Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
Planning & Zoning Commissioners present: Michael Hensch (Chair), Mark Signs
Martin (Secretary), Maggie Elliott, Mark Nolte, Billie Townsend, and Susan Craig.
Development Services Coordinator Sitzman provided a summary of the annexation/rezoning project for
Carson Farms. Planning & Zoning members explained methods and viewpoints used when voting on
the recommendation to City Council at the October 15'" Planning & Zoning meeting. Individual Council
members expressed their views. City Attorney Dilkes and Neighborhood & Development Services
Director Hightshoe provided additional information.
City Manager presentation of the Preliminary Plan to Restructure the Iowa City Police
Department toward community policing
City Manager Fruin provided an overview of the preliminary plan to restructure the police department as
follows:
• Police Department Structure
• Statistical Overview
• Recent Community Policing Initiatives
• Restructuring:
- Crisis Call
- Unbiased Policing
- Policing Forward
• Funding Considerations
• Final Recommendations
Individual Council members expressed their views regarding next steps.
Action: Discussion of the Preliminary Plan on Community Policing will be added to the January 51^ work
session agenda; copies of the City Manager's slides from the Preliminary Plan will be added to
www.icgov.org/i)reliminaryDlan and staff will begin promoting Preliminary Plan feedback opportunities to
the public.
