HomeMy WebLinkAboutUnited Action for YouthHOME-ARP Application Description Description/General Information and Project Need: The American Rescue Plan Act of 2021 (“ARP”) appropriated $5 billion to communities across the U.S. to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations. These funds were allocated by formula to jurisdictions that qualified for funding through the HOME Investment Partnership Program (HOME Program) from the U.S. Department of Housing and Urban Development (HUD). Eligible activities that may be funded with HOME-ARP include: 1. Development and support of affordable housing; 2. Tenant-based rental assistance; 3. Provision of supportive services (such as housing counseling, homelessness prevention, childcare, job training, legal services, case management, moving costs, rental applications, and rent assistance); and 4. Acquisition and development of non-congregate shelter units. Funds must primarily benefit individuals and households in the following Qualifying Populations: 1. Experiencing homelessness; 2. At risk of homelessness; 3. Fleeing domestic violence, dating violence, sexual assault, stalking or human trafficking; 4. Other popula�ons with high risk of housing instability including: a. Households who have previously been qualified as homeless, are currently housed, and who need addi�onal assistance to avoid a return to homelessness b. At greatest risk of housing instability i. Households with annual income <=30% of AMI who are paying more that 50% of monthly household income toward housing costs ii. Households with annual income <=50% of AMI AND meets one of the following criteria: 1. Households who have moved two or more times in the last 60 days 2. Households living in the home of another due to economic hardship 3. Has been notified in writing that their right to occupy their current living or housing situation will be terminated within 21 days 4. Households living in a hotel/motel not subsidized by other programs 5. Lives in an SRO or efficiency unit with more than 2 persons or in a larger housing unit in which there are more than 1.5 persons per room, as defined by the U.S. Census Bureau 6. Is exiting a publicly funded institution or system of care 7. Otherwise lives in housing that has characteristics associated with instability and an increased risk of homelessness Iowa City expects to have $1,521,981 in HOME-ARP funds available for allocation in a competitive funding round, including up to $89,000 for non-profit operating & capacity building funds for applicants who are carrying out the eligible activities listed above. Persons who are eligible for a preference must have the opportunity to participate in all activities in which they are eligible, including activities that are not separate or different, and cannot be excluded because of any protected characteristics or preferential status. UAY Transitional Living Program (TLP) participants are young people age 16-22. (VI-SPDAT, third-party income verification, etc.) VI-SPDAT (Coordinated Entry, waitlist, etc.) coordinated entry, school referrals, self referrals (include purpose, benefits, and specific activities of project) TLP provides housing and supportive services to young people experiencing homelessness. Participants can remain in the program for up to 18 months. During this time youth work one on one with TLP Advocates to create and execute a plan to help them acquire safe and secure housing, stable employment, and overall self-sufficiency. Increase the number of affordable rental housing units Provide tenant-based rental assistance (TBRA) Serve those experiencing homelessness and reduce homelessness Provide public services Other TLP provides homeless youth and young adults a safe living environment and individualized support to help them reach their goals. This includes safe, stable living accommodations, basic life skills buiding, educational opportunities, job attainment services, and mental and physical health care. 4. How will this project respond to the impacts of COVID-19? UAY's TLP has recently expanded and added two additional apartments, allowing us to house four additional clients at any given time. We saw a marked uptick in referrals during the pandemic, especially in the LGBTQ+ population. Section 2 - Budget and Resources HOME-ARP funds may be used to pay for up to 100% of eligible costs associated with the project. While there is not a match requirement, please identify any additional funding allocated for the project. Funding terms including type of assistance and affordability period are determined upon award. Please a�ach a scope of work or es�mate for any project that involves rehabilita�on or new construc�on to demonstrate the cost reasonableness of any proposal. 5. We receive a variety of referrals from schools, so we may meet with clients there. Often referrals are done in our offices. 10. For Non-Congregate Shelters: HOME-ARP Funds cannot be used for operating costs of non-congregate shelters. For Non-Congregate Shelters: Do you anticipate the future conversion of the Non-Congregate Shelter to Rental Housing? Explain: The funding is only to be utilized for rent and utilities for the two expansion units of TLP. UAY has had TLP funding for over 20 years, and has the capacity to deal with these funds in an efficient manner. Young people in TLP only pay "rent" up to 30% of their income. That rent is kept in an account and returned to them at the completion of their time in TLP. The project will proceed with or without these funds, however, the long term viability of the expansion would be greatly helped with these funds. NA NA Section 4 - Capacity and Applicant History 17. TLP alone has been a part of UAY for over 20 years. Yes No UAY is a 501(c)3 non-profit company, with an Executive Director, Board of Directors, and a staff of ~30. TLP has a staff of 4. Talia Meidlinger, Executive Director, began at UAY more than 10 years ago, in the TLP program. Genevieve Anglin, Business Director, has over 10 years experience working with grant funds. Hailey Franzen, TLP Coordinator, has worked with homeless populations for four years, at Shelter House and UAY. UAY is the only agency in the area that works specifically with homeless youth in long term housing. UAY is a local non-profit that works in the areas of Positive Youth Development, mental health and advocacy services, and Young Parent services, in addition to the TLP homeless youth services. We currently own three and rent four units for TLP. NA NA 26. Explain how your agency promotes racial equity and inclusivity for marginalizes populations (including, but not limited to; people of color, LGBTQ+, immigrants/refugees, individuals with disabilities) UAY uses a Trauma Informed, culturally sensitive lens for all of it's programming. We are aware of the intersectionality of race and class with trauma. Youth experience additional marginalization as a result of their intersecting identities and other identity-related factors. These identities fall under the categories of “minority”, “at-risk”, “Latinx”, “African- American”, and “low socio-economic", which are often accompanied by exposure to factors like trauma, racism, and classism. The combination of these identities and factors compounds and intensifies youths’ struggles to create opportunities that allow them to move beyond their status and prosper. All staff at UAY are required to have training on racial equity and inclusion. TLP is a majority minority program, we also added an apartment specifically for LGBTQ+ individuals in our current expansion.
