Please consider all materials submitted by the applicant. Applicant Agency Hawkeye Area Community Action Program (HACAP) Request for FY24 Funding $27,510 Agency Total Budget $3,177,638 I. Need and Priority Community Need (Q1) Proposal addresses childcare services through Head Start. Provision of public services, including but not limited to, childcare and youth activities, are a high priority need in City Steps. Services Provided (Q3) Proposal requests operational funding for Head Start services, which includes preschool and childcare. Project contributes towards achievement of goals in City Steps – specifically provision of public services. II. Impact and Delivery Benefit to Low Income Person (Q8) Target population is children and families under 80% AMI for Head Start program. <30%AMI: 85% 30-50%AMI: 13% 50-80%AMI: 2% >80%AMI: 0% Racial Equity and Inclusivity for Marginalized Populations (Q8, Q9, and Form B) Program offers support for dual language learners. In the 2021 – 2022 school year, the agency reports that 32% of families served through the program were dual language families. About 68% of FY23 clients listed as non-white. 8% with Hispanic, Latino, or Spanish origin. Outcome Measures (Prior Year Reports and Q12) Reported serving 6,109 residents in Iowa City in FY22. More information can be found in the FY22 4th quarter report. Persons to Benefit (Form B, Form C, Q11 and Q12) Funding request of $27,510 / 3980 = $6.91. Commissioners may also consider cost effectiveness for the extent of services. III. Evidence of Financial Capacity Collaboration/Operations Plan (Q7 and Form C) Numerous collaborations with other agencies such as Grant Wood AEA described in detail. Agency Budget (Q5 and Form C) Form C budget could use more detail. Revenue is listed as equal to expenses with no carryover balance for the three years listed. Leveraging Funds (Q12 and Form C) Funding request is less than one percent of total agency budget. IV.
