Manager Fruin provided additional information.

1. (IP4, 2020 Climate Action Annual Report) Councilor Mims noted the good information
provided and encouraged those interested to read the report.
2. (IP3, Memo from City Manager: Juneteenth Holiday) Mayor Teague noted the new
holiday.

(IP7, Email from Council Member John Thomas: Sidewalk Snow Clearing Guide)
Councilor Thomas made comments and offered thoughts for consideration regarding the
guide which he had submitted as a follow up to the October 201 work session discussion
on winter weather procedures. Individual Council members expressed their views. City
Manager Fruin provided additional information and presented a power point of the curb
ramp inventory in Iowa Clty.
Action: Staff will work with the interdepartmental snow removal team to develop
estimates / options for public curb ramp snow clearing. Communications will emphasize
messaging about residential curb ramp snow clearing throughout the season.
2. (IPS, Memo from Senior Planner: Planning and Zoning Commission's Recommendations
on the Good Neighbor Program) Councilor Weiner suggested meeting with the building
community and discuss what changes have been made to the City Code that has
increased to the cost to build affordable housing. Mayor Teague stated those
discussions would be part of upcoming items on the pending list.
