AIRPORT TERMINAL BUILDING DRAFT Members Present: Warren Bishop, Judy Pfohl, Hellecktra Orozco, Chris Lawrence (via Zoom) Members Absent: Scott Clair Staff Present: Michael Tharp, Jennifer Schwickerath, Others Present: Matt Wolford, Carl Byers, RECOMMENDATIONS TO COUNCIL: None DETERMINE QUORUM A quorum was determined at 6:02 pm and Pfohl called the meeting to order. APPROVAL OF MINUTES Bishop moved to accept the minutes of September 8, 2022, seconded by Orozco. Motion carried 4-0 (Clair absent) PUBLIC COMMENT ITEMS FOR DISCUSSION / ACTION a. Airport Strategic Plan — Tharp reminded members to fill out their surveys as well as sign up for their timeslots to meet with Regenia. b. Airport Construction Projects: i. FAA grant projects 1. Runway 25 Threshold Relocation — Tharp noted they have a runway open with an approach that's active. He also stated that the FAA issued NOTAMs which activated a number of circling approach options at the airport. 2. Runway 12/30 Displaced Threshold/Relocation — Tharp noted that they were working on the pre -design conference with FAA to confirm the project scope. Bishop asked about the inclusion of PAPIs to the project. Byers responded that they were looking at including PAPIs and REILs to the runway 30 end but they were looking at a 2 box design instead of the 4 box because these would be airport owned. Tharp noted that the next major project was pavement maintenance and they'd be trying to work through the solar power installation and the terminal study. ii. Iowa DOT grant projects 1. FY22 Program a. South T-hangar infrastructure — Tharp noted again this was going to be a spring project 2. FY23 Program — a. Terminal Building Improvements Tharp noted that Bolton & Menk had sent a draft task order that he was reviewing. b. Wayfinding/Signage — Tharp stated they were working through some of the early design iii. Airport/Locally Funded Projects 1. Parking Lot Additions — Tharp stated that the new parking spots were being used often. 2. Hangar A Mural Project— Tharp stated the RFQs were out and the initial responses were due November 14". Tharp noted that the project had been getting some local press coverage and noted that Judy had been great to have to have a second person for people to interview. iv. Future Projects 1. Terminal Area Study — a. Consultant RFQ —Tharp stated that there was one submittal for this RFQ so he was confirming with FAA if they were ok to go ahead with a contract. Tharp noted that the firm was Bolton & Menk and he was confident they'd do a good job. 2. Solar Power/Panel — a. Consultant RFQ — Tharp stated there were 2 submittals for this and that in order to do their due diligence he was recommending the Commission bring in both firms for a presentation and question and answer session. He stated that both firms should be able to do the job. c. Airport "Operations" i. Budget — Tharp stated that he did submit the budget to city hall and the meeting with the City Manager's office and Finance Director was scheduled for November 151h. Tharp noted that the meeting was generallyjust the Chair and Airport Manager for the airport. ii. Management Tharp noted that City Council was about to complete their strategic plan update and when that was completed it would be shared with the group. Tharp noted that the Council did approve the pay grade change at their November 1st meeting. 1. Airport Manager a. Consider a resolution #A22-29 setting wage for Airport Manager — Bishop moved the resolution, seconded by Lawrence. Motion carried 4-0 (Clair absent) iii. Events Tharp stated that he had dates from the autocross club for 2023. Tharp noted that he didn't have anything planned for the rest of 2022 and as things were scheduled, they'd be added back to the list. Airport commission Agenda & Info Packet Meeting Date: Dec S, 2022 Page 4 of 174 d. FBO / Flight Training Reports — i. Jet Air— Tharp noted the maintenance spreadsheets made it in the packet. Wolford noted that as far as maintenance goes, there wasn't much to note except for some pavement patching, and grounds cleanup. Wolford noted they were happy with the approach and there were several airplanes that have already been in that wouldn't have been able to make it. Wolford noted the Iowa DOT economic impact study was out. Tharp stated that the study was indeed out and that it showed that the airport had a $24 million dollar annual economic impact. Tharp noted that through the study, the report has callouts to Iowa City operators and noted that it shows the improvements at the airport are getting noticed by other agencies as well. Tharp stated that the last time the DOT did a study like this the airport measured at $11.2 million and he was pleasantly surprised by the change. e. Commission Members' Reports — Pfohl asked about if there was something that could be done to add lighting to the entrance way. Tharp noted he would reach out and find out who is responsible for the road light. f. Staff Report — Tharp stated that Veteran's Day was a city holiday and he'd be out of the office. He also stated he was planning to take the week between Christmas and New Year's off. SET NEXT REGULAR MEETING The next meeting is scheduled for 6:00 pm, December 8, 2022, at the Airport. He is available to attend airport meetings. Carl spent 10 years as an active -duty Air Force pilot, flying varied aircraft ranging from the Boeing B52 bomber to the supersonic Northrop T38 trainer. He completed his military career in 1998 as a pilot for the Iowa Air National Guard, flying the Fairchild Metroliner and the Beech 1900. In 1989 he began his career as an aviation engineer. His experience includes project management, design, and construction for runway extensions, taxiways, aprons, airport electrical, fueling systems, NAVAIDS, and airport facilities (hangars, terminals, and SRE buildings). He also has experience with guiding clients through planning projects. With his flight experience, he also oversees airport projects to minimize operational impacts. Carl enjoys helping his clients identify a need, find and secure funding, design necessary improvements, and see a project through so it provides the maximum benefit to the airport. Carl is currently working with Des Moines International Airport, Iowa City Municipal Airport, Le Mars Municipal Airport, and Boone Municipal Airport. RON ROETZEL, PE Principal -in -Charge Ron will be responsible for ensuring quality service is being provided to airport commission and staff. Ron's favorite part of his job is the people he works with and the ability to solve their problems. He enjoys making his client's jobs easier. Ron joined Bolton & Menk in 1984 and leads the firm's aviation work group. He has extensive experience working with general aviation airports across the Midwest and setting up large projects for successful funding. He manages the expectations of the agencies as well as the public. Ron leads the sponsor through challenges to complete the project on time and within budget. JOE ROENFELDT, PE Aviation Project Manager Joe will support Carl as needed to complete the project in and efficient and timely manner. Joseph is an aviation project manager at Bolton & Menk who began his career in 2007. His project experience includes program design and management, contract administration, and construction observation as well as reconstruction, rehabilitation, and development of runways and taxiways. He uses his skills as a project manager to fulfill design, bidding, observation, construction administration, and grant administration needs. Joseph is passionate about the airport work he does and the people he meets along the way. GARRETT JACOBS, EIT Aviation Design Engineer Garrett will assist Cart and Joe R. on design and construction inspection of various airport projects. Garrett is an aviation design engineer who will support Carl and Joe R. He aspires to becoming an aviation project manager. His experience includes focusing on design and construction of aviation projects. Garrett enjoys being at airports and interacting with the people he meets along the way. His experience includes designing and construction projects at Iowa general aviation airports. Garrett looks forward to assisting you with your airport design and construction needs. Kitzy joined Bolton & Menk in 2020 as an aviation design engineer. She focuses on aviation design and construction observation work. She loves the atmosphere at airports and was drawn to aviation due to the variation of each project and there always being something more to learn. JENNIFER BROWN GIS Specialist Jennifer will assist Chris Gardner in providing airport planning services. She will primarily provide support for developing plan sheets and narrative sections foran updated ALP or updated master plan. Jennifer began her career in the field of GIS in 2004. She is a GIS technician who is responsible for database development, data analysis, and map development for projects. She is an expert with Esri ArcGIS for airports software, which aides drawing of airport -specific surfaces for analysis and planning. GENE DREYER, PLS Land Surveyor Gene will oversee all survey needed for project development, including design, topographic, and boundary surveys. Gene began surveying in 1993. He is responsible for the coordination and performance of boundary surveys, topographic surveys for engineering analysis and design, and construction staking for Bolton & Menk's Iowa operations. His experience includes ALTA/NSPS surveys, subdivisions, aviation surveys, agricultural drainage, boundary surveys, acquisition surveys, and a range of construction staking. His clients include municipal, private developers, railroads, and utility companies. AiCHRIS GARDNER, PILOT Aviation Planner 11! Chris will be responsible for leading the planning component of ALP updates, master plan -.1 updates, aviation forecasting, airport building planning, instrument approach procedures, tand general airport operations support. He is available to attend commission meetings. Chris began his career in 2010, gaining experience with GIS remote sensing. He is knowledgeable in many facets of aviation planning and design, including FAA Advisory Circulars. His knowledge and training in aviation, coupled with his GIS expertise, ensures he has the skills required to manage data for several airports. Additionally, he is an active private pilot and enjoys flying a 1977 Piper Cherokee. He will primarily be providing support for planning needs including the development of the ALP and master plan updates. An aviation planner at Bolton & Menk, Justin began his career in 2022. He is knowledgeable in GIS and planning, and is responsible for GIS research, assisting with airport master plans, airport layout plans, and airport zoning. Justin's passion stems from being a self-proclaimed aviation geek his entire life. GINA AULWES Environmental Planner Gina will be responsible for leading the environmental planning for environmental assessments, environmental assessments documents, NEPA documentation, and other environmental documentation. Gina is an environmental specialist who began her career at Bolton & Menk in 2010. She conducts environmental compliance documents to meet NEPA requirements such as environmental assessments and categorical exclusions for a variety of transportation projects, including airports, across the upper Midwest. She also performs state and federal permitting responsibilities for municipal and industrial clients. Gina is passionate about doing her part accurately and timely to keep projects on track. JAMMI LADWIG Senior Cultural Resource Specialist Jammi will assist Gina Aulwes in completing environmental planning services and provide expertise in completing the cultural resource portion of any required environmental documentation. Jammi began her archaeological career in 2007 and is currently a cultural resources specialist with our planning and urban design work group. She has extensive training in archaeology and uses her expertise to find solutions that both protect resources and assist clients in finding necessary modifications. Both Carl Byers and Ron Roetzel have done these types of projects for numerous airport clients throughout Iowa and the upper Midwest. Our current and previous experience with airport planning including master plans and airport layout plans, environmental reviews, land acquisition, and approach development collaboration with the Iowa City Municipal Airport will lead us to the right solution — whether it's traditional or highly innovative. AIRPORT SOLAR POWER Energy efficiency and operational cost savings are increasingly important to airports. The Iowa City Municipal Airport has been exploring options to control costs of power to the airport for several years. In recent years, you have made steps to lower energy consumption, including conversion of a taxiway and runway lighting systems from incandescent/quartz to LED when lighting changes were made. You also investigated a Power -Purchase project using contractor installed/owned solar energy to power portions of the airport, which at the time wasn't justified as a cost - saving measure. This project will install airport -owned solar panels to power the highest energy usage areas at the airport. The number one priority for transition to solar power will be the airfield lighting and airport terminal building, both of which are powered through the airport electrical vault. We anticipate an area of ground -mounted solar panels to supply power to the airport electrical vault and power runways, taxiways, other airside lighting, and the terminal building. Additionally, as funding allows, the goal is to add solar power to power FBO facilities and the University of Iowa Research Lab. This will require roof -mounted panels on the affected hangar buildings. These buildings will be included in the project either as portions of a base bid or potentially as bid alternates, at the airport's discretion. One additional building that may be added to the project would be the Air Care building, located north of the entrance drive, northeast of the airport terminal. Converting these portions of the airport to solar power will greatly lower operational costs for years to come. Project Approach and Understanding CHALLENGES & APPROACH During design of this project, there are several challenges to address, including: The Airport Layout Plan (ALP) will need to be updated to reflect installation of a ground -mounted area of panels. This will need to take into account items such as taxiway/ taxilane Object Free Areas (OFA's), heights for airspace issues (7460 issues), proximity to the electrical vault for power runs, and reflectivity issues. A glare analysis will need to be completed for all panel areas, although innovations in low -glare panels have made this less of an issue than in past projects. Bolton & Menk will be able to make ALP updates easily and efficiently, as we completed the most recent ALP and are intimately familiar with both and currently planned airfield updates. We also worked with the airport on the Power -Purchase project, known locations of power feeds and buildings programmed to have solar panels installed. We have completed glare analysis studies for solar installations at or adjacent to airports, including Ames, Iowa and Owatonna, Minnesota. Following these updates to the ALP and glare analysis studies for proposed installations, we will work with local and regional solar companies to determine what recent innovations might be of benefit to the airport and project. One task that we have employed for installation of systems at an airport is to schedule interviews/presentations from several potential bidders to determine what technical options or innovations are available in this rapidly -changing field, and get suggestions from several experts in potential features. This information would be discussed with the airport to update goals, priorities, and requirements to give you the system best suited to your needs. Although this will remain a bid project due to federal procurement requirements, the interview process clarifies possibilities and allows for new emerging technology to be considered in the bid package. An advantage of technical interviews is that if 1 or 2 specific firms that install solar power systems are included on our team, those firms could potentially be prohibited from submitting a competitive bid on your project. Using technical interviews with several firms to determine the best technology/system for your needs will allow them to impart specialized knowledge and still retain their ability to submit a competitive bid to complete your project. CMT provided complete cash -flow analysis including system cost, incentives, SREC credits and energy production analysis to assist State Farm with a decision to invest in solar power. Design included standing seam mounted PV modules, optimizers, inverters, interconnection and monitoring system. TERMINAL BUILDING AND PARKING LOT SOLAR QUAD CITIES INTERNATIONAL AIRPORT. MOLINE, IL CMT was hired by QCIA to perform preliminary analysis and provide options for QCIA to take advantages of the solar market in Illinois. Based on the available space on the Terminal Building roof and adjacent parking lots, CMT presented three (3) options to QCIA for solar installation at the Airport. Options included cash purchase of the system, lease option and Power Purchase Option (PPA) through a third -party solar developer. Each of the option was presented with the cash -flow including initial investment, energy savings, SREC credits, investment tax credits and energy cost savings. CMT developed RFP on behalf of QCIA to solicit PPA and lease options for the solar power at the Airport, utilizing preliminary system sizing and design. Airport Commission Agenda & Info Packet PROJECT UNDERSTANDING AND TECHNICAL APPROACH It is our understanding that Iowa City Municipal Airport would like to install ground mounted, and roof mounted solar arrays at three facilities using federal grants to generate renewable solar energy and offset energy purchased from the local utility company. Crawford, Murphy & Tilly (CMT) has assisted several airports in achieving this some goal. We have developed an efficient and thorough approach that has proven to be effective in evaluating an airport's needs and conditions, and prescribing solutions that helps them leverage the many benefits of solar energy. We appreciate the oppor- tunity to explain how this approach can be applied successfully at Iowa City Municipal Airport. INITIAL MEETING AND INVESTIGATION After an initial project kick-off meeting and preliminary discussions with the Airport staff, CMT will provide concept design and analysis. The concept design and analysis will include preliminary system sizing based on annual energy consumption of each facility, available space, shading analysis, glare analysis, structural analysis and construction costs. CMTwill also provide a preliminary cash -flow analysis, including estimated energy production for each facility based on PVSyst solar production modeling and energy cost savings based on the actual energy cost per kWhr charged by the utility company. CMT will also evaluate additional incentives, rebates, SREC trades and tax credits available to the Airport to offset Airport's initial capital investment. SYSTEM DESIGN AND COORDINATION Once the system sizes and locations are finalized and approved by the Airport, CMT will provide a complete system design for each facility. FAA approvals and utility intercon- nections ore the two most important factors in designing and implementation of solar projects at airports. CMT will engage with FAA and utility company in the initial phase of the project design to make sure the solar array sizes and locations will be approved. CMT's aviation planning group has vast experience in performing glare analysis using ForgeSolor software and coordinating with FAA for timely reviews and approvals. CMT will complete and submit Form 7460 under PART 77 to FAA for review and approval. The opportunity you have created to add beauty to your airport will impact your community for years to come. I would love to be the artist to help make your vision come to life. 1. My father served on an aircraft carrier, and loved being so close to those powerful machines as they took off and landed. His stories must have sparked my imagination, because as a child I was obsessed with sketching anything that had to do with flight. That feeling never left me. I have now done a number of murals on aviation themes. One of them was a 1%for Art commission for the Central Nebraska Veterans Home, a mural on various walls, and angled planes, wrapping around a hearth room. In the mural, I painted a biplane pulling a yellow ribbon across picturesque scenes of Nebraska, finally wrapping around an oak tree. Another aviation related commission was forthe teams who maintain and staff the 5 aircraft that can function as a "flying pentagory'the 595th Aircraft Maintenance Squad and the 595th Command and Control group on the Dffutt Air Force base. That mural included 10 images of aircraft and the people who work on them. After completing it, the commander of the squad presented me with a coin, signifying service that was "above and beyond expectations." I still get excited at the opportunity to paint historic aircraft, with lofty clouds, catching sunset colors, and aerial views of midwestern landscapes, filled with patchwork patterns of fields and towns. I love Grant Wood, and his depictions of the unique hills of Iowa made his work incredible. It would be fun to paint those fields from a bird's eye view. I visit close friends in Iowa City regularly, and I was surprised to learn its airport has such an amazing history. I would love to bring those stories to life on a grand mural project. 2. For 40 years I have been all about creating large scale artwork, for churches, businesses, theater and the public. My company, A Midsummer's Mural has received awards of excellence from Omaha's Mayor, Nebraska's Governor and by our state's legislature for several public projects, including an official Sesquicentennial Nebraska Legacy Project mural. We have also created murals illustrating the 138-year history of South Omaha and the 160-year history of the Omaha Public Schools. We've painted 13 murals about historic communities. We feel that the process of collecting a community's stories, and helping them to express their values and hopes for the future, is just as important as the artwork we end up creating, if not more so. Bringing people together to focus on these things helps them build bridges, and define their values. The magic in the story sharing becomes the beauty of the murals. We work hard to document the symbols and preserve each story on brochures, signs, and websites so that people will remember them for years to come. In addition, I prioritize good craftsmanship, use quality materials, prioritize careful workspaces, and carry full liability and workman's compensation insurance to back up those concerns. 3. While working on the Central Nebraska Veterans Home mural, I had an agreed upon design of a biplane pulling a yellow ribbon through the landscape. And I had the images mostly finished, when several veterans expressed the desire to have more modern aircraft replace the biplane. I did include their preferred aircraft, and was happyto do so. We found the perfect placement on a different wall, and we kept our nostalgic biplane pulling the yellow ribbon. I believe that listening to all the stakeholders, and finding third alternatives that work well for everyone is extremely important. 4. We have logged more than 110 meetings with South Omaha's unique ethnic neighborhoods and many more with public -school administrators, church leaders, and business owners. Each commission is a new experience with similar challenges. We enjoy meeting with each new group. I have a portfolio of more than forty murals completed in cities across the United States, most of which have brightened my adoptive home state of Iowa. As a mural artist, I am known for my willingness to collaborate, my receptiveness and communication skills, and my fastidious execution of complex projects on -time and on -budget. I received my MFA in Painting and Drawing from the University of Iowa. My public art portfolio shows a broad range of styles that reflects my flexibility: my murals range from the nonrepresentational and abstract to fully realistic, narrative, and location -specific. I am writing in regards to the Airport Mural RFQ in Iowa City. I've had the pleasure of working with the City and many of its business owners numerous times already —in the past few years, I have proudly signed my name under works installed at Studio 13, Elray's Live and Dive, and The Antique Car Museum of Iowa, to name a few. The mural at the airport interests me especially, not only because it's another chance to work with my community, but because it's a chance to celebrate the warmth, inclusion, and commitment I've found everywhere I've worked within it. The historical connection between aviation in Iowa and the University is also intriguing. I'm a curious person, and I've found extra motivation and joy in past projects when I've been able to bring underappreciated stories from Iowa's history to the public eye. To this end, many of my completed works shine a spotlight on community. Aprime example of this is my mural on the American Discovery Trail in Cedar Rapids, where I collaborated with multiple people in the nonprofit organizations Murals & More and the Visual Arts Commission. This meant balancing ideas between groups and working back and forth until the ideal mural was born. The final mural design merged a topographical trail, Wrap elements, brightly colored patterning, and local Iowan flora and fauna to create an adventurous depiction of a landmark. Since I have worked with such a diverse range of clients, I have developed a multitude of mural styles to create a range of potential designs. I understand giving project donors a moment to shine through in a mural project shows appreciation for their contribution. I have been through the process of working with donors with many previous mural projects, such as with the Choose Kindness mural attached in my application. Just last summer for that mural, I worked alongside the leaders of UnityPoint Health, St. Luke's, and the Med Quarter District to create an inspiring message for healthcare workers and patients alike. Creating a general positive message and eye-catching design that encompassed the entire Med Quarter district in Cedar Rapids required communication with everyone involved. Additionally, this mural design ended up being reconfigured and printed on T-shirts which healthcare workers in the area can wear as an alternative uniform. As demonstrated by my previous mural undertakings, I am more than qualified to complete a mural of any scale and meet the project deadline, as well as being experienced enough to estimate a project's timeline. I have never missed a deadline on a mural project. To give a little more background on me, I was born and raised in Madison, Wisconsin and grew up just a few hours from the Iowa City Airport. In my 10 years as a professional public artist, I have participated in international art fes- tivals all over the world and have spent a lot of my time in airports admiring the artwork. There- fore, I know firsthand that the presence of art in a public space has a lasting positive impact on the people that work, live, and transit where the mural lives, not only uplifting their daily lives (or their layover) with color therapy, but connecting strangers and leaving them with lasting in- spiration. I have painted over 70 large-scale works in my life, working on walls as big as 5,000 sq ft, navi- gating every texture of surface, and using a wide array of different materials and paint brands. I have experience working with both scissor lifts and boom lifts as well as scaffolding and ladders. My work aims to reflect the identity of the surrounding community so my creative process in- volves a lot of research on the area's history, culture, and values. My compositions usually in- clude local flora and fauna as visual metaphors, and I really enjoy painting landscapes, historical figures, and the use of symbolism. My style is a mixture of realistic landscapes with representa- tional imagery and pops of abstract patterns. 1 have worked with private clients on commissioned artworks for restaurants, hospitals, commu- nity centers, hotels, and wellness sanctuaries. For these projects, I have collaborated with design teams, architectural firms, and production companies to create a design that incorporates the clients vision and enhances the esthetic of the space. I graduated in 2020 from Utah Valley University with my Bachelor of Fine Arts in Art and Design with an emphasis in illustration. I have been a freelance illustrator for seven years and a mural painter for four years. I primarily write and illustrate picture books for children and design and paint murals for schools, businesses, and towns throughout Virginia. Because of the Coronavirus pandemic, I only have a few completed murals under my belt, but now that local areas are opened back up, I have finalized the plans for several murals throughout the surrormding counties for early 2023. Growing up, I was surrounded by various aspects of aviation. My parents met while serving in the United States Air Force, where they were both Air Traffic Controllers. My dad went on to work at Potomac TRACON as an Air Traffic Controller and Supervisor and ended his career at the FAA National Command Center in Virginia. During this time he became aprivate pilot. I have spent many days and nights at the local airports and in the clouds in his plane. I absolutely love history and am enamored with aviation history. Whilc living in such close proximity to Washington D.C. I have spent many hours walking the grand halls of the Air and Space Museums and sitting outside the final approach at Ronald Reagan International Airport. One of the best parts of being an artist is being able to bridge the gap between art and storytelling. In the state of Virginia I have made a name for myself as being a history centered mural artist. I completed a mural in May of 2022 based on telling the stories of African American trailblazers for a small town in Virginia. This gained a lot of media attention and I have been awarded several contracts with various counties around the state for telling more history through the mural making process. I thoroughly enjoy meeting with locals and talking with people about the history of the area while learning so much about the various places that make up our country. I am very much a people person and love talking with individuals while 1 work on outdoor projects. Working with partners and donors is a huge part of the mural making process and one 1 am quite versed in. When creating public art in historic small towns there are many hurdles to jump through. Talking with various entities such as the Architectural Review Boards, Historic Trusts, Torun Councils, Advising Committees, and Town Public Works, is all just part of the process. 1 love speaking to large groups and have done so on many occasions. I am also a published author and have done many speaking events talking with schools, boards, and councils, some of the events reaching up to several hundred people. I would have no problem working with donors and partners on a project of this magnitude. With my biggest mural to date I was given a small budget of $5,000 to complete the whole work. While the funds were not great, 1 knew 1 wanted to be the one to tell the stories of the individuals debuted in my mural. I was able to rent a scissor lift, buy all of the paint and primers, and leave just enough for my Airport Commission Agenda & Info Packet Meeting Date: Dec 8, 2022 Page 124 of 174 artist salary to get the whole project done within the strict confines of the budget. It was a fantasticc test in budgeting and time allotment and one 1 would gladly do again. In terms of paint, I have general experience using the BEHR Exterior Paint and Primer for mural projects. I have found that its lightfastness and ability to withstand the elements has made it a top contender for solid paint products. 1 am more than willing to test out Nova Color Artists Acrylic if that is what the committee would be more comfortable using. I would gladly do some test pieces with it to make sure the paint and I get along before attempting the final project. I fully intend on power washing the facility myself. Although I am relatively new to this medium of art, I am up for the challenge. My love for telling stories through art is why I am in this field to begin with. I would love to tell Iowa City's aviation history to the rest of the world. 1 am extremely passionate about the work 1 do and 1 promise to put 110% of myself into this project. My mural concept focuses primarily on the airmail aviation history of Iowa City Airport. The middle of the piece features the first air mail flight featuring the 10-pound piglet as the first parcel of mail. With such a unique and fun story, I felt that this had to be front and center on this mural. On the left of the plane we see Captain Thomas Baldwin, who piloted the Red Devil aircraft in 1910, landing at Iowa City Airport. To the right we see Jack Knight, the pilot who made the first overnight transcontinental airmail delivery in 1921. He made an emergency landing in Iowa City guided only by railroad flares in the middle of a blizzard. These two individuals both show a key sense of leadership and perseverance that should be displayed for all to see. Iowa City Airport played such an important part in airmail and air travel history. I thought it only appropriate to scatter travel posters and mail throughout the mural. The travel posters all pay homage to various decades of travel and each piece of mail will be addressed to someone of particular importance for Iowa City history. I want the mural to immediately honor the history of the air mail crusade, of which Iowa City was paramount. I want anyone who sees it to know that they, too, are a part of this history and that they are welcome to this beautiful city no matter where they are from. Assist Airport Manager in completing drawdown requests with Iowa DOT. I.B. ADDITIONAL SERVICES Consulting services performed other than those authorized under Section 1.A above shall be considered not part of the Basic Services or Construction Phase Services and may be authorized by the CLIENT as Additional Services. Additional Services consist of those services that are not generally considered to be Basic Services or Construction Phase Services; or exceed the requirements of the Basic Services or Construction Phase Services; or are not definable prior to the bidding of the project; or vary depending on the technique, procedures, or schedule of the project contractor. Additional services may include: 1. Task 2: This task does not include abatement of asbestos nor mold if found during demolition of the temporary wall covering. Any required abatement of either mold or asbestos will be considered additional work. 2. All other services not specifically identified in this work order. I.C. ITEMS PROVIDED BY CLIENT The following items are to be provided by CLIENT: 1. Task 1: If sign is to be lighted, Airport will specify where they desire to power sign from. Details will include sign only and plans of sign location and power runs if needed. I.D. ASSUMPTIONS Both Tasks: Project goals will be established with one meeting with the Airport Manager and Airport Commission members. Also, as cost estimates for both of these projects fall well below the threshold for either formal bidding or competitive quotations, a formal process to meet either of those thresholds will not be followed. Both grants (tasks) will include enough information in plans, details, and project requirements to allow potential contractors to prepare comparable quotes but not in-depth plan sets nor complete specifications. 2. Washington St.; Iowa City, lA 52240; 319-356-5010 TEMPORARY CONSTRUCTION EASEMENT AGREEMENT THIS AGREEMENT, made and entered into by and between the Iowa City Airport Commission, hereinafter "OWNER", and the Hills Bank and Trust Company, a domestic bank, hereinafter "HILLS." In consideration of their mutual promises herein, OWNER and HILLS agree as follows: OWNER states and covenants that the City of Iowa City, Iowa owns certain real estate legally described as Kennedy's Waterfront Addition -Part Three Lot 12, Iowa City, Iowa by virtue of legal and/or equitable title, which is part of the Iowa City Municipal Airport. OWNER further states it has all the powers with respect to said real estate as granted to t11e City of Iowa City except the power to sell the property pursuant to Section 330.21 of the Iowa Code. OWNER further states and covenants that the City of Iowa City is lawfully seized and possessed of said real estate and that OWNER has good and lawful right to convey this easement pursuant to Section 330.21 of the Iowa Code. 2. OWNER does hereby grant and convey to HILLS a temporary construction easement in, over and across that portion of OWNER'S property described as the easternmost 100' bordered by HILLS's property locally known as 1401 S. Gilbert St., Iowa City, lowa (hereafter "Temporary Easement Area") for the purpose of facilitating HILLS's stabilizing of the bank of the existing lake ("improvement"), which grant to HILLS shall include necessary grading, excavation, piling of dirt, regrading, restoration, placement of lip rap, storage of materials and equipment, and ingress and egress of persons and equipment to the Temporary Easement Area from the parking lot at 1401 South Gilbert Street as needed to complete said improvement. 3. The term of this Temporary Construction Easement will be for the period of time required by HILLS to complete the construction of the improvement, but in no event shall the duration of the Temporary Construction Easement extend beyond the date two (2) months after commencement of construction in the Temporary Easement Area. Construction shall begin by January 9, 2023. 4. With respect to the Temporary Construction Easement, OWNER grants the following rights: a. HILLS shall have the right to make excavations within the Temporary Easement Area, and to grade as HILLS may find reasonably necessary for the construction. HILLS covenants and agrees to protect such excavations during construction; to promptly fill said excavations following construction; and to hold OWNER harmless from third parry, liability during said construction. HILLS shall promptly backfiill any trench made by it, and repair any damages caused by HILLS within the Temporary Easement Area, but excluding the replacement of trees, shrubs and brush on the Easement Area. HILLS shall indemnify OWNER against loss or damage which occurs as a result of HILLS's negligent acts or omissions in the exercise of its easement rights herein. Once the Temporary Easement Area has been restored substantially to its prior condition, and except as expressly provided in this Temporary Easement Agreement, HILLS shall have no further responsibility for maintaining the Temporary Easement Area. C. HILLS shall have the right of ingress and egress to and from the Temporary Easement Area by such route within the Temporary Easement Area as shall occasion the least practical damage and inconvenience to OWNER. d. HILLS shall have the right to trim or remove all structures, fences, trees, brush, and any other landscaping features which may interfere with the exercise of HILLS's rights pursuant to this Temporary Easement Agreement. 5. HILLS covenants and agrees that existing driveways, fences, underground drainage tile or other site features, with the exception of trees, shrubs and brush, which are removed or disturbed shall, to the extent reasonably possible, be replaced by HILLS to conform with features or items removed during construction. 6. HILLS covenants and agrees to remove and stockpile existing topsoil from areas to be excavated, to be used in the event of any repair. Following installation of the improvement, all areas within the Temporary Easement Area which are disturbed will be graded to fonn a uniform slope, and topsoil shall be replaced and respread over disturbed areas, thereby restoring said area substantially to its prior condition, with the exception of the replacement of trees, shrubs and brush. 7. Indemnification. a. To the full extent permitted by law, HILLS agrees to defend, indemnify, and hold harmless OWNER against any and all claims, demands, suits, loss, expenses, including attorney's fees, and for any damages which may be asserted, claimed or recovered against or from the OWNER by reason of personal injury, including bodily injury or death, and property damages, including loss of use thereof, caused by HILLS's negligent acts, errors or omissions in performing the work pursuant to the provisions of this Agreement. b. HILLS assumes full responsibility for any and all damage or injuries which may result to any person or property by reason of HILLS's negligent acts, errors or omissions in connection with the work by HILLS pursuant to this Agreement, and agrees to pay the OWNER for all damages caused to the OWNER's premises resulting from the negligent acts, errors or omissions of HILLS.
