Call to Order
Miller called the meeting to order at 3:30 p.m.

There were none.

Consideration of Minutes of the October 7, 2021 Meeting
Miller said, under the “Updates” section, it says that he attended the reception, but he said he
only attended the community conversation. Bollinger said she would adjust that.
Bollinger said she will also include the names of the two students who presented their art for the
Longfellow Pedestrian Tunnel project.
Motion: Knoche moved to approve the minutes from the October 7, 2021 meeting as
amended. Seydell-Johnson seconded. Approved unanimously.
Updates
Dorothy Installation (expected to be installed in the next two weeks)
Bollinger said they met with park staff last week and located where they were going to have the
installation. She said her understanding is that it will be installed in a couple of weeks.
Interactive Mapping Project
Bollinger showed what her and her intern, Anna Clowser, have been working on so far with the
Interactive Google Mapping Project. She said the map includes Iowa City public art installations,
downtown murals, and private commissions. She said there are photos of each as well as a
description about the artist and the project itself. She said the goal is to have all the artwork
identified, updated, and put into the project to create something that is comprehensive and
cohesive.

Bollinger said the Lit Walk includes the Iowa Avenue Literary Walk and the North Marketplace
Literary Walk. She said they will have to make some adjustments, but otherwise it is pretty
accurate.
Purington asked if people go to the Public Art webpage to access this map. Bollinger said there
will be a link, and that they are also trying to figure out a way to put QR codes on all the artwork
that will link back to the map.
Oracles Vinyl Wrap Update
Bollinger said she will touch base with John Englebrecht to see where things are at. She said
the original expectation was to have the vinyl wraps completed and installed by the middle of
October, but it is being pushed back because there are still adjustments being made to the text.
She said they hope to have more detail about that sometime soon.
Discuss potential locations for entry art project
Miller said the motion that was made last meeting was not very clear, so he wants to help clarify
its intent. He said $8,000 is not enough to complete the Airport Gateway Mural that they have
chosen for this fiscal year, so he is in favor of choosing other entryway projects and allocating
more money for them in the future.
Purington asked what parameters were in place for this project. Bollinger said the Airport
Commission wished to be involved in the entire process, and they, collectively, have not
designed the call just yet.
Motion: Seydell-Johnson moved to approve $8,000 going towards a mural project at the
airport in partnership with the Airport Commission. Purington seconded. Motion passed
unanimously.
Discuss options for use of BIPOC funding allocation
Bollinger said they have $5,000 available, but the Committee has not pinpointed how and for
which population the money would be used just yet. She said they had talked about continuing
to work with the Oracles team and/or looking further into Dawson Davenport’s proposal about
creating a historic installation for Blackhawk Mini Park. Bollinger said Dongilli, who couldn’t
make it to the meeting, suggested that they continue supporting the Hispanic artist who just
completed the Day of the Dead Ofrenda at Wetherby Park for a permanent installation.
Purington said she is very passionate about supporting local artists, so she thinks they should
look into Dawson Davenport’s proposal. Bollinger suggested they form a subcommittee to
further investigate the logistics of his proposal while keeping things moving at the same time.
Miller, Purington, Boyken, and Seydell-Johnson volunteered to be on the subcommittee.
Motion: Seydell-Johnson moved to allocate the $5,000 towards an art installation in
Blackhawk Mini Park that celebrates Native American/Indigenous history and culture in
Iowa City; likely with Dawson, but first with a subcommittee meeting with the Downtown
District of Iowa City. Boyken seconded. Motion passed unanimously.
Staff Reports
Ford said they had a couple new artist registry submissions come in. Purington asked if they
has reach out to Johnson County for their artists. Bollinger said they still need to get a press
release out, but she still needs to do some fine-tuning on the database beforehand.
Adjournment
Knoche moved to adjourn the meeting. Truitt seconded. The meeting was adjourned at 4:10
p.m.

Public Art Matching Funds
Application are being accepted through Friday, February 25, 2022 at 5:00 PM
Online Application
The Public Art Matching Fund is available for residents of the Iowa City community to
submit beneficial ideas that merit consideration for possible funding/support. The
Matching Fund Program is available for art projects (visual, audio or performance
based) that are located in Iowa City and accessible to the general public.
Maximum request for matching funds is $2000.
Submissions are reviewed by the Iowa City Public Art Advisory Committee (PAAC)
according to the Matching Fund Evaluation Rubrics developed for the program. The
committee typically meets on the first Thursday of the month at 3:30 PM in the Helling
Conference Room of the Iowa City City Hall, 410 E. Washington St. or by remote
meetings through ZOOM as necessary.
ELIGIBLE PROPOSALS:
Publicly accessible and viewable within Iowa City– on public or private property
approval of owner required).
Murals, sculpture, installations that are permanent or temporary that will
withstand human and weather elements associated with the installation location.
Visual, audio or performance-based projects.
Projects that will be installed/completed by June 30, 2022 (with possible
extension due to COVID restrictions)

Policy Regarding the Eligibility of Applicants Who Have Previously Received
Matching Grant Funds
Iowa City’s Public Art Advisory Committee (PAAC) does not prohibit previously funded artists,
programs or organizations from applying for subsequent Matching Grant funding cycles.
Pursuant to Goals 2 and 3 of the Iowa City Public Art Strategic Plan (2020-25), the PAAC
reserves the right to consider any applicant’s prior funding history on an individual basis and in
consideration of the complete applicant pool in order to “expand opportunities” for new
projects while simultaneously “ensur[ing] an ongoing… sustainable” arts community in Iowa
City.
We encourage returning applicants to consider the following when applying for subsequent
Matching Grant funding cycles:

o Have prior PAAC-funded projects been completed or progressed according to the
application timeline?
o Will the new project negatively interfere in the timely completion of an ongoing
or outstanding project supported with PAAC funds?

diverse funding portfolio for the project? (i.e. the size, scope or community-
mission of the applicant’s project is best served by the PAAC mission and/or
incongruent with other available funding sources)

Iowa City Airport Mural Project
Request for Qualifications

Introduction
The Iowa City Public Art Advisory Committee and the Iowa City Airport Commission are seeking artists
who would be interested in designing and creating a mural on the east facing wall of an airport hangar
located closest to Riverside Drive:
The artist would be responsible for working with the Airport Commission and other stakeholders to
design a mural utilizing their input about themes and design, refining a final design and creating the
mural on the hanger wall no later than September 30, 2022, subject to the timing of new door
installation scheduled during the summer of 2022 (discussed further in Project Details).
The goal of the project is to create an eye-catching mural that will greet drivers and pedestrians entering
Iowa City from the south on S. Riverside Drive as well as provide a visual cue about the history, activities
and highlights of the Iowa City Airport.
Project Details
The Iowa City Airport is located at 1801 S Riverside Drive in Iowa City; approximately ½ mile south of the
Riverside Drive/Hwy 1 intersection. To the north of the terminal building, which is set back from
Riverside Drive by about 700’, there are three airplane hangars. The one closest to Riverside Drive
provides a large canvas to exhibit a mural. The Public Art Advisory Committee was particularly interested
in this project as there is little to no public art in that area of Iowa City and is a major entranceway for
many into Iowa City. The hanger wall is 300’ long. Six smaller passage doors and six larger hanger doors
run the length of the building.
Both the smaller service doors and airplane hangar doors are scheduled for replacement in the summer
of 2022 and the installation schedule is uncertain at this time. If the installation delays the mural
painting project, the deadline for completing the mural may be extended by mutual agreement of the
artist, the Iowa City Public Art Advisory Committee and the Iowa City Airport Commission. The new
doors will have a similar surface and painted to match the existing blue siding.
Members of the Airport Commission approached the Public Art Advisory Committee to request
consideration to fund a mural and share examples of existing murals that provided inspiration for a
mural at the airport:

The vision also Included components of the unique history of the Iowa City Airport which celebrated its
100th Anniversary in 2018:
In addition to designing and creating the mural, the project will involve the selected artist meeting with
Airport Commission members and stakeholders to further discuss the concept for the artwork. These
meetings can be onsite or via zoom/virtual platform. The artist will then create a selection of concepts
for the stakeholders to review as part of a second meeting or via email communications.
Budget
The budget for the project is $8000 which must include all costs of design and installation of mural
including final sealing. Payments will be issued in three installments:
1/3 within 14 days of entering into agreement
1/3 within 14 days of design approval
1/3 within 14 days of project completion
The Airport Commission is also interested in offering the opportunity for pilots and other members of
the public to sponsor customized aircraft images that will be incorporated into the mural – perhaps their
own or other aircraft of significance to them. This opportunity will be offered after the artist and
concept design is finalized with placeholders for such aircrafts, and with the number, vintage, size,
locations, and orientation of such aircrafts being predetermined in order to maintain the overall artistic
integrity of the mural. The selected artist should plan to work with members of the Airport Commission
and Public Art staff on developing a pricing system likely based on size and location on the mural. The
artist should plan to create these additional images as commissioned through September 30, 2022.
Dependent upon the interest/number of planes requested, the final completion date can be extended
as agreed upon by the artist, Airport Commission and Public Art staff.

Review Process/Criteria
Stakeholders will be responsible for reviewing the RFQ responses and recommending an artist based on
the following criteria:
Quality, creativity & strength of past work as provided in the application materials
Technical competence demonstrated by past work
Understanding of the project goals as indicated in the letter of interest
Relevance of submitted materials to the project
Aptitude for planning and budgeting as indicated by past project information submitted
Experience working on public art projects to meet project goals as indicated in the letter of interest
Experience and commitment to participate with agency/community as part of concept development
Preference will be given to Iowa City artists or those who create art or exhibit their art in Iowa City.
The recommendation of the stakeholders will then be reviewed by the stakeholders/Airport Commission
and Public Art Advisory Committee according to the schedule below.
