Whereas, the Comprehensive Plar;l contains policies regarding annexation of land Into the city;and Whereas, the. Comprehensive-Plan contains a goal of providing a mix of housing typeg within each neighborhood, to provide options for households of all types (singles, famHies, retirees, etc.) and people of all incomes, and Wher�as. the Affordable Housing Action Plan Include& a recomrnendetion that consideration be given to an annexation policy that provides for affordable housing oontrfbutions,and Whereas, the Planning and Zoning Commission has AtVlewed an �mendment to the Comprehensive Plan pertaining to affordable housing and has recommended approval. Now, therefore, be It resolved by the City C<U'lCII of the City of Iowa City, Iowa, that: IC2030: CompMhensive Plan Update, Annexatton Poncy, is hereby amended to Include the following: If the annexation ts for residential development that will result in the creation of ten (10) or more new housing units, the development will aupport the City's goal of creating and main1alnlng the supply of affordable hOU8lng. Such support shaH be based on providing affordable units equal to 10% of the total units In the annexed area with an assurance of long term affordability, preferably fore tenn of not less than 20 years. Income targets shall be consistent with the City's existing program requirements. How the development provides such support will vary depending on the-particular clrcumsta.ncaa of the annexation, and may Include, but is not Kmlted to, transfer of lots/unls to the City or an affordable housing provider; fee--in-lieu paid to the City's affordable housing fund; and/or partielpatlon In a state or federal housing program. In determining the most desirable option, prefere�e shaft be weighted toward options that help achieve better socio�conomlc balance· among Iowa City neighborhoods and among schools in the Iowa City Community School District. An agreement committing the Owner/Developer to the affordable housing obligation, shal be required prior to annexation, and shall be further memorieUzed, if necessary, In a conditional zo11ing agreement.
