Resolution accepting bids and awarding contract for the
"Obstruction Removals — Phase 2" project.
Whereas, Rathje Construction Co. of Marion, Iowa has submitted the lowest responsive
bid of $208,680.00.
Now, therefore, be it resolved by the Iowa City Airport Commission:
1. The bids for the above-named project are accepted.
2. The contract for the construction of the above-named project is hereby awarded
to Rathje Construction Co. of Marion, Iowa. subject to the conditions:
a. That awardee secures adequate performance and payment bond, insurance
certificates, and contract compliance program statements.
b. Concurrence in the award by the Federal Aviation Administration.
3, The Chairperson is hereby authorized to sign and the Secretary to attest the
contract for construction of the above-named project, subject to the condition that
awardee secure adequate performance and payment bond, insurance
certificates, and contract compliance program statements upon instruction from
legal counsel.

Resolution accepting the work for the Fuel Tank System
Expansion project
Whereas, our engineering consultant, Bolton & Menk, has reported that the work associated
with this project has been completed by Central Petroleum Equipment Co. of Blue Grass, Iowa,
and has recommended that the work be accepted as complete; and
Whereas, the final contract price is $ 200,258.53, which is established from the original contract
cost of $177,228.25 and change order No. 1 for $ 23,030.28.
Now, Therefore, be it resolved by the Iowa City Airport Commission:
1. Said improvements are hereby accepted by the Iowa City Airport Commission.

Resolution authorizing chairperson to accept Federal Aviation
Administration Airport Coronavirus Response Grant Program
grant for operations.
Whereas, the Coronavirus Response and Relief Supplemental Appropriations Act
provided funds for general aviation airports to supplement revenue lost, or expenses
incurred during the COVID-19 pandemic and for other uses as specified in the Act; and
Whereas, the FAA is expected to offer a grant to the Iowa City Airport Commission; and
Whereas, it is in the best interest of the Iowa City Airport Commission to accept said
grant.
Now, therefore, be it resolved by the Iowa City Airport Commission:
1. The Chairperson is authorized to sign and the Secretary to attest to acceptance
of the FAA grant to supplement revenue lost during the COVID-19 pandemic,
and for other uses as specified in the Act.

Resolution number

construction of "Runway 25 Threshold Relocation" project, and
directing City Clerk to publish notices of said hearing, and directing
the Chairperson to place said plans on file for public inspection.
Be it resolved by the Airport Commission of the City of Iowa City:
1. That a pubic hearing on the plans, specifications, form of contract, and estimate
of cost for the construction of the above-mentioned project is to be held on the
13th day of May, 2021 at 6:00 p.m. in the Iowa City Airport Terminal Building,
1801 S. Riverside Drive, Iowa City, Iowa, or if said meeting is cancelled, at the
next meeting of the Airport Commission thereafter as posted by the City Clerk. If
the meeting is held electronically due to health and safety concerns from COVID-
19, the meeting will be an electronic meeting using Zoom Meetings.
2. That the City Clerk is hereby authorized and directed to publish notice of the

June, 2021. At that time, the bids will be opened and announced by the City Clerk or

Resolution rejecting bids received on June 3, 2021 for the
"Rehabilitate Runway 7/25 — East End" project
Whereas, four bids were received on June 3, 2021 for the Rehabilitate Runway 7/25—
East End project and whereas a companion project, the Runway 25 Threshold
Relocation project received no bids; and
Whereas, the FAA has indicated they will hold grant funding until both projects can be
successfully bid; and
Whereas, sufficient funding does not exist to award the bid to the lowest responsible
bidder.
Now, Therefore, be it resolved by the Iowa City Airport Commission:
All bids that were received on June 3, 2021 for the Rehabilitate Runway 7/25 — East End
project are rejected.

Federal Aviation Administration for work associated with the phase 2 obstruction
mitigation; and
Whereas, the FAA has offered a grant to the Iowa City Airport Commission; and

grant.

Transportation FY2022 State Airport Development Program Grant
9122010W100 for Construct Apron and Taxiway.
Whereas, the Iowa City Airport Commission has previously applied for a grant from the
Iowa Department of Transportation Aviation Bureau for work associated with the south
hangar development infrastructure (also referred to as Construct Apron and Taxiway);
and
Whereas, the Iowa Department of Transportation has approved the FY22 State Airport
Development Program which contains the project; and
Whereas, the Iowa Department of Transportation Aviation Bureau has offered a grant of
85% of eligible project costs not to exceed $351,687.00 for the project to the Iowa City
Airport Commission; and
Whereas, it is in the best interest of the Iowa City Airport Commission to accept this
grant.

Whereas, the Iowa City Airport Commission entered into a contract entitled "Master Agreement"
with Bolton & Menk, Inc. on February 22, 2019, to provide engineering services for Federal
Airport Improvement Program Projects; and
Whereas, Section 1 Paragraph B provides that the parties may agree to additional services as
described in Work Orders; and
Whereas, the Iowa City Airport Commission and Bolton & Menk, Inc. have previously approved
Work Order No.s 1, 2, 3, 4 and 5; and
Whereas, the Commission and Bolton & Menk, Inc., now desire to enter into Work Order No. 6,

Resolution Authorizing chairperson to accept Iowa Department of
Transportation FY2022 GAVI Grant 9122010W300 for Hangar Door
Replacement.
Whereas, the Iowa City Airport Commission has previously applied for a grant from the
Iowa Department of Transportation Aviation Bureau for work associated with the
t -hangar door replacements; and
Whereas, the Iowa Department of Transportation has approved the FY22 General
Aviation Vertical Infrastructure Program (GAVI) which contains the project; and
Whereas, the Iowa Department of Transportation Aviation Bureau has offered a grant of
80% of eligible project costs not to exceed $75,000.00 for the project to the Iowa City
Airport Commission; and
Whereas, it is in the best interest of the Iowa City Airport Commission to accept this
grant.
Now, therefore, be it resolved by the Airport Commission of the City of Iowa City:
