Johnson County entities to order at 4:30 p.m.

• Expert speaker related to COVID-19
Dr. Jorge Salinas, University of Iowa Hospitals & Clinics - Clinical Assistant Professor of
Internal Medicine - Infectious Diseases; Dr. Stephen Scheckel, Mercy Hospital IC - VP
Medical Affairs discussed the growing number of COVID cases in Iowa and the impact those
numbers will have on the healthcare system if they continue to rise. Wearing face

coverings, washing hands, maintaining social distancing and not socializing with groups
outside of the household were strongly encouraged to help limit the COVID spread. Sam
Jarvis, Johnson County Public Health -Community Health Division Manager, concurred with
Salinas and Scheckel and confirmed the increasing numbers in Iowa and urged the
community to make contact and return calls to help health officials trace COVID cases and
prevent further spread.
• Public Safety Measures Currently In Place/Entity Updates
Entity representatives shared safety measures being used in their communities, tools being
used to get information to the public, and protocol in City facilities.
• Remarks from State Legislative Delegates & University of Iowa
Senator Joe Bolkcom, Representative Dave Jacoby, Representative Mary Mascher, Dave
Wilson - Director Johnson County emergency Management, Rod Lehnertz, Univesity of
Iowa - VP of Finance & Operations shared thoughts on the Governor's Order, high school
sports, upcoming holiday get-togethers, and University of Iowa student/campus updates.

Discussion of City Legislative Priorities with State Delegation
City Manager Fruin summarized each objective for review/discussion of the following legislative
proposals established by resolution 20-263, adopted on November 17, 2020, to the Iowa City area
legislative delegation for the 2021 Iowa State legislative session as follows:
1. Strategic plan objective: demonstrate leadership in climate action
• Support for Climate Action Initiatives
2. Strategic plan objective: advance social justice, racial equity, and human rights
• Support reform measures to reduce racial disparity in the criminal justice system and
address systemic racism
• Support crisis intervention efforts and provide adequate funding for localities to
implement a mental health care continuum of services responsive to local need
3. Strategic plan objective: invest in public infrastructure, facilities, and fiscal reserves
• Ensure the continued funding of commercial & industrial property tax replacement
payments
• Continue Resource Enhancement and Protection (REAP) funding
4. Strategic plan objective: foster health neighborhoods and affordable housing throughout the city
• Protect Home Rule authority for local governments
• Support University of Iowa Student Government (USG) proposal regarding rental
property move -in checklists
• Support legislation protecting the rights of manufactured housing residents

Iowa City City Council special meeting, 5:00 p.m. via Zoom meeting platform. Mayor

Fruehling. Unless otherwise noted, all actions were affirmative and unanimous.
Moved by Taylor, seconded by Salih, to adjourn to executive session to discuss as a
public employer, strategy regarding collective bargaining with city employee
organizations; as such discussion is exempt from the provisions of chapter 21. The
Mayor declared the motion carried and adjourned into executive session 5:01 p.m.

Introduction of GuideLink Executive Director Abbey Ferenzi
Matt Miller, Project Manager, provided a current building status. Abbey Ferenzi, Executive Director,
introduced herself and gave an administrative/service update. Individual Council members expressed
their views.
COVID-19 Update
Individual Council members asked community members to continue to be mindful of activities and
thank you to everyone that continues to maintain social distancing through the holidays, those who are
wearing face coverings and using good hygiene practices.
Continue discussion of Resolution (20-159) of Initial Council Commitments addressina the
Black Lives Matter Movement and Systemic Racism in the wake of the murder of George Floyd
by the Minneaaolis Police and calls for action from Drotesters and residents
Mayor Teague noted item 4.b, Human Rights Commission October 27th minutes - recommendation
to allow a representative from the Iowa Freedom Riders (IFR) to have a seat at the Iowa City
Council to participate in all topics related to the June resolution subject to the Mayor's direction.
Individual Council members expressed their views. A Council majority agreed not to accept the
recommendation.
Action: Staff will report back to the Human Rights Commission that the Council did not support their
recommendation regarding a seat at the table for IRF (1-6 against).
Clarification of Agenda Items
• [6.d] Traffic Calming 2020 ... Councilor Thomas inquired if staff does a post installation assessment
of how the traffic calming elements have changed the speed of the street where they were installed.

provided and encouraged those interested to read the report.
2. (IP3, Memo from City Manager: Juneteenth Holiday) Mayor Teague noted the new
holiday.

1. (IP7, Email from Council Member John Thomas: Sidewalk Snow Clearing Guide)
Councilor Thomas made comments and offered thoughts for consideration regarding the
guide which he had submitted as a follow up to the October 201h work session discussion
on winter weather procedures. Individual Council members expressed their views. City
Manager Fruin provided additional information and presented a power point of the curb
ramp inventory in Iowa Clty.
Action: Staff will work with the interdepartmental snow removal team to develop
estimates / options for public curb ramp snow clearing. Communications will emphasize
messaging about residential curb ramp snow clearing throughout the season.
2. (IPS, Memo from Senior Planner: Planning and Zoning Commission's Recommendations
on the Good Neighbor Program) Councilor Weiner suggested meeting with the building
community and discuss what changes have been made to the City Code that has
increased to the cost to build affordable housing. Mayor Teague stated those
discussions would be part of upcoming items on the pending list.

health and safety of council members, staff and the public presented by COVID-19.

Mayor Teague noted the work session discussion regarding item 4.b, Human
Rights Commission October 27th minutes - recommendation to allow a
representative from the Iowa Freedom Riders to have a seat at the Iowa City
Council to participate in all topics related to the June resolution subject to the
Mayor's direction. A Council majority agreed not to accept the
recommendation.
Motion to approve. Moved by L. Bergus, seconded by J. Weiner. Motion

A public hearing was held. Development Services Coordinator Sitzman

10.b. Ordinance conditionally rezoning approximately 196.17 acres of land
located west of Highway 218 and south of Rohret Rd. from County
Residential (R) and County Urban Residential (RUA) to Interim
Development Single -Family Residential (ID -RS) zone.
