Miller called the meeting to order at 3:30 p.m.

Consideration of Minutes of the June 3, 2021 Meeting
Motion: Dongilli moved to accept the minutes from the June 3, 2021 meeting. Knoche
seconded. Approved unanimously.
Updates
Oracles of Iowa City – Press Release and Schedule
Ford said they received the press release from Englebrecht, and they expected it to go out
shortly. Knoche said they started the prep work for the project (power washing the towers,
blocking off roads, painting, etc.) this week. Ford said that she thought they would also be
putting up some additional interpretive information on the vertical columns, and asked Knoche if
he knew anything about that. Knoche said that right now they are leaning towards putting the
additional interpretation pieces on the columns and wrapping them in a permanent vinyl wrap to
increase longevity and visibility from the street.
Poetry in Public Selection
Miller said he met with the committee who was reviewing the submissions and he said it was a
pleasant experience. He said that they had good discussion and each gave their rankings for
the submitted pieces, and the top half were selected for display. He said each selected poet will
receive a commemorative framed copy of their poem from the City.
Anna Clowser, Neighborhood Services Assistant, said the selected poems will be displayed on
the city buses, Iowa City social media sites, and other places. She said there will also be a
reading at the Arts Festival.
Review of Submissions for Iowa City Sculptor’s Showcase
Ford showed a PowerPoint with an overview of the locations chosen by the Committee and the
artists’ submissions. The Committee had discussion about their favorite submissions and where
they thought would be best to place the sculptures.
Clowser asked if there were any safety concerns with the sharp edges of some of the
sculptures. Baird said that as long as the artist wasn’t concerned, they weren’t concerned.
Boyken and Finlayson said they were a bit concerned about how the sculptures would stand up
against public (pedestrian) and environmental factors.
The Committee decided that “The Other Extreme” would be in Mercer Park, “Bloom” would be in
Terry Trueblood Recreation Center, and “Cloud Form,” “Sea of Change,” and “Palimpsest”
would be along the river.
Motion: Finlayson moved to approve the sculptures selected by the Committee. Dongilli
seconded. Motion passed unanimously.
Review of Process to Determine Allocation of FY22 Art Funding
Miller said the subcommittee met and discussed the list of potential public art projects and
thought that local artist and feedback from the public would be helpful. Ford said that the
Matching Funds and the Neighborhood Art Project in the South District have previously
committed funds, and that the survey results will help the Committee determine how to use the
remainder. Ford asked if anyone had any input on when they should do the first round of
Matching Funds for that year. Miller said it would be good to do it sooner rather than later in an
attempt to get ahead of the cold weather. Dongilli said they could review them during their
September meeting.
Ford said they were thinking about putting out a press release or an online survey in order to
solicit public input. Finlayson asked who the press release would go to. Ford said it would go out
on the City system which targets the local media outlets as well as their subscription list of
residents, so it would probably reach thousands of people. Knoche agreed.
The Committee agreed on sending out a survey with the addition of a large gateway installation
to include potentially Dodge Street entry and Waterworks Prairie Park. Miller asked if it would
also be sent out to the arts organizations they’ve previously engaged with in addition to the
public. Ford said it certainly could be.
Dongilli said revisions on the rubric are currently in the works as well.
In-Person Meeting Update
Ford said that they were given the directive that the August meeting would have to be in-person,
and at this time they are not looking to do a hybrid meeting. She said they will find a larger room
to meet in so that people can be spaced out if they want.

Thomas Agran Bio:
I am an Iowa based painter and muralist, and have taught painting, drawing, and public art courses at university
level. Over the last 8 years, I have completed dozens of large scale public murals, mentored numerous
community mural projects, and started and managed the Iowa City Mural Project as Director of Public Art for the
Iowa City Downtown District.
Murals have become a core part of my artistic career and practice and inform a lot about how I view and
consider public space. I am experienced in teaching, managing, and executing large scale and complex mural
projects. Murals that speak to values of social and environmental justice hold a special place for me, as well as
those projects that celebrate those under celebrated within a community. I bring a lot of energy, focus, and
enthusiasm to my projects, and I always look forward to connecting with new people and places.
Sayuri Sasaki Hemann Bio:
I am a multidisciplinary artist, artist organizer, mentor, and arts worker. I work across many mediums, exploring
the themes of relationship to one’s surrounding environment and finding self in relation to place. I organize and
seek projects that connect people through making and creating common experiences that tighten the weave
between participants within a shared ecosystem, strengthening relationships, and have led numerous community
engagement art projects, (see CV). Engaging with the community through art is the goal of my art.

Concept + Design: The long horizontal composition of the building lends itself naturally to the prairie landscape
and ecosystem. The happy turquoise color of the building can be utilized as a base for the sky - The design will
feature above-ground prairie habitat living harmoniously and bridging through the plants to the below ground
habitat - celebrating the relationship and role of the plant and their roots to stitch together the earth to the sky.
Art Direction: An inventive, colorful, and playful collage of paper-cut shapes and forms will cover the wall, design
elements inspired by and evocative of the prairie landscape. The simplicity of these shapes lends itself to
community mural painting day - much like a paint by number process - open to anyone who is excited and
interested in participating and making for an accessible project regardless of experience or age.
Artist Team:
Sayuri will take the design lead, and inform community engagement + communications, and Thomas will be
logistical lead for execution + community painting day. Although there will be overlap and synergy working
closely as a team, with this approach, each of our strengths and experience will be best employed.
Impact: We hope the participants of this mural-making and the bigger audience beyond the community painting
day will be inspired to learn more about their environment that they live in, and the relationship humans have
with our ecosystem. The balance of the ecosystem (both local and beyond) needs our intentional attention and
care, and we would like this mural to be a visual and daily reminder for the community now and into the future,
inspiring our community to live and make daily choices in a more sustainable way – whether it be modes of
transportation, what we consume, our energy usage, how we relate to our surroundings, etc. We also hope the
community paint day helps to inspire members of our community to see similar opportunities for expressions of
art and community.

This project, called Coexist, was a collaboration between Sayuri as a lead artist, United Action for Youth and
Iowa City Downtown District, where Thomas Agran was the logistical lead for the project. The mural is located
prominently in the heart of downtown Iowa City: 225 E. Washington St by USbank Parking lot. Sayuri engaged
with 12 + members of the youth over the spring/summer of 2018.

An experienced muralist, I have completed over twenty large-scale murals (both indoor and outdoor) in the last
four years. The largest mural I completed was in Czech Village, Iowa which spans nearly 100 feet in length and
is 30 feet tall. I recently completed a set of five massive murals in the Antique Car Museum of Iowa over the
course of four months, so endurance is my middle name and scale is of no issue to me! Most of my work
combines bright, abstract patterning with realistic imagery that uses energetic lines and saturated colors to
create movement across a space, brightening and drawing people to a space which may have previously gone
unnoticed. I often use a projector to trace my image onto the wall, and then work piece by piece to complete the
mural. The mural is primed, painted, and varnished with Novacolor brand mural paint for the most vibrant color
and quality.
I am specifically interested in the community-building aspect of this project. I have worked with community
members to create a mural multiple times before. Typically, I trace an outline and label the areas with a color or
number so the community members are able to easily figure out what to paint. In Webster City specifically, I
traced designs onto panels, numbered the areas, mixed paint, and facilitated where to paint (as well as literally
having the numbers correlate to paint can colors). Then, I facilitated the mural painting by using a paint-by-
numbers fashion. I plan to use the paint-by-numbers method again for this climate-themed project in Iowa City.
I currently live and work in Iowa City. In 2019, I received my MFA with Honors at the University of Iowa in
Painting and Drawing. In 2015, I was chosen as one of ten recipients for the nationally competitive $15,000
Windgate Fellowship by the Center of Creativity, Craft, and Design in Asheville, North Carolina. I was a 2020
resident at the Chautauqua School of Art, specifically studying how I could combine my private art practice with
my public one to bring more interesting public art to communities. At the end of the day, I have been told I am
one who “works well with others” and gets the job done well and on time, all with a positive attitude—and I can’t
wait to bring that same energy to this project!

The proposed design is nearly symmetrical on the wall and utilizes the existing blue color of the wall. This mural
tackles multiple themes: rising sea levels, pollution, and global warming. On either side of the wall, clouds that
are raining excessively are pooling into a river which comes halfway up the wall. This river covers the Earth in
the center. The river itself is filled with silhouettes of fish and trash. From afar, each item looks like aquatic life.
However, up close, it becomes apparent that what seems to be a fish is actually a can or bottle, or what seems
to be a turtle is actually a bag, describing how pollution is affecting our water ecosystems. From outside to
center, the water shifts in color from blue to green to yellow to red, describing the changing temperatures of the
Earth as one would see on a temperature map. The silhouetted trash and fish are darker shades of the water
color.
Before the community painting day(s), the mural will be traced out by the artist and labelled with numbers that
correlate to the paint can colors. There will be multiple brushes per color in various sizes to facilitate the painting
process. After the main colors are blocked out, the artist will come back in and sharpen lines, fill in anything that
may have been missed, and add the dark purple-blue outlines around the clouds, river, and earth.

I am definitely interested in acting as a facilitator for a community-led project. I have worked with multiple
commissions and entities to involve the community in a site-specific mural. In the downtown area of Webster
City, Iowa, members of the community assisted with filling in parts of panels that were later placed in the upper
story windows of an abandoned building downtown. Many of these members also had a say in a town hall
meeting about images, figures, and buildings that were most important to be represented in the mural. After
hearing feedback, I created a mural involving elements they desired. I traced the images out on panels, mixed
paint colors, and instructed community members to paint sections of the mural in a paint-by-numbers process.
This took place in a goat barn in Webster City that wasn’t currently in use—super savvy, only a little stinky, local,
and easy for everyone in town to traverse to! These panels were also later installed by community members,
specifically involving the mayor of the town and a local lift business.
Each window panel was sized 8'x8' (two 4'x8' panels created one window) and there are 12 panels total.

In downtown Clinton, Iowa, I worked with high school art students in a local park. My job was to create the
outline for the students to fill in, instruct students how to paint, and talk to them about the mural process. The
students assisted in painting the lower portions of a mural that did not require a lift. This mural was created with
the intention of having the community involved. I blocked out areas of the mural and instructed high school
students where to paint which colors as well as teaching them how to paint smooth, straight lines on the surface.
The mural size is approximately 40' wide by three stories tall.

Statement
My public work combines highly saturated patterning and sinuous lines which brighten
and enhance a space. By using these gestural lines and gradations of color in a variety of
ways throughout my public art pieces, my murals have the effect of bringing motion to
what is actually a static image. I also include local elements from the architecture,
surrounding space, wildlife, and plants in the community where the public art project
resides. With the DART bus shelter, I plan to create attractive, colorful moments to a bus
stop with colorful patterning, color-blocked imagery, and winding lines that wrap around
the bus shelter. I will pull from the surrounding architecture and location to create
designs which enhance the lesser seen details of a public space in order to make these
designs site specific on each particular bus shelter.

Mucha Meets Iowa

Ariane Parkes-Perret is a visual artist based in Iowa City, Iowa. Her work encompasses ecological themes,
emphasizing the importance of biodiversity, especially in attracting pollinating insects, and building sustainable
food systems. She often works with acrylic, watercolor, colored pencil, and archival markers to create vibrant
pieces.
Since 2012, Ariane worked as lead painter for Iowa City Carnaval, a community engagement project that
incorporates wearable pieces of art that represent the flora and fauna in Iowa. She built and painted over ten
floral backpack pieces in 2013. Throughout 2019, Ariane collaborated with the 100 Grannies and Good
Neighbors Iowa, two Iowa City organizations dedicated to climate action and environmental advocacy, to
complete watercolor illustrations for a children’s book. In the summers of 2018 and 2019, the Cedar Rapids
Metro Economic Alliance hired artists to paint storm drain murals. This was an initiative to create awareness
about water pollution. Ariane’s designs were selected both years. Her public art projects also include a blade
sign hanging above Textiles, a women’s clothing boutique in downtown Iowa City and four painted benches,
including two titled "Wheel of Life" and "EVOLVEing Monarch".
Ms. Parkes-Perret is also working member at the Iowa City Press Co-op, where she focuses on relief
printmaking. Her print, Eat Your Weeds: Dandelion, was selected by jury for the BITEme exhibit at Black Earth
Gallery in Cedar Rapids in 2018. She also contributed her piece, How to Be a Horticultural Rockstar! (Grow
Some Food!), for the Press Co-op’s biennial print portfolio fundraising project.
In her free time, Ariane enjoys sewing, reading, and working on puzzles.

Using vivid colors to enliven the wall space, my design proposal is a celebration of sustainability and abundant
natural life, incorporating several elements relevant to reversing anthropogenic climate change: a vision of living
in harmony with nature.
Solar panels and windmills (on either end of the mural design to create balance in the composition) significantly
reduce the impact of climate change by utilizing renewable resources that don't harm waterways or pollute water
and soil. They aqua blue of the existing structure is transformed into a sunlit sky free from toxic particles.
Mirroring the sky, a river of clean, fresh water, fed by clouds filled with rain, flows to provide life for animals and
plants. Pollinating insects, like butterflies, support the fertility of plants needed to sustain wildlife. All these
elements combined create a symbiotic relationship that heals the Earth and reduces the carbon footprint.
This design would bring vibrancy to the site where the combined imagery harmonize with each other. It will also
provide ample opportunities for the community to help create the mural.

Commissioned by the Cedar Rapids Metro Economic Alliance in 2019, I was one of seven artists selected to
paint a mural to create awareness about the impact that litter and other forms of pollution has on Iowa's
waterways. Rivulets of flowing water, this mural represented wildlife in the wetlands (an ecosystem that is home
to a wide array of birds, amphibians, and reptiles). I was responsible for completing this mural within one week's
time with the five colors (red, yellow, blue, black, and white Diamond Vogel traffic paint) provided by the
organizing team.
Due to weathering of the site over the last two years, I was contacted earlier this year to complete touch ups on
the mural. I kept in communication with the organizing team throughout the duration of the process, noting when
I needed additional paint, my availability, and when I was completed.

I was also commissioned in 2018 to paint a storm drain mural to beautify one of the city's alleyways. The mural,
titled "It Is Up To You", depicted the dichotomy between healthy waterways that nurture wildlife and waterways
choked with litter and sludge. It stressed the importance of maintaining clean water. There were several deep
ruts and a bit of debris in the pavement on which I was painting. This project encouraged me to adapt to painting
on a rough, uneven surface.

In 2019, I submitted a design proposal for a mural to be painted along the side wall of the Graduate Hotel. Even
though it was not selected, I was grateful for the opportunity to conceptualize a large scale design. The design
represented a flowing river with details of monarch butterfly wings and fossils interwoven with the river.
This concept inspired my design for Benchmarks, sponsored by Green State Credit Union, earlier this year. It
was selected among ten other designs that were completed in June. It is located adjacent to the downtown
playground on the south side.

Starting in 2012, I collaborated with local and international artists to paint and build colorful costumes for the
Iowa City Carnaval Project. One of my biggest accomplishments was realizing a design concept, proposed by a
fellow artist, that combined floral pieces (representing Iowa's natural beauty) with laser cut gears (representing
industry). I built and painted over ten of these "gear flowers" to be transformed into backpacks.
I also assisted with several workshops, helping children create masks at local festivals. Carnaval provided an
opportunity for me to collaborate with the community and create wearable pieces of art related to the Iowa
landscape.

This is exactly the mural that I’ve been waiting for. I have been working on environmentally themed art since I
received my BFA in Painting and Drawing from Indiana University in 2009. I moved to Iowa City three years ago
and graduated this May with my MFA in Painting and Drawing from the University of Iowa. I have been working
on public art projects since 2012 and have completed eleven projects, including projects over 2,000 square feet.
In 2019 I took part in UIowa’s Grant Wood Public Art Residency and since then have worked on eight projects in
Iowa City and other cities in Iowa suchs as Tipton, Maquoketa, and Durant. I love engaging with nature in
whatever ways I can, from hiking through a national park, to tracking down and recording bird sounds in Iowa
City parks. Before living in Iowa I had no prior experience or knowledge of how wonderful the prairie landscape
is. Thankfully since living here I have been able to experience them for myself and learn more about how
important they are. My thesis work at UIowa focused on the hazards for humans and all other living creatures if
we do not take our responsibility as stewards of this planet seriously. I have been hoping to have the opportunity
to combine my drive to wake people up to this extremely pressing issue and my drive to create public art. I am
very excited by the opportunity to work together with community members to create such an important mural.

My proposed design highlights clean energy, water and air quality, active transport, Iowa’s natural areas, and
Iowa City’s prairie restoration and pollinator habitat initiatives. All natural and wildlife elements are pulled from
personal experiences engaging with Iowa City’s parks such as Waterworks Prairie Park and Hickory Hill. The
flowers showcased are wildflowers essential to migrating Monarchs and other pollinators and include milkweed,
bee balm, and coneflowers. There are two people that can be seen taking a rest from cycling on a bike path, and
looking out onto clean energy windmills on the horizon. Rows of solar panels can also be seen past the hill. This
design expresses many elements showcasing Iowa City’s efforts towards a cleaner and more sustainable
environment and does so with colorful and idyllic imagery that helps to connect the community to important
environmental concerns.

In 2019 I worked with Tipton’s development director Linda Beck and artist Christine Boeve to coordinate a
community paint day for the Tipton city mural I designed. The mural was done on six 4’x7’ aluminum composite
panels (168 square feet) and the outline of what needed to be painted was done by me ahead of time using a
projector. During the event I mixed colors for people to use and helped direct people on what to paint. The event
was very successful and we had at least 40-50 people come help out throughout the day, and they really
appreciated being included in the process and being able to say they had a hand in it. I finished the project
myself doing touch-up and additional detail work.

Art has always been the focus of my life since a young age. I learned the ability to paint and draw in my
childhood through years of sketching, writing and building sculptures out of whatever I could get my hands on. I
grew up just outside the city of Baltimore, MD near the Chesapeake Bay. My first official introduction to oil
painting was at the University of Iowa in 2013, which also lead to acrylic painting, watercolor, printmaking and
metal sculpture. Much of the work I do currently is based around illustration and design.
A lot of my work tends to focus on space and and how certain spaces make you feel. Josef Albers, a color
theorist, whose prints we studied at the University Library, talked of how color acts different ways around different
colors, and said “much the same way people do.” Color is so intriguing to me but what made more of an
impression was the part about people and how they respond to their environment. Some environments make me
feel welcome and some make me feel like I want to be anywhere else.
While painting spaces was a large focus my past work, more recently I have been focusing on actually creating
inclusive, healthy and welcoming spaces. This is done through access to green space for exercise and mental
health, clean water, clean air and clean food. As well the visual and functional side including interior and urban
planning and design. I enjoy experimenting with different aspects of spacial design including garden design,
urban development and large scale painting and am always interested in learning more.
Nature and green spaces are areas that tend to inspire me, unfortunately because they are so special and
disappearing so quickly. Much of my work begins with research and then more research and then double
checking that information. I like to gather images for reference for things like style, color palette and perspective
to get a clearer idea of what I’m looking to accomplish by the end. I always have my ideas and goals about what i
think my work should be but one of my favorite art teachers taught me to remain 90% open about creating a
piece of work to allow for happy accidents and an organic flow. I have been doing large scale paintings in
preparation for moving on to the next step of creating public murals that have a true impact on the energy in a
space. I am also opening up my own business space in the next year, that will be a body art studio that feels
both visually and mentally warm and welcoming to all.

Climate change has done a lot in to effect different environments, creating unstable and sporadic spaces.
Disappearing green space, air, soil and water pollution, wildfires, flooding, droughts and erosion can all be
attributed to climate change. Not only is it environmental issues but also mental health, and the damage is worse
if you are lower on the socio-economic scale. Climate change isn’t always fun or glamorous or about the pretty
parts of life, it is about getting your hands dirty. When we talk about prairie restoration we often focus on the
pretty flowers and forget that a flower has a whole life cycle. Soil and seeds may not look as pretty as pretty as
flowers, but seeds are just as important. Seeds have the power to fly, to power hide and disappear and put them
in soil an they have the power to transform.
Seeds and healthy soil are necessary for plant biodiversity, which helps with erosion, water retention, releasing
oxygen for clean air, filtering clean water and reducing wildfires. Healthy soil and green space also encourage
transportation alternatives such as biking and walking for mental and physical health and health of the planet.
Healthy soil includes the seeds, plants, bugs, animals and bacteria working together to create a healthy space
that doesn’t just look good, but smells good. Bacteria, plants and even lightning can all play a role in that
pleasant smell of rain we experience after a thunderstorm; that of clean air and wet earth, known as Petrichor.
This mural is also an opportunity to create a pleasant space for the community. With the focus on climate
change, it’s also important to create a design personalized and interesting to children to encourage curiosity and
engagement with science. It’s also important to include bright colors to show the designation from a commercial
area back to a community space. Also because climate change can feel like a heavy topic to take on, I wanted to
create a mural that felt exciting and celebratory.

As a tattooer, providing a good tattoo experience requires many of the same skills necessary to complete a
community project. Time management, collaborating with community members, making people feel comfortable
in a new space trying new things are all necessary for success. The process of creating the black outline for a
tattoo and then filling in areas with a single color is also similar to the paint by number process used for murals
like this one. Preparation of materials, equipment, research are important as well as adaptability of your design,
adaptability with clients and ability to fix mistakes. Managing a tattoo shop and a restaurant taught me the
balance of keeping everything organized, while also constantly checking in on all the moving parts and then
providing help as needed. I understand this is a community project and I want everyone to succeed. I am happy
to provide help and aid to anyone who needs it that wants to participate. Helping others succeed will help the
project succeed.

PAAC Policy Regarding the Eligibility of Applicants Who Have Previously Received Matching
Grant Funds
Iowa City’s Public Art Advisory Committee (PAAC) does not prohibit previously funded artists,
programs or organizations from applying for subsequent Matching Grant funding cycles.
Pursuant to Goals 2 and 3 of the Iowa City Public Art Strategic Plan (2020-25), the PAAC
reserves the right to consider any applicant’s prior funding history on an individual basis and in
consideration of the complete applicant pool in order to “expand opportunities” for new
projects while simultaneously “ensur[ing] an ongoing… sustainable” arts community in Iowa
City.
We encourage returning applicants to consider the following when applying for subsequent
Matching Grant funding cycles:
• If a previously funded applicant is applying with a new project proposal:
o Have prior PAAC-funded projects been completed or progressed according to the
application timeline?
o Will the new project negatively interfere in the timely completion of an ongoing
or outstanding project supported with PAAC funds?
o How do the PAAC Matching Funds present a unique funding opportunity that
cannot be pursued through other sources? Has the applicant pursued a more
diverse funding portfolio for the project? (i.e. the size, scope or community-
mission of the applicant’s project is best served by the PAAC mission and/or
incongruent with other available funding sources)
• If a previously funded applicant is applying for the same or similar project:
o Does the proposed project build upon previously funded projects in meaningful
but distinct ways? Have you documented or evaluated the growth and
development of the project? (i.e. the applicant utilizes PAAC funds to
