Management Analyst-Transportation Resolution amending the budgeted positions in Transportation Services by renaming the Data Analyst position to Management Analyst-Transportation and amending the Administrative pay plan by adding the position of Management Analyst-Transportation to grade 27. Comment:The FY21 budget authorized the City to hire one Data Analyst in Transportation Services.The name of the position has been revised to Management Analyst and amendments to the FY22 budget,as well as the Administrative and Confidential pay plan,are required.With approval,a Management Analyst- Transportation position will be added at grade 27 to the pay plan. 7.d. Non-Public Safety Radio Procurement 2Z- Resolution authorizing the procurement of P25 two-way radios for Non-Public Safety Radio Communications. Comment This item will approve an agreement with Stanley Consultants, Inc.of Muscatine, Iowa to provide preliminary design,final design,preparation of a project manual for bidding,bidding assistance,and constructions services for the 2022 Sanitary Sewer Rehabilitation and Repairs Project.The project proposes to rehabilitate,through lining of pipes and manholes,and repair particular locations of the sanitary sewer collection system.The negotiated fee is not to exceed$102,450 and will be funded by the Annual Sewer Main Replacement Project-Account#13101. 7.f. Amendment to Hotel Vetro parking agreement ZZ-(.'5 Resolution authorizing the City Manager to sign an amendment to the off-site parking agreement with Plaza Towers, L.L.C. and for the City Manager to negotiate and execute future amendments to the number of parking permits. Comment This resolution authorizes the execution of an amendment to the parking agreement between the City of Iowa City and Plaza Towers, L.L.C.for the reduction of parking permits for the use and benefit of hotel patrons at the hotel operator's expense and to grant the City Manager authority to execute and negotiate future amendments to the number of parking permits. 7.k. Energy Efficiency Grant Agreement: 1st Ave. Mini Mall 2-2-- -' P Resolution approving agreement by and between First Avenue Mini Mall, LLC and the City of Iowa City. Comment: First Avenue Mini Mall, LLC has applied for a Climate Action Fund grant to install solar panels to supply electricity for their operation and new LED exterior lighting. 7.1. Accepting Outiot 1, Walden Hills Z�- - L 7 Resolution accepting the dedication of Outiot 1 , Walden Hills, Johnson County, Iowa, subject to easement and maintenance agreements. Comment Dedication of this outiot satisfies the neighborhood open space requirement for the Walden Hills subdivision. It is necessary for it to be subject to easement and maintenance agreements for two retaining walls constructed in part on the outlot to support the adjacent single-family homes. 8. Setting Public Hearings 8.a. Asphalt Resurfacing 2022 2_7_ - Resolution setting a public hearing on April 5, 2022 on project manual and estimate of cost for the construction of the Asphalt Resurfacing 2022 Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This annual project includes asphalt resurfacing and chip sealing various streets throughout Iowa City.The estimated construction cost is$1,470,000 available in the Annual Pavement Rehabilitation Account#S3824. Vacation and Conveyance of Right-of-Way 2-2_ - c1 Resolution setting a public hearing for April 5, 2022 to consider the vacation and conveyance of approximately 3,000 square feet of right-of-way running east of Keokuk Street to the north/south alley between Kirkwood Avenue and Florence Street to Ritu Jain and Bradley J. Pouleson. (VAC21-0001 ) Comment At its March 2,2022 meeting,the Planning and Zoning Commission recommended approval of VAC21-0001 by a vote of 4-0(Martin recused,Nolte and Signs absent).The subject right-of-way is currently not improved and has no use.The City has no plans to use or improve the subject right-of-way.The owner of the adjacent lot to the north and south desires to purchase the right-of-way for fair market value to facilitate development of a garage. 2 Z08.c. Intent to Convey- 702 Park Road Resolution of intent to convey Auditor's Parcel 2022005 to Charles C. Wunder and Marcia L. Wunder and setting a public hearing thereon for April 5, 2022. Comment Charles and Marcia Wunder,owners of 702 Park Road, have requested that the City convey to them by quit daim deed any interest it has in Auditors Parcel 2022005 in order to quiet title.A title objection has been raised about the right-of-way boundary. Staff has determined that the City has no interest in Auditors Parcel.This will not change the right-of-way boundary,thus no consideration is necessary or appropriate for issuance of hs deed. Comment The pre-levy resolution imposes a levy for the Fiscal Year beginning July 1,2022 and ending June 30,2023.This is included in the Fiscal Year 2023 Budget This resolution satisfies the requirements for the resolution and levy as required by Iowa Code Chapter 76. When the Bonds are issued(the sizing of which may change as directed by the Council),the authorizing resolution will incorporate this levy based on the actual rates at the sale. State law requires that the City adopt a one-year budget.Council now proceeds to adopt the annual budget for the fiscal year ending June 30,2023(FY2023),which must be certified to the Johnson County Auditor by March 31,2022 in the format required by the State law. Enforcement of Bike Lane Parking Violations Z LI k 7-1 Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 4, entitled "Parking Regulations," Section 1 , entitled "Parking s e Prohibited in Specific Places,"to prohibit parking in bike lanes; Chapter 9, entitled `Towing and Impoundment Procedures," Section 2, entitled "Towing and Impoundment of Certain Illegally Parked Vehicles," to allow towing of vehides parked in bike lanes; and Chapter 3, entitled "Rules of the Road," Section 11 entitled "Prohibited Acts and Conditions"to delete the reference to parking in bike lanes. (Second Consideration) Comment The current city code includes the violation for parking in a bike lane in the Rules of the Road section,which requires enforcement by a police officer.This proposed amendment would move the violation to the Parking Regulations section of the city code,which would allow for enforcement by transportation staff and community service officers in addition to police officers.Staff is requesting expedited action.
