Job Summary
Plans, programs, directs, evaluates and manages the operation of the Police Department. Formulates
and implements new policy, operations, and disciplinary procedures. Establishes a positive relationship
between the Police Department, outside agencies, and the general public.
Job Scope
Directly supervises six to ten employees. Indirectly responsible for approximately eighty to one hundred
and thirty employees. Prepares and administers the annual budget. Monitors expenditures during the
year and makes recommendations for budget modifications or additional funds.
Essential Job Duties and Responsibilities
Plans, directs and evaluates the overall law enforcement function of the Police Department and
facilitates necessary changes.
Develops and executes departmental policies, procedures, programs, and long- range plans.
Participates in other organizations within the City, county and state.
Reviews all significant incidents involving the Police Department and makes recommendations as
necessary.
Evaluates the command staff throughout the year and with annual formal evaluations, as well as the
structure of the staff.
Develops staff of the Police Department and provides training opportunities for all members of the
Department.
Establishes and maintains a positive image for the Police Department within the community.
Develops, administers and monitors the budget for the Police Department.
Reviews and/or investigates all complaints regarding Police Department employees.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace
and community.

Performs other duties as assigned.
Physical and Environmental Conditions
Employee exposed to possibly dangerous criminals on a daily basis. Ability to work in seasonal temperatures
and may be exposed to potentially hazardous chemicals and diseases. Sufficient physical strength and
stamina to bend, run, lift and crawl into small spaces and to restrain suspects.
The physical demands and work environment conditions described here are representative of those
that must be met by an employee to successfully perform the essential functions of this job and are
encountered while performing those essential functions. Reasonable accommodations may be made

The noise level in the work environment is usually moderate.
Minimum Education, Experience and Certification
Bachelor’s degree in criminal justice or related field from an educational institution accredited by a DOE
recognized accreditation body required. Minimum of ten years’ experience in public law enforcement,
five years of which must have been as a supervisor or command officer required. Weapons qualification
and certification required yearly. Valid driver’s license with satisfactory driving required. Must be 18
years of age per Iowa Code 92.8. Must reside in the municipal limits of the City of Iowa City. Must pass
criminal background check.
Preferred Education, Experience and Certification
Master’s degree in criminal justice or a related field from an educational institution accredited by a DOE
recognized accreditation body preferred.
Knowledge, Skills, and Abilities
Current knowledge law enforcement management, criminal law, State statutes, City ordinances,
personnel policies, and City budget. Skills in interpersonal relations, verbal and written communications,
leadership, listening, and negotiation. Skill in the use of firearms and other related law enforcement
equipment. Ability to analyze complex police problems, delegate responsibilities and authority, and
manage large numbers of people and large numbers of money. Ability to research, develop, and
recommend budgeting needs, policies, procedures and practices.
