HomeMy WebLinkAboutClimate Action CoordinatorCITY OF IOWA CITY – Job Description Job Class #28-03 FLSA Exempt Non-Civil Service Identification Position Title: Climate Action Coordinator Department: City Manager’s Office Division: Office of Climate Action & Outreach Supervisor: City Manager Job Summary Under direction of the City Manager, develops, implements, promotes, analyzes and coordinates City and community climate action programs and projects including carbon emissions reduction activities, energy efficiency programs, conservation and natural areas management, and community climate action education efforts. Provides technical assistance for climate action and environmental programs to other divisions, departments, and the community. Staffs the Climate Action Commission. Job Scope Serves as the division head, directly supervises the Climate Engagement Specialist, Climate Analyst, interns or hourly employees. Develops the division and climate action fund budgets and makes recommendations for services, programs or other resources needed to carry out the City’s climate efforts. Monitors expenditures throughout the year. Administers the climate action initiatives and partnerships. Essential Job Duties and Responsibilities Serves as advisor to the City Manager on climate action and adaptation issues within the City. Plans, organizes, directs and evaluates Climate Action & Outreach Office operations. Assigns, supervises and evaluates the work of Climate Action & Outreach Office staff. Implements the City’s Climate Action & Adaptation Plan, Accelerating Iowa City Climate Actions report, and greenhouse gas reduction programs through administration and coordination of climate action activities among City departments, City Council, Climate Action Commission, external agencies and partners, community organizations, residents and businesses. Serves as staff support to the Climate Action Commission, preparing minutes and agenda packets and providing access to City information and resources Reports on progress of emission reductions and climate actions to Commission, City Council and the community; develops and coordinates updates to other reporting tools as necessary; completes regulatory reports and assessments. Establishes and promotes cooperative and strategic working relationships with outside agencies, organizations and community groups to further climate action initiatives. Job Class #28-03 Office of Climate Action & Research Page 2 Updated 11/17/2021 Establishes, advises and coordinates City and community work groups to develop action plans to reduce energy consumption and emissions. Participates in community and regional committees to promote community relations and connection City initiatives with community issues. Provides technical assistance and conducts research on policies, programs and initiatives; proposes policy guidelines and assists other City departments or partners with monitoring progress. Prepares annual climate action budget, monitors expenditures and identifies and pursues grants or other strategic funding opportunities. Responds to media inquiries; provides information and referrals to the general public regarding energy efficiency, conservation, greenhouse gas reduction and natural area options. Prepares and delivers presentations about climate action, energy efficiency, greenhouse gas reduction activities and other initiatives to community organizations and City Council. Motivates City departments and divisions and community stakeholders to take ownership of climate action progress, greenhouse gas emissions reduction, natural gas and electricity usage, and buildings and transportation system efficiency. Conducts self in a manner which promotes and supports diversity, equity, and inclusion in the workplace and community, ensures equity is prioritized in implementation of climate action initiatives. Performs all other related duties as assigned by the City Manager. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification Bachelor’s degree in environmental policy, environmental studies, urban planning, public administration/policy or a related field from an educational institution accredited by a DOE recognized accreditation body plus minimum two years of professional-level experience in project coordination and management, preferably in climate action or sustainability-related initiatives, required. Equivalent combination of education and experience may be substituted. Valid driver’s license with CITY OF IOWA CITY – Job Description satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Master’s degree related to environmental science, urban planning or public administration from an educational institution accredited by a DOE recognized accreditation body preferred. Interdisciplinary background is an asset as the position requires working across many departments and sectors. Previous exposure to municipal government operations a plus. Knowledge, Skills, and Abilities Technical knowledge of one or more relevant sectors: greenhouse gas science, building systems and construction, transportation, waste, natural environment, resilience, or social sciences. Skills in oral and written communication and organizing information. Ability to establish effective working relationships with elected officials, state and local government staff, local businesses, and other professionals. Ability to analyze technical and statistical information and formulate practical plans and solutions to a problem. Ability to read and interpret specialized reports and grant application rules. Ability to develop and present mathematical budget information and cost estimates. Ability to operate a computer and software programs. Ability to build positive and inclusive relationships with persons of varying backgrounds, knowledge, and abilities.
