HomeMy WebLinkAboutConstruction Inspector ICITY OF IOWA CITY - Job Description Job Class #09-05 FLSA Non-Exempt Civil Service Identification Position Title: Construction Inspector I Department: Public Works Division: Engineering Supervisor: City Engineer Job Summary Under general direction, conducts on-site inspections related to subdivision improvements, sidewalk repair program and public works projects, including materials testing and recordkeeping. Prescribes action for conformance to code, standards, plans and specifications. Essential Job Duties and Responsibilities Conducts or assists on-site inspections of construction projects including storm sewers, water mains, sanitary sewers, paving, sidewalks, form work, rebar placement and erosion control and provides for quality assurance on projects and project compliance with City codes and ordinances. Identifies non-compliance issues associated with specifications and the inspected construction areas and informs appropriate parties of lack of compliance with City standards. Identifies construction plan requirements needing adjustments to meet field conditions and coordinates these adjustments with the contractor and project engineer. Compiles extensive field notes detailing contractors' work and reports progress; tracks billings for inspection hours. Performs drafting work as needed, including record drawings of completed projects. Assists in preparation of pay estimates, conducts concrete tests and coordinates with consultants to complete field tests. Provides for public safety at construction site and responds to questions and complaints from the public. Meets with contractors and engineers regarding projects and approves alternate construction methods. Assists survey crew on projects, as assigned. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs all other related duties as assigned. The employee frequently is required to walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, and stoop, kneel, crouch or crawl. The employee is occasionally required to sit and taste or smell. The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to moving mechanical parts and fumes or airborne particles. The employee is occasionally exposed to wet and/or humid conditions, high, precarious places, toxic or caustic chemicals, extreme heat, risk of electrical shock, risk of radiation, and vibration, confined space. The noise level in the work environment is usually loud. Minimum Education, Experience and Certification High school degree or equivalent required. One year of experience in heavy construction or in a related field required. Valid driver’s license with satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Associate degree from an educational institution accredited by a DOE recognized accreditation body preferred. Three years of experience preferred. Iowa Department of Transportation certifications in Level 1 and 2 Aggregate, Level 1 PCC and Level 1 HMA preferred. Knowledge, Skills, and Abilities Knowledge of civil engineering principles. Knowledge of construction methods, materials, plans and specifications. Knowledge of surveying methods. Skills in interpersonal and public relations. Skills in drafting and surveying. Skill in the use of a variety of machines, including personal computers, aggregate testing equipment, air meter and slump cone. Ability to detect defective materials and workmanship. Ability to perform mathematical functions in order to review contractor compliance with standards. Ability to read and interpret plans and specifications, blueprints, easement documents, design manuals, pay estimates and textbooks. Ability to record concise field notes and report progress.
