Comment John Yapp, on behalf of the owner and applicant, has requested a two-year
extension of the preliminary plat and sensitive areas development plan of Rollins Pass.
Preliminary plats expire within two -years of approval.
7.f. Communitv Police Review Board Extension Reauest
Motion granting an extension to the Community Police Review
Board for the filing of the Public Report with the City Council on
Complaint #20-02, #20-05, #20-06, #20-07, and #20-08 to 90 -
days from the receipt of the Police Chiefs additional investigation
report.
Comment City Code section 8-87B(8) states The Board's report to the City
Council shall be completed within ninety (90) days of receipt of the Chiefs or City
Managers report. The City Council may grant requests for extensions to this deadline
upon good cause shown. The Board voted in open session to request an extension to

Resolution rejecting bids received on March 9, 2021 for the
Collector Well Nos. 3 and 4 Rehabilitation Project and setting a
new date for receipt of bids for the rebidding of the Collector Well

Comment Bids for this project were opened on Tuesday, March 9, 2021 and the
folowing bid was received:

Because the only bid submitted was deemed to be non-responsive, Staff

Comment At its February 18, 2021 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval of this annexation. Approval will incorporate the
subject property into the City limits, pending approval from the state's City Development
Board.

an ordinance conditionally rezoning approximately 6.12 acres of
land located near the intersection of Finkbine Commuter Drive and

Institutional Public (P-2) to Institutional Public (P-2) and Medium
Density Multi -Family Residential (RM -20) with a Planned
Development Overlay (OPD/RM-20/P-2).
Comment At its February 18, 2021 meeting, by a vote of 7-0, the Planning and Zoning

delayed issuance of a building permit until the subject property has been final platted and

construction of the Asphalt Resurfacing 2021 Project, establishing

Comment This annual project involves asphalt resurfacing and chip sealing of various
streets and City-0wned parking lots throughout Iowa City. The estimated cost for this
project is $2,700,000 and will be funded by the General Fund, Road Use taxes and

Improvement
Resolution approving project manual and estimate of cost for the
construction of the Melrose Avenue / IWV Road - Highway 218 to Hebl
Avenue Improvement Project (STP -U-3715(668)-70-52), establishing
amount of bid security to accompany each bid, directing City Clerk to
post notice to bidders, and fixing time and place for receipt of bids.
Comment This is a joint project with Johnson County that will be let through the Iowa DOT.
The project will reconstruct Melrose Avenue/WV Road from Highway 218 to Hebl Avenue. In
addition, water main will be extended along Melrose Avenue / IW V Road from Slothower Road
to the Iowa City Landfill and Recycling Center. The estimated cost of construction is
$5,100,000. The City's estimated portion is $2,700,000 and will be funded with Surface
Transportation Block Grant (STSG) Program funding, General Obligation bond proceeds and
Landfill revenues.

bonds, series 2021, and levying a tax for the payment thereof.
Comment The preaevy resolution imposes a levy for the Fiscal Year beginning July 1, 2021
and ending June 30, 2022. This is included in the Fiscal Year 2022 Budget This resolution
satisfies the requirements for the resolution and levy as required by Iowa Code Chapter 76.
When the Bonds are issued (the sizing of which may change as directed by the Council), the
authorizing resolution will incorporate this levy based on the actual rates at the sale.

Ordinance amending Title 9, entitled "Motor Vehicles and Traffic,"

Comment With the increase of pick-up and delivery since the beginning of the COVID-
19 pandemic, staff recommends designating a space or spaces for short-term curbside
pick-up and delivery in the downtown. To incentivize adequate turnover in the space, it
should be a separate offense every 10 minutes the vehicle remains in violation, which is
the same provision that applies to all passenger loading zones.

Park.
Comment As part of of the Citys support for the Black Lives Movement, the City Council
requested a local park be renamed to recognize and honor Mr. James Alen Alan McPherson.
Mr. McPherson was the first black waiter to win the Pulitzer Prize for fiction and a longtime
educator and resident of Iowa City. Resolution No. 11-70 requires City Council approval to
