Motion: Seydell-Johnson moved to approve March meeting minutes, seconded by Silvers and unanimously approved. Updates
Matching Fund Events Ford compiled a list of the Matching Fund recipients in preparation for Communications Assistants to publicize the events. There is one matching fund event that is from a previous round of Matching Funds: Juggling Performances and Workshops by Luther
Bangert. Bangert will be doing events in the parks this May. He was approved last year but had to postpone due to the pandemic. The list gives an overview of the grant projects and Ford encouraged members to attend events when they can and share with others.
Lucas Farms Neighborhood Art Project
The Lucas Farms Neighborhood Association is continuing work on their Neighborhood Art Project with Ben Ferrar, who is creating a series of signs indicating historic sites in the neighborhood. The project has not been shared widely with the neighborhood which

is the next step. City engineering will need to approve the locations and the Committee will review the designs..
Black Hawk Mini Park Indigenous Art Project Ford spoke with the artist, Dawson Davenport earlier in the day. He sends his regards that he was unable to make the meeting at the last minute. Ford said there are two items that needed to be voted on: approving the concept and approving the draft
agreement with Davenport. Ford suggested the Committee may want to discuss whether to continue with the project as planned, citing a pattern of difficulty for the artist to attend meetings. Miller asked Ford if Davenport was waiting to get approval from the Committee on the
concept to proceed with developing the work. She said that he was waiting for the Committee’s approval to move forward with the concept, and upon approval would be paid $1,667 for the initial conceptual work. That would be the first installment of three. Before the second payment of $1667, he would need to submit formalized designs in a digital form. The final payment would be paid upon installation of the completed project.
Miller asked the Committee members if they had seen the proposal in the packet. Seydell-Johnson replied there isn’t much to the proposal and asked if there would be any other verbiage on the plaque. Ford clarified that a drawing would be on the left side of the plaque and on the right would be information on the Black Hawk’s life, who he
was and why he was important, and a bit on the history of Black Hawk Mini Park. Davenport had described using historical facts and native language (including Black Hawk’s name in Sauki). Ford said the Committee members understood the final piece to be a full interpretive panel, but Davenport did not yet have the text component completed.
Miller said he was surprised at how sterile the piece felt as a stainless-steel piece on a podium, though he understands the budget is small and he isn’t familiar with Davenport’s sculptural experience. Miller said the piece was very literal, more like a historical marker than a piece of artwork. Dongilli asked if there are locations for work
other than a panel, recalling that the building owners installed windows on the wall that held the original mural because they did not want painting on the wall. Dongilli was considering what is plausible to have in the space. Ford replied there were a couple meetings with City Engineering staff, including Sovvers, Downtown District staff, no staff from Parks, Marcia Bollinger, and Committee members Truitt, Boyken and Miller.
Committee Member Jung arrived. Ford introduced Jung as the newly appointed Committee Member. The Committee introduced themselves. Jung introduced herself as an artist and a professor in the Printmaking department at the University of Iowa. She explained that she is currently on a Fullbright to India and just returned to Iowa City.
Returning to the discussion on the Black Hawk Mini Park Project, Ford said the Committee discussed multiple locations for the project in meetings in December, and once a few weeks ago and once between. Davenport proposed the interpretive panel in the west end of an L-shaped planter considering the budget and location constraints.
PAAC 6.2.2022 packet page 3
Preliminary, p.3
Public Art Advisory Committee Mtg, 5/5/22
Dongilli said that Black Hawk had the first autobiography published in English and he knows there is a long history of printing front plates of portraits of Native people. He said
he liked the concept because it’s connected to the history of print culture and Native
representation as community figures in the English-speaking world. Dongilli was interested in how the artist decided on the specific representation of Black Hawk, knowing there are many representations of the figure.
Truitt added that given the budget, spatial constraints, and level of activity in the park,
an interpretive panel makes sense because it doesn’t obstruct usable public space. Seydell-Johnson said she’s concerned about his ability to deliver the project based on the time it’s taken for the artist to deliver this sketch. She said $5,000 is about the cost
of an interpretive panel placed anywhere and is concerned about the budget estimated
by the artist. Miller asked if Davenport has ever worked with the City on a project like this before. Ford and Seydell-Johnson said no. Jung said she knows Davenport; he has been a
student of hers. She said he is very involved in his community and tribal matters. She
acknowledged he does have time issues. She thought the project could be very beautiful and referenced the book projects along Willow Creek. She thought it could be interesting to add an interactive, encouraged guidance through a sentence to invite the public to consider Black Hawk legacy. Jung asked if the fabrication of the panel would
be outsourced after Davenport’s design was complete. Ford said he was planning to
create the whole panel. Miller added that Davenport said he would send the design out to be printed on stainless steel and then would fabricate and weld the stand himself. He suggested doing a price check with a sign company. Seydell-Johnson added that she would typically budget $5,000 for a plaque like this for a sign company to make it and
install it. Jung said the sign example on the proposal of the River Landing Sculpture
Walk looks like it has substantial weight and safety standards to it to hold up to weather and public interaction. Dongilli said that the Committee has decided to contribute funds explicitly to BIPOC
artists with meaningful connections and strong track records and it’s important for the
Committee to stick to that decision. He asked if it would be possible to shift Davenport’s role to more of a consultant position, designing the panel but sending it out for fabrication if time constraints were an issue. The project would be designed and conceptualized by Dawson Davenport but as a consultant, some of the logistical
pressure could be removed. Miller wondered how Davenport would react, if he would be
relieved by it or if he was as excited about fabricating the panel as designing it. Jung said it would be worth having a conversation with Davenport about it; she thought the drawing was beautiful and thought Davenport would want to oversee the etching of the plaque. She asked if he had a plan for fabricating the stand. Miller said Davenport
discussed adding a tribal pattern to the legs of the stand, but ultimately realized the legs
of the stand would be too short. Sovers added that the edge of the planter sticks up significantly, so the legs of the stand would only be about a foot tall. Jung said she would propose a frame with a tribal design and Davenport’s design for the plaque and outsource the construction to a fabricator. Truitt brought up the tradition of 19th century

frames which matched up with the time Black Hawk was living and writing. She liked the idea of a patterned frame instead of what would be less visible patterning on the short legs.
Seydell-Johnson suggested reaching out to Davenport with the suggestions of the Committee and discussing the Project at the next meeting. If the project isn’t coming along, then the Committee might consider going in a different direction. Miller asked if the Committee could approve the design and expect a digital image for the next
meeting. Ford said if Davenport’s role changes or the fabrication is outsourced the
budget would need to change to allow for the full cost of the fabrication to be covered. Truitt suggested redrafting the agreement to follow on the same path but adjust to designer/consultant role, perhaps having two options to either reduce the payment to Davenport and allocate the rest of the funding to fabrication or allocate funding to the
fabrication for the upcoming fiscal year. Ford verified next steps would be to discuss
with Davenport to shift the proposal, acknowledging that the project timeline would be later than the end of the summer. Miller asked Seydell-Johnson what Parks normally does to look for a cost estimate. She said it depends on the project.
Motion: Boyken moved to approve Dawson Davenport’s concept for the Black Hawk Mini Park Project. Seconded by Dongilli. Unanimously approved. The Committee decided to wait to approve the draft agreement at this time. The members discussed the payment process and what work was required for each
payment. Originally the first payment would be sent after the proposal with images was approved, however the Committee would like to see a more developed proposal before approving the agreement. Seydell-Johnson asked if the Committee were to outsource the fabrication, would Davenport receive more than the first payment. Truitt suggested two payments: one payment for approval and another for the full digital image. If
Davenport were amenable to a designer/consultant role to shift the payment to two payments of $1,500 for a total of $3,000. If Davenport desired to continue with full fabrication, the Committee could continue down the path of the proposed agreement. Seydell-Johnson said she doesn’t think the Committee should approve a contract without Davenport present to answer the Committee’s questions. Truitt agreed. Ford
said the contract could be adjusted based on a conversation with Davenport. South District Neighborhood Art Project Ford again introduced Elinor Levin as one of the leaders of the South District
Neighborhood who developed the idea to create two bus stop benches. This project is
part of the Neighborhood Art Project Program which has budgeted $12,000 to the South District Neighborhood Association. Ford met with the group who decided that each bench would be designed and created by a South District resident artist. Each artist would receive $5,000 for design and fabrication of the bench and would be matched
with a mentor with knowledge and experience navigating art institutions. The South District group was hoping this project had the potential to continue if the emerging artists could then become mentors themselves.
PAAC 6.2.2022 packet page 5
Preliminary, p.5
Public Art Advisory Committee Mtg, 5/5/22
Levin said the South District Neighborhood Association asked for feedback from the neighborhood on where they saw the need for art in the South District, but the responses covered a wide range, so the Committee had to decide which direction to go
in. The conversation ranged from cultural and dance performances, murals,
placemaking and signage. The group kept returning to the challenge for emerging artists to enter existing systems to be paid for making their art. Levin said the basis of this project is the mentorship of the artists. The benches would be at stops in the South District where there is not currently seating: the stop at Keokuk and Southgate, and the
stop at Highway 6 and Hines Rd. Both are fairly well-used stops. Levin said the project
has not only functional results but also growth of institutional knowledge. The group wanted to highlight the character of the South District as the most diverse part of Iowa City in race, language, and cultural background with a strong sense of community. The goal is for the benches to be functional landmarks to overcome industrial nature of the
South District viewed from Highway 6. Levin concluded that the South District is an arts
community, and they want to get more people involved in that. Ford said that the Committee would put out a Request for Qualifications (RFQ) and the applications would be collected through the same online portal for other RFQs and
RFPs. Ford assumed the Committee would select the artists with input from the South
District group and Levin agreed. Ford said the RFQ is unique for the Committee because there needs to be a mentor assigned to the artists chosen and because the project is for a neighborhood, therefore the neighborhood should have a significant role in the project. Ford said she thinks it makes sense for the mentors to be chosen after
the artists are chosen, perhaps as another RFQ.
Ford broke down the $12,000 budget: $5,000 for each bench to be designed and installed and the remaining $2,000 for installing concrete pads (one of the locations requires a concrete pad to be installed) and a stipend for the mentor artists.
Truitt suggested that the applications first be run through the South District group to identify possible artists chosen before they are reviewed by the Committee so the South District group has more aesthetic control over the project. Levin said she was considering the Committee review first for plausibility before the South District group
reviewed for aesthetic choices, but ultimately concluded that the South District group
would enjoy reviewing the applications first. Seydell-Johnson was concerned about the budget constraints and suggested the group focus on one site and one bench instead of two considering material and fabrication
costs. In addition, she said the group would need to consider Engineering constraints as
the benches will be for public use on public property. She also wanted to know about materials because the Parks department would most likely be responsible for maintenance and upkeep of the benches. She suggested considering materials that are sustainable and long-term materials, adding that the lifespan of a wooden bench
constructed from one log is probably only two years, which is another justification for
one site with a higher budget. Seydell-Johnson added that a few years ago Parks proposed a grant program for fun additions at bus stops but ultimately didn’t get the money. She said there were a lot of cool ideas that came up that she could send on to the South District group.

Public Art Advisory Committee Mtg, 5/5/22
Levin said that the budgetary guidelines for the bench project was suggested by Marcia Bollinger, former staff for the Public Art Program, who anticipated that more than two
would not be possible, but that two was reasonable. Seydell-Johnson said a black park
bench costs $1,500. Miller added that the same bench would cost significantly more if it were built by hand. Dongilli said he also had concerns about accessibility and about the technical challenges for an emerging artist to construct a bench. He suggested perhaps for the artists to augment a prefabricated bench rather than built one completely by
hand. Sovers suggested something similar to the painted benches downtown. Levin
responded that there was a strong pushback from the South District group for a bench project resembling that of the downtown bench project. Seydell-Johnson said there is an option for getting prefabricated benches that do not have backs, which would give the artists the ability to build onto the structure, but the artists wouldn’t be responsible for
the structural integrity and the costs could be closer to the $5,000 budget. Miller said he
understands the group’s reaction to the downtown benches because it removes a lot of the potential artistry of building a bench, but the placemaking impact of a painted bench is pretty significant. He added that he had similar concerns to Seydell-Johnson about the cost and undertaking of building a bench for $5,000. Sovers added that they need to
ensure the benches are safe because they are built for public use.
Jung said based on those comments that she would suggest choosing a mentor first, someone with expertise to build a safe bench, then matching them with an emerging artist, involving a mentor from the beginning and through the selection for the criteria
and guidance for materials. Seydell-Johnson suggested someone like Cara Briggs-
Farmer, who has experience creating public art for the City that is safe for interaction. Jung asked for clarification on who the group is looking for as an emerging artist, whether a high school student or an undergraduate student. Levin said the group did not specify, but she was thinking an adult artist. She added that most of the South
District advising group was comprised of visual artists and there was a consensus
among the group that it is difficult for artists to get started applying for grants, submitting to RFQs, and sourcing materials. Truitt suggested then creating an RFQ for a mentor then find an emerging artist. Miller
added that the mentor(s) could help write an RFQ for the artist(s). Jung said that it
seems like the tasks and processes the artists would need the most help with would happen before the bench proposals are even submitted. She suggested that a mentor could work with a group of applying artists to develop their RFQs. Truitt agreed and Ford added that the mentor position would probably then require more payment, but if
there would only be one bench, the group would have more of the budget to work with.
Miller asked if there would be pushback from the South District group to reducing the number of benches to one and having more flexibility in the budget. Levin said the group had discussed it and felt confident that there would be at least one person who
would push back against it because the group wanted to create more than one
opportunity, but they also wanted the project to be realistic. Truitt said if the group had a really successful project, the artist and the South District Neighborhood Association would have experience to apply for more funding. Jung said they would get a “proof of ideation” and could go to the Iowa Arts Council, which would open them to more funding

Preliminary, p.7

streams. Levin said the group isn’t established, so it’s most likely that they won’t continue to pursue funding for future projects. Jung said being successful in this project could help an individual artist continue to work on projects, even if the Neighborhood
Association won’t continue developing the project. Miller asked if the group had any
potential mentors in mind for this project. Levin said she didn’t know specifically but got the sense that group members did indeed have possible mentors in mind. Ford asked the Committee if they would like to reformat the RFQ to be a call for
mentors instead of artists. Miller suggested that it might not be necessary to put out an
RFQ for a mentor and instead just locate a mentor to ask. Boyken asked what the criteria for the mentor would be. Ford said the RFQ asks for an artist statement, background, relevant experience and suggested to revise the RFQ. Miller suggested leaving flexibility in the budget proposals for the artists to propose benches at different
costs levels, perhaps two benches is ultimately possible. Miller was concerned that an
RFQ for mentors may delay the process. Ford said she could work with the South District group to propose a stipend amount for a mentor and could rework the RFQ to be ready for review at the June PAAC meeting.
Levin thanked the Committee for their input and time to thoughtfully work with the vision
of the South District group. Miller asked how the $12,000 budget was decided. Ford and Levin said they weren’t sure where the budget came from but that the money was allocated a few years ago to
resurrect a program that was active during the early years of the Public Art Program.
The Committee members discussed whether or not the Neighborhood Art Program could be a recurring program, which is currently part of the general PAAC budget. Staff Reports:
Ford reminded the Committee that they are currently two Committee members short for Art/Design Professionals. Ford suggested the members forward the applications to anyone they think would be good additions to the Committee. Motion: Dongilli moved to adjourned. Boyken seconded. Unanimously approved.

With a background in graphic arts I have dealt with the
design and construction of books, black and white
photography, letterpress and offset printing. I have used
portions of my design background to create pieces in metal.
The distinct quality of steel and the combinations of textures
reveal unique compositions much like the layering of fine
handmade papers. Reinterpreting ideas in metal can turn the
most ordinary form on its head and give it a distinctly new
identity. I enjoy envisioning this transformation and
witnessing all the twists and turns that often take the piece
into a completely different realm from the one I had planned
on. It is this creative unfolding of each piece that has
captured my interest in this form.

Tim Adams is a 1985 Landscape Architecture graduate of
Iowa State University and is a Registered Professional
Landscape Architect. Tim owns Stony Creek Landscapes,
Inc., Webster City, Iowa, a full- service landscape
design/build firm. Tim is a lifelong student of the arts. His
career has been built around creating and installing "One
Off" sculptures and designs for gardens, entry features,
parks, churches, municipalities, and schools. Tim's primary
medium is weathered steel, stainless steel, aluminum, acrylic
sheet/Lexan, and native limestone.
Tim's inspiration comes from his professional training in
Landscape Architecture and Horticulture plus his frequent
skiing trips. Natural landforms and native plants are the
starting points for Tim's sculpture concepts. To foster
sustainability Tim strives to incorporate recycled metals and
repurposed materials when practical. His works are designed
and constructed to be stout, long-term installations with little
or no maintenance needed.
Tim's works are positioned in several public spaces around
the Midwest. Tim's most recent permanent installations
include Laurens Industrial Wave Sculpture, Laurens, Iowa;
‘Caterpillar’ Kennedy Park, Ft. Dodge, Iowa. ‘Limelight’, Light
Valley Junction, West Des Moines, Iowa. ‘Biome’, Madison,
Minnesota; ‘Eagle’s Nest’ Cascade Lake Park, Rochester,
Minnesota; ‘Grow’, Urbandale, Iowa; The Greeley Colorado

My name is Anna Modeland and im a 32 year old artist from
small town Boone. Art has always been a huge part of my
life. I started drawing at a very young age and have
progressed in other forms of media since then. When I was
18, I started working with metal in my dads shop that he’s
owned for over 40 years. He’s been a welder and machinist
and has passed down his knowledge to me on how to
manipulate metal, weld, plasma cut and use a variety of
machines to make the ideas in my head come into reality. I
originally made small pieces, such as yard ornaments and
wall décor, and began selling them to people around my
town. I had attained a small clientele who frequently
purchase my art and continue to push me in my success. I
now have a clientele from one side of the country to the
other. Ralph Waldo Emerson once said, “In art, the hand can
never execute anything higher than the heart can imagine.” I
can only imagine if my hands could reflect what my heart and
soul Imagine building. I appreciate the opportunity to
potentially display my art with you.

Heart of Iowa is a three sided sculpture cut out in the shape
of the great state of Iowa. I used a projector so that each
Iowa was perfectly dimensional to what the state is. The
backside, the underneath, and four sided pedestal base are
painted black while one Iowa is metallic chrome, one is
metallic gold, and the other is metallic copper. The hearts on
each side of the sculpture are painted red and extended out
about three inches to really make the colors pop. This is an
existing sculpture, but I’m currently painting the Hawkeye
logo that I have superimposed in each of the hearts as
proposed in the pictures below. The entire top half is
attached by a center structured pipe that sits down over a
more narrow pipe on the pedestal; this way the community
and onlookers may interact with it by (slowly) turning the top
round to see each side. Although Iowa City is not located
directly in the middle of Iowa, it serves as the axis of
entertainment and amenities and the hub of so many top-
quality educations to students globally. Not only is Iowa City
know for its sports teams, it’s also known for its love of the
arts, and has some of the best clinics and
hospitals in the country; it’s the perfect combination of small
town charm and big city opportunities. This sculpture
represents all of what Iowa city stands for. Hawks and
healthy hearts! Perfect addition ;)

Some people habit of poking their finger or earbuds in ears
even they don't have dirt in their ears. Because they love
doing that, it gives them a different sort of pleasure.
Moreover, it creates a sensation that equalizes the whole
body. The same thing MFA in the United States did to me. It
removed the rigidity from my nature and made me more
balanced artist then I used to be. The other half part presents
that feeling.

Weaving is one of the oldest surviving practices in the world
and passed down through matriarchal lines as a social art.
Loom explores changing power dynamics through feminine
craft based techniques in weaving the aluminum strands to
create a circular loom motif. Themes of stereotypically
feminine crafts in a harsh outdoor environment analyzes the
history of “women’s work”: a derogatory term for female
engendered objects, themes, and roles. The worth of labor,
in time intensive work of weaving each aluminum strand,
contrasts with the recreation of the purpose of commodities,
in the steel piping base, as a way to transform traditional
outdoor sculpture. This analysis of environmental
sustainability, gender studies, and arts accessibility build
community through the shared experience of interacting with
the sculpture. Along with being a record of the history of the
techniques, the sculpture also acts as a window of
possibilities for viewers to explore their relationship to the
natural environment around the sculpture. Loom provides a
way for viewers to contemplate their role and relationship to
others looking through the opening of the sculpture.
Not artist statement or artist bio, statement should pertain to the sculpture being proposed. Max. 1500 characters.

The sculpture was crafted from galvanized aluminum strips,
stainless steel pipes, and an inner all-thread support
structure. The aluminum strips that make up the main portion
of the sculpture were woven together to create braided
strands. All parts were MIG welded together, and the inner
structure has been bolted to the steel piping base, so the
sculpture remains safe and durable for the outdoors.
e.g. type and gauge of metal, exact paint or finish process, etc. Max. 1000 characters.
All materials are suitable for outdoor display and adverse
weather conditions. The metals that make up the structure
are durable and treated to last for years. The inner metal
structure supports the sculpture to provide extra strength
during the winter months. Loom was on a year long
exhibition in Rochester, MN in 2020-2021 and Hutchinson,
MN in 2021-2022 and did not experience any wear and tear
during both exhibitions.
Max. 1000 characters.
Loom is suitable for an unsupervised public, but the message
"Do not climb" has been used in the past to discourage
climbing on the sculpture.
Max. 1000 characters.
The sculpture can be welded to a metal base attached to the
cement base, or Loom can be bolted directly to the cement
base from the addition of attached metal tab inclusions. The
exhibition in Hutchinson, MN featured Loom being attached
to its cement base through lag bolts and washers.
Max. 1000 characters.
Loom is precisely the width to fit in the back of a pick-up
truck. I will bring the sculpture to the site and bring an
assistant to aid in physically moving the sculpture. Loom
must be lifted by machinery (like a forklift) or with at least one
other person to safely place the sculpture on location.
Otherwise, the base of the sculpture has metal tabs attached
to it so the sculpture can be bolted down to the cement base
with a hammer drill and lag bolts.
Artists are expected to bring all tools, equipment and man power needed for the installation of their work. Max. 1000 characters.

The welding technique I use to create my work I learned from
my father who was a shop welder for 40 years. In 1983 I
created my first large scale public sculpture. Since that time
I've continued to make things. Yearly, I participate in
numerous outdoor public exhibitions and produce
commissioned work across the USA, Canada and Europe. I
live and work, happily, on the banks of the Mississippi River.
My work contains the strands of my identity and directly
reflect my experiences so far.

The welding technique I use to create most of my work is a
skill I began learning at age ten from my father who worked
in a welding shop. He taught me everything, from the
characteristics of materials such as steel, cast iron and
aluminum to the various welding techniques; arc, TIG, MIG,
torch, etc. In 1983 I produced and installed my first major
public sculpture. Since that time I’ve continued to make
things. Yearly, I participate in numerous outdoor public
sculpture shows and produce commissioned work across the
United States, Canada and Europe. I live and work, happily,
