Amending Budgeted Position in the City Manager's Office Resolution amending the AFSCME and Administrative pay plans by deleting the position of Climate Action Coordinator from AFSCME grade 15 and adding it to Administrative grade 28. Comment Approval of this resolution will reclassify the vacant Climate Action Coordinator position to a division head position to assume supervisory and budgetary responsibilities in addition to coordination and management of implementing the Citys Climate Action& Adaptation Plan and emission reduction goals.This resolution indudes converting the position from the AFSCME pay plan to the Administrative/Confidential pay plan. 7.d. BOA by-laws Resolution adopting the procedural rules of the Board of Adjustment and rescinding Resolution No. 18-195. Comment The Board of Adjustment approved amending its procedural rules (i.e., by-laws)to expand the public notification requirements and to allow the chair to move or second a motion.The amended procedural rules are not effective until approved by the City Council. The Council Rules Committee approved the amended rules. 7.e. Pepperwood Plaza Subdivision - Part II - Final Plat ? Resolution approving the final plat of Pepperwood Plaza Subdivision - Part II, Iowa City, Iowa. (SUB21-0011) Comment Pepperwood Plaza Subdivision-Part II is a re-plat of the Pepperwood Plaza Subdivision, recorded on June 5,2007. Staff recommends approval of the final plat subject to approval of the legal papers by the City Attorney. It is anticipated that legal papers will be approved prior to the November 16 City Council meeting.Approval will result in one commercial lot 8. Setting Public Hearings 8.a. Rezoning - East of S. Riverside Dr. and North of McCollister Blvd. Motion setting a public hearing for November 30, 2021 on an ordinance conditionally rezoning approximately 5.81 acres of land located east of S. Riverside Dr. and north of McCollister Blvd. from high density single-family residential with a planned development overlay (OPD/RS-12)to (OPD/RS-12). Comment At its November 4,2021 meeting, by a vote of 7-0,the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to construction of storm shetter and sidewalk along the entry street,submission of a final plat, Mich shall be accompanied by construction drawings and a site grading and drainage plan,dissolving the north property line on the final plat,and submission of an open space plan which shall detail plans for future recreational amenities.Approval will allow for development of 35 new manufactured homes within the subject property. Rezoning - Hickory Trail Motion setting a public hearing for November 30, 2021 on an ordinance conditionally rezoning approximately 48.75 acres of land located south of Scott Blvd. and west of 1st Ave., adjacent to Hickory Hill Park from Interim Development Single-Family (ID-RS) to Low Density Single-Family with a Planned Development Overlay(OPD/RS-5). (RF721-0008) Comment At its November 4,2021 meeting,by a vote of 7-0,the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to provision of a trail connection to the trail system south of the subject property,construction of an 8'-wide sidewalk from the cul-de-sac to 1st Avenue,submission of a landscape plan for Lot 1,and submission of a final plat subdividing the subject property to conform to the zoning boundaries established by the zoning ordinance.Approval will allow for development of a senior living facility on the subject property. 8.c. Proposed South District Self Supported Municipal Improvement District Motion setting a public hearing for December 14, 2021 to consider a petition to establish the South District Self Supported Municipal Improvement District within the City of Iowa City, Iowa. Comment On October 11,2021 the City received a petition by property owners within the South District to establish a Self Supported Municipal Improvement District(SSMID). A Public Hearing is required before adoption of an ordinance establishing the SSMID. 8.d. Highway 1 Water Main Replacement =- - >-' 7 Resolution setting a public hearing on November 30, 2021 on the project manual and estimate of cost for the construction of the Highway 1 Water Main Replacement Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This item will set the public hearing for the Highway 1 Water Main Replacement Project This project generally includes approximately 1,600 feet of water main,fittings,valves,hydrants,restoration of the multiuse trail pavement,and seeding. Comment This project generally indudes upgrades for door access control and is located across three fadlities,the Wastewater Treatment Plant City Hall,and the Water Plant.The estimated cost for this project is$155,000 and will be funded by the Access Control Upgrade account#G4725. 9.
