CALL TO ORDER: Chair Jerri MacConnell called the meeting to order at 5:30 p.m.

NEW BUSINESS
Meeting Participation for City Board. Commission and Committee Members: This item was deferred
until the August meeting. Staff noted that City Council is considering a resolution regarding board
members attending meetings via Zoom and would have more information at the next meeting.
FY23 CPRB Annual Report: The Board reviewed the draft FY23 CPRB Annual Report.
Motion by Townsend, seconded by Remington to forward the FY23 annual report to the City Council as
written.

OLD BUSINESS
Public Forum Discussion: The Board reviewed the draft flyer for the Public Forum scheduled on
October 3, 2023. The board was reminded that during the April Public Forum, a member of the public
mentioned that the flyer was confusing as it led him to believe that the only items that were allowed to
be discussed at the meeting were items that were submitted via email/mail prior to the meeting. Board
revised the sentence "Questions or comments to be addressed at the forum are due..." to "Questions
or comments can be addressed in person at the Community Forum. If you are unable to attend in
person, please submit items you would like addressed during the forum by email to CPRBna iowa-

city.org or mail to (City Hall address) by..." Neumann will submit these changes to the Communications
Department and include a second draft in the August meeting packet.
ICPD Core Values: Townsend stated at a previous meeting that he would like to talk about ways the
community can help to improve relationships with the Police Department. Chief Liston noted that he is
not comfortable in making suggestions to the community, however, the Police Department, through
community -based policing, will continue to do what they can to foster these relationships. Townsend
suggested that perhaps expanding on some of the existing programs like the Police Department's ride -
along program, for example, could assist in going further to improve these relationships.
ICPD INFORMATION CARDS: The Board reviewed the draft copy of the ICPD Information Cards
included in their meeting packet. Chief Liston shared some revisions to the card with the Board and
then asked members for their review and approval as amended.
Motion by Jensen, seconded by Downing, to approve the ICPD Information Cards as amended.

Remington suggested that the handing out of these cards become a Police Department policy. Liston
said that this will be added to the appropriate policy for the department.

BOARD INFORMATION
Jensen requested that the April Community Forum Summary be added to New Business on the August
agenda for Board review.
MacConnell asked to add an item to the agenda regarding the need for officers to be recognized for the
positive actions viewed on the body warn camera footage. Board members agreed that this is
something that would be noted during the review of reports during Executive Session and that all board
members are welcome to make comments.

Attached you will find the IAIR/CPRB 2023 2nd quarter summary report for the Iowa City
Police Department Internal Affairs/Community Police Review Board investigative file.
There were 5 non -criminal investigations involving 9 ICPD employees that were
received externally through on-line CPRB complaints. One of the complaints was the
same complainant from a previous 2023 CPRB complaint regarding the same issue.
The remaining CPRB complaint investigations remain under review. There were 3
internal complaints that were reported to supervisory staff on 3 employees that initiated
3 internally driven investigations for improper conduct an action. One investigation was
sustained, one withdrawn due to the employee resigning, and one is still under
investigation.

The Iowa City Police Department policy requires an employee to complete a written report for any
reportable use of force. Reportable use of force is defined in the Department's General Order 99-05,
which is titled Use of Force and available for public viewing on the department's website. This policy
provides employees with guidelines on the use of deadly and non -deadly force.
Upon receipt of the report, the supervisor is responsible for completing an administrative critique of the
force. This process includes interviews with involved employees, body worn and in -car camera review,
review of any additional available video, and review of written reports. The employee's use of force
report and the supervisor's critique is then forwarded to the Captain of Field Operations and the Chief of
Police for final review and critique.
On a monthly basis, the previous month's use of force reports and supervisor critiques are reviewed by an
administrative review committee consisting of a minimum of three sworn personnel. This Use of Force
Committee consists of two supervisors as designated by the Chief of Police and one officer, typically a
certified use of force instructor.
The Use of Force Review Committee met on April 4, 2023. It was composed of Lt. Fink, Sgt. K. Bailey,
and Officer Chad Fulton.
For the review of submitted reports in January 2023, the Review Committee documented the following
• 28 individual officers were involved in 17 separate incidents requiring use of force.
• There were no documented cases of an officer exercising his/her duty to intervene and the review of the
incidents did not indicate that an officer failed their duty to intervene.
• Out of the 17 use of force incidents, 15 involved force being used against people. There were two animals
euthanized by officers.
• Out of the 28 officers involved in the 15 uses of force incidents against people, 1 injury requiring medical
attention was sustained by a suspect, and 2 superficial injuries were sustained by officers.
• No violations of policy were noted during this review period.
• Out of the 15 uses of force against people, arrests were made 13 times (87%).
• Mental health was identified by officers as being a factor in 5 of the 15 uses of force used against persons
(33%).
• Drugs and/or alcohol was identified by officers as being a factor in 9 of the 15 uses of force against persons
(60%).
• Out of the 15 times force was used on persons, 1 was identified as a white female (6.7%), 4 were identified
as white males (26.7%), 6 were identified as black males (40%), 1 was identified as a black female (6.7%),
and 3 were identified as Latino males (20%).
• Out of the 15 uses of force against people, the average number of officers involved in the force was 1.87.
• In total during this time, the ICPD had 4,932 calls for service with 15 calls for service resulting in force
being used on persons (.30%).

synopsis:
The subject was on juvenile probation and had cut off his ankle monitor. The subject fled when he saw officers and the officers
pursued him. Officer 1 caught up to the subject and grabbed his coat, ordering him to the ground, but he refused to comply and
instead grabbed the officer's left wrist and put his elbow in the officer's chest. Officer 1 performed a leg sweep and pulled him
to the ground. The subject was stood up and refused to identify himself He then began twisting his body in different directions,
making furtive movements, and grabbing at Officer 2 who was trying to identify him, so Officer 2 grabbed the subject's right
arm to control him and issued him verbal commands to stop reaching for his pockets. The subject continued to struggle and
tense up, so Officers 1 and 2 safely lowered him to the ground and helped carry him to the grass where he was placed in his
stomach and handcuffed. The subject continued to kick at the officers while on the ground, and then tried to roll away and lay
flat when officers tried to photograph him for identification purposes. The subject passively resisted as officers escorted him
back to the police department. Inside the police department, the subject continued to struggle with officers and disobeyed
commands to remain seated. On two occasions Officer 1 grabbed the subject's right arm and right leg to assist him into the chair,
but the subject continued to stand, so Officer 2 gave him verbal commands to sit down, but again he refused and continued
advancing at officers. Officer 2 grabbed the subject's shoulder and pushed him back toward a seated position, but the subject
tried to stand again, so the Officer 2 placed their hand on the subject's lower neck and head area to prevent him from standing
up. The subject was walked to patrol car and sat down on the seat but refused to get in completely. Officer 1 pushed on the
subject's chest to get him further in the vehicle, but the subject blocked the door with his leg, so Officer 1 used their leg to press
against the subject's leg. Officer I's leg got pinned between the subject's leg and the seat, so the officer manipulated a pressure
point on the subject's lower mandible, causing the subject to pull his leg into the patrol car. At detention, the subject refused to
get out of the vehicle after multiple requests, so the Officer 1 grabbed the subject's left arm and belt loops of his pants and pulled
him from the vehicle. The officer had to escort the subject to the holding room because he passively resisted and refused to walk
at times. The officer lowered the subject into the prone position in the holding room due to his aggressive and resistive behavior
and removed the handcuffs. The defendant sustained a superficial injury to his li • the officers were not injured.

Officers were alerted to a "bad fight" occurring inside a restaurant downtown. The officer observed two individuals physically
fighting and proceeded to grab one subject around the waist to pull them away from another participant whom they had in a
headlock. The officer trapped the subject's left arm and took them to the ground on their left side, allowing the officer to gain
control and calm the subject down. The individual was not placed in handcuffs and cooperated for the duration of the incident.

Officers responded to the subject's residence to check their welfare. The subject displayed a knife and directed it toward their
head as they spoke with firefighters. Both officers drew their tasers and focused the red dots on the subject. One officer holstered
their taser once communication was established, and through de-escalation efforts the subject eventually threw the knife away
and voluntarily went to the hospital.

The subject was trespassed from a store and was stopped by the officer after leaving. The subject yelled "rape" and tried to flee
when the officer requested their name. The officer grabbed the subject's right shoulder and placed them against the wall, again
requesting their name, which the subject refused to provide. The officer grabbed the subject's right hand and placed it behind
their back, and then grabbed the subject's phone they were holding in thew left hand, prompting the subject to turn around and
hit the officer in the chest and push them against a wall. The officer grabbed the subject's sweatshirt with both hands and used
a leg sweep to lower them to the ground, at which point the officer was able to get the subject's right hand behind their back.
The subject continued to resist and not submit their left arm for handcuffing. A second officer arrived and was able to help pull

The subject balled their fist and began walking toward the officer after threatening to punch them. The subject swung at the
officer, which the officer was able to block with their arm, and then the officer pushed the subject's arm out of the way and
pushed them to the ground. The subject landed in a kneeling position with their head on the ground. The officer successfully
handcuffed the subject and eventually helped them into a seated position.

Officers responded to a school to take a juvenile subject into custody at the request of ajuvenile probation officer. The subject
fled out the back door of the gym after learning that police officers were at the school. The subject encountered an officer waiting
outside the door and began throwing punches at the officer when the officer went to take them into custody. The subjects'
punches struck the officer in the chin and chest, knocking the body worn camera to the ground. The officer took the subject to
the ground where the subject continued to throw punches. The subject was on his back, so the officer used their knees to pin
both of the subjects' arms to the ground. Additional officers arrived shortly thereafter and handcuffed the subject. The officer

Synopsis:
The subject (driver) became immediately confrontational when asked to roll down his window during a traffic stop, nor would
he provide identification or step out of the vehicle when asked. Concerned the subject might try to flee, Officer 1 opened the
driver's door and continued to give verbal commands for the subject to exit the vehicle. Officer 1 then attempted to pull the
subject from the vehicle by his wrists, but the subject pulled back into the seat and refused to comply. When Officer 1 reached
under the steering column to remove the keys, the front seat passenger grabbed the officer's hand to pull it away from the keys,
and the rear seat passenger pulled on the officer's other arm to try and pull them away. Officer 1 continued to issue verbal
commands to gain compliance but was unsuccessful. Additional officers arrived and began dealing with the front and rear seat
passengers and extracting them from the vehicle. The rear seat passenger was eventually arrested, but the front seat passenger
continued to struggle. During this time, the driver grabbed Officer l's hands and tried to pull them off him. Officer 1 struck the
driver in the face with a closed fist, causing him to let go, and then sprayed the driver and front seat passenger with chemical
irritant. Officers 1 and 2 then pulled the driver from the vehicle and handcuffed him on the ground.

synopsis:
Officer 1 was attempting to arrest the driver of a vehicle when the rear seat passenger grabbed the officer's right hand. Officer
2 hit the subject's hand several times to try and break his grip but was unsuccessful. Officer 2 then opened the rear door, which
diverted the subject's attention, and grabbed the subject's left hand and sprayed him with chemical irritant. Officer 2 pulled the
subject from the truck and, with the assistance of another officer, was able to handcuff him. While walking the subject to the
patrol car, the subject pulled away from the Officer 2's grip as if to flee, so the officer bear hugged the subject and performed a
leg sweep to take him to the ground. The subject was placed in the patrol car without further incident. There were no officers
injured in the incident; the subject sustained an ankle injury and was treated at the hos pital.

The subject was the front seat passenger in a vehicle and interfering with the arrest of the driver. After refusing multiple times
to exit the vehicle, Officer I attempted to pull the subject out by his arms and legs, which was ineffectual, so the officer placed
interlaced fingers behind the subject's head and pulled, trying to get the subject's body to follow the movement, which was again
unsuccessful. Officer 2 had entered through the driver's side and grabbed the subject's waist and left arm to dislodge him and
push him out of the vehicle toward the officers on the passenger side. During the struggle inside the vehicle, Officers 3 and 4
sprayed the subject with chemical irritant, but he continued to resist and engage in assaultive behavior, so Officer 3 drew their
laser and performed a drive stun on the subject's thigh with minimal effect. The subject was partially out of the vehicle but still
non -compliant, so Officer 3 delivered a second drive stun to the subject's lower back, causing the subject to fall to the ground

Officers placed the subject under arrest for trespass and littering. Officer 1 pulled the subject's right arm behind his back as
Officer 2 attempted to pull the subject's left arm behind him for handcuffing, but the subject began to resist. Officer 1 was able
to place a handcuff on the subject's right wrist and gave him verbal commands to stop resisting and relax, but he continued to

The subject was ordered multiple times to exit the patrol car and she eventually complied. The officer told the subject to turn
around and place her hands behind her back, but she refused, so the officer reached for her hands to handcuff her, prompting the
subject to back up against the door and pull her anus away. The officer grabbed the subject's arms, pulled them behind her back,
and was able to complete the handcuffing process. The subject was transported to the police department for drunk driving.
Following the drunk driving investigation, the subject refused to walk out of the processing room, so the officer grabbed her arm
and escorted her outside to the patrol car where she refused to face the car. The officer held her against the car while unlocking
the door, at which point the subject refused to get in and ignored multiple commands to do so. The officer eventually pushed the
subiect into the back seat.

Officers responded to a domestic disturbance and, upon learning that the subject was holding down the victim —who was crying
and possibly being choked— gave verbal commands to open the door and eventually forced entry by kicking it in. Officers
entered, drew their firearms, and went upstairs where they gave verbal commands for the occupants to exit a bedroom with hands
in sight. Officers had their firearms at low -ready. The victim exited the bedroom fast, followed by the subject who was ordered
to put his hands behind his back. The subject tensed his anus, so Officer 1 used their right forearm to straighten the subject's
arm, pushing on his elbow to get his hands behind his back, while Officer 2 held the subject's other arm and pulled it behind his
back. The subject tried to stop his momentum as Officer 1 escorted him from the residence, so the officer grabbed the subject's
right arm and pushed him in the back to walk forward. Officer 1 held their hand in the subject's back to keep him from turning
around. The subiect was placed in a patrol car and transported to iail.

Officer 1 responded to a local business for a theft issue and made contact with the subject, who was seated on the floor drinking
a beer. The subject stood up and attempted to punch Officer 1 multiple times, but the officer was able to stop the punches and
hold the subject's arms in front of him as he was escorted out of the store. Officer 2 arrived to assist and grabbed the subject's
arm to pull it behind his back for handcuffing, but the subject began to pull away and again tried to punch the officers. Officer
1 then performed a lee sweep on the subiect and took him to the around where officers were able to handcuff him.

The Iowa City Police Department policy requires an employee to complete a written report for any
reportable use of force. Reportable use of force is defined in the Department's General Order 99-05,
which is titled Use of Force and available for public viewing on the department's website. This policy
provides employees with guidelines on the use of deadly and non -deadly force.
Upon receipt of the report, the supervisor is responsible for completing an administrative critique of the
force. This process includes interviews with involved employees, body worn and in -car camera review,
review of any additional available video, and review of written reports. The employee's use of force
report and the supervisor's critique is then forwarded to the Captain of Field Operations and the Chief of
Police for final review and critique.
On a monthly basis, the previous month's use of force reports and supervisor critiques are reviewed by an
administrative review committee consisting of a minimum of three sworn personnel. This Use of Force
Committee consists of two supervisors as designated by the Chief of Police and one officer, typically a
certified use of force instructor.
The Use of Force Review Committee met on April 4, 2023. It was composed of Lt. Fink, Sgt. K. Bailey,
and Officer Chad Fulton.
For the review of submitted reports in February 2023, the Review Committee documented the following:
• 18 individual officers were involved in 10 separate incidents requiring use of force against 10 people.
• There were no documented cases of an officer exercising his/her duty to intervene and the review of the
incidents did not indicate that an officer failed their duty to intervene.
• Out of the 10 use of force incidents, 9 involved force being used against people. There was I animal
euthanized by officers.
• Out of the 18 officers involved in the 9 use of force incidents against people, 0 injuries were sustained by a
suspect, and injuries were sustained by officers.
• No violations of policy were noted during this review period.
• Out of the 9 uses of force against people, arrests were made 8 times (88.9%).
• Mental health was identified by officers as being a factor in 2 of the 9 uses of force used against persons
(22.2%).
• Drugs and/or alcohol was identified by officers as being a factor in 4 of the 9 uses of force against persons
(44.4%).
• Out of the 10 times force was used on persons, 1 was identified as a white female (10%), 3 were identified
as white males (30%), 3 were identified as black males (30%), 1 was identified as a black female (10%),
and 2 was identified as a Latino male (20%).
• Out of the 10 uses of force against people, the average number of officers involved in the force was 1.80.
• In total during this time, the ICPD had 4,425 calls for service with 9 calls for service resulting in force
being used on persons (.20%).

Officer 1 arrested the subject for Robbery I' Degree and placed him in handcuffs without incident. The subject tensed up and
pulled away from the officer, prompting the officer to grab the subject's arm, pull him toward the squad car, and push him in his
back to prevent him from pulling away. The subject then refused to get in the squad car and ignored commands to do so. Officer
1 pushed the subject by the middle of his back and hips and forced him into the vehicle while Officer 2 pulled him in from the
other side, causing him to land in a prone position with his head extending out the other side. Officer 1 opened the other door
and the subject kicked the officer, so the officers pulled the subject out of the vehicle and sat him down. Officer 1 lifted the
subiect up to place him in the vehicle while the other Officer 2 euided his lees.

The subject attempted to flee from the officer and was quickly apprehended and handcuffed without incident. The subject then
refused to get into the back of the squad car after multiple commands to do so. The officer placed their left hand on the subject's
right shoulder and their left hand on his chest to guide him into the back of the vehicle. The subject continued to push back, so

Officers responded to the public library on the report of a male who had just assaulted a female. Officer I located the subject,
who was out of breath, bleeding from the lip, and unresponsive to the officer's instructions to sit down. The subject turned to
walk away, prompting the Officer 1 to grab the subject's shirt to stop him. The subject pulled away and fell to the ground,
softened by the Officer 1's grip on him. The subject laid on the ground and the officer asked if he needed an ambulance, to
which he replied yes, then returned to his feet. Officer 1 kept distance with their left arm extended, but the subject continued to
reach toward the officer and push their hand away. Officer 1 used their right hand to throw the subject's left hand away creating
space. Officer l grabbed the back of the subject's left triceps and left wrist, using the subject's momentum to take him to the
ground. Once on the ground, the Officer 1 maintained a grip on the triceps and wrist as the subject made attempts to stand to his
feet with the officer continuing to advise him to stop. Officer 1 advised the subject several times to place his hands behind his

back with his response being no. Officer 1 attempted to pull the subject to his stomach to place his hands behind his back using
the same grip on his wrist and triceps. The subject continued to tense his body up and refused to do as the officer instructed.
Officer 1 placed their right knee onto the subject's left arm and kept their weight on him with the left hand continuing to hold
his wrist. The subject continued to tense up with the officer giving verbal commands to stop and place his hands behind his back.
The subject continuously advised no. Officer 1 grabbed a hold of the subject's right and left hand and held him there until other
officers arrived. Other responding officers assisted in rolling the subject into a prone position for cuffing by grabbing his anus
and wrists, attempting to turn him over, but the subject continued to struggle, sit up, and return to his back. The officers were
able to get the subject to his stomach and hold him by his arms and legs for cuffing. The subject was eventually cuffed and

Officers responded to assist another officer with individuals fighting. One subject was placed in handcuffs after he assaulted a
staff member and the officer, and then attempted to walk away with other people, still handcuffed. An officer approached the
subject and grabbed his arm to escort him back to a patrol car, but the subject struggled, kicked, and tried to get away. The
subject continued to push and pull away from officers to break free, refusing to get into the patrol car, and eventually kicking an
officer. De-escalation efforts were unsuccessful. An officer held onto the subject as another officer grabbed the subject's arm
from the other side and nulled him into the back of the oatrol car.

synopsis:
A subject was placed in the patrol car following an arrest for assault. Another subject ran up and opened the patrol car door,
prompting an officer to push her away and shut the door. The subject then approached

Officers responded to the report of an armed robbery and located the suspect vehicle with two occupants inside. Both officers
drew their firearms and pointed them at the subjects, giving them verbal commands to exit the vehicle. The passenger subject
complied and was taken into custody without incident, but the driver subject failed to comply and fled the scene in the vehicle.

The subject was on his bike and approached by an officer who intended to address an outstanding warrant for his arrest. Officer
1 grabbed the subject's right wrist, prompting the subject to tense up and breathe heavily. Officer 1 instructed the subject multiple
times to get off his bike, but he did not listen and instead gripped the handles tightly and refused to let go. Officer 1 eventually
grabbed the subject's right wrist with both hands and again instructed him to get off the bike, but he failed to comply. Officer 1
pulled on the subject's wrist and he eventually released his grip, but then tried to pull away. Officer 1 pulled the subject's right
wrist behind his back as Officer 2 placed a handcuff on it. Officer 3 assisted by pulling the subject's left arm behind his back
where he was successfully handcuffed. Officers had to escort the subject to a patrol car because he refused to walk on his own.
During the walk he attempted to fall to the ground. Officer 1 placed their hands under the subject's left armpit and helped carry
him to the patrol car. At the patrol car the subject refused to place his feet inside, so Officer 2 pulled the subject in from the
other side.

Officers responded for a welfare check on a suicidal subject. The subject came to the door with a long kitchen knife in his right
hand, which was down by his right leg. The officer drew their gun and pointed it at him, telling him to drop the knife. He tried
to shut the door and the officer blocked it open with their left leg and continued to tell him to drop the knife. He dropped the
knife and began to cry. The officer holstered their gun and took him by the left hand while he calmed himself The subject was
transported to the hospital for treatment.

The subject was refusing to leave a local hotel after being told by staff and an officer she had to leave. The officer escorted her
out by placing their hands on her shoulders and walking her out from behind. The subject was eventually arrested and when the
officer took her left wrist with their hand, she firmly held it down by her side and refused to put it behind her back. The officer
pulled her arm behind her back by force and completed the handcuffing process. The subject then attempted to stand in place
when being told to walk to the squad car and officers had to walklescort her while holding her arms. At the patrol car she refused
to stop turning toward the officer, so the officer turned her to the car by grabbing her shoulders and turning her away. When she

The Iowa City Police Department policy requires an employee to complete a written report for any
reportable use of force. Reportable use of force is defined in the Department's General Order 99-05,
which is titled Use of Force and available for public viewing on the department's website. This policy
provides employees with guidelines on the use of deadly and non -deadly force.
Upon receipt of the report, the supervisor is responsible for completing an administrative critique of the
force. This process includes interviews with involved employees, body wom and in -car camera review,
review of any additional available video, and review of written reports. The employee's use of force
report and the supervisor's critique is then forwarded to the Captain of Field Operations and the Chief of
Police for final review and critique.
On a monthly basis, the previous month's use of force reports and supervisor critiques are reviewed by an
administrative review committee consisting of a minimum of three swom personnel. This Use of Force
Committee consists of two supervisors as designated by the Chief of Police and one officer, typically a
certified use of force instructor.
The Use of Force Review Committee met on April 4, 2023. It was composed of Lt. Fink, Sgt. K. Bailey,
and Officer Jenny Clarahan.
For the review of submitted reports in March 2023, the Review Committee documented the following:
48 individual officers were involved in 24 separate incidents requiring use of force.
• There were no documented cases of an officer exercising his/her duty to intervene and the review of the
incidents did not indicate that an officer failed their duty to intervene.
• Out of the 24 use of force incidents, 20 involved force being used against people. There were 4 animals
euthanized by officers.
• Out of the 48 officers involved in the 20 use of force incidents against people, 0 injuries were sustained by
a suspect, and 1 superficial injury was sustained by officers.
• No violations of policy were noted during this review period.
• Out of the 20 uses of force against people, arrests were made 15 times (75%).
• Mental health was identified by officers as being a factor in 7 of the 20 uses of force used against persons
(35%).
• Drugs and/or alcohol was identified by officers as being a factor in 14 of the 20 uses of force against
persons (70%).
• Out of the 20 times force was used on persons, 3 were identified as white females (150/6), 10 were identified
as white males (50%), 4 were identified as black males (20%), 3 were identified as black females (15%),
and 0 were identified as Hispanic or Other races.
• Out of the 20 uses of force against people, the average number of officers involved in the force was 2.2.
• In total during this time, the ICPD had 4,974 calls for service with 20 calls for service resulting in force
being used on persons (.40%).

The officer responded to a trespass and located the subject outside of the location. The officer placed their right hand on the
outside of the subject's right bicep and their left hand on top of his left shoulder. The subject started to pull away from the officer.
The officer grabbed the subject's left wrist with their left hand and secured his left hand in the cuff. The subject had his right
hand in front of him which the officer pulled to his back by grabbing his right wrist with their right hand and then placed it in
the right cuff. The officer placed their left hand on the inside of the subject's right elbow and escorted him back to the squad
car. The officer had to apply pressure with their right forearm to the subject's upper back to keep him from moving as the officer
searched him. As the officer was trying to get the subject into the squad car, he lost his balance and fell to the ground. The officer
attempted to get the subject back into a seated position, but he would not comply. The subject started kicking and inching away
from the officer while on the ground. The officer knelt down next to the subject and placed their left hand on his left knee to stop
him from kicking and placed their right hand on his left shoulder to keep him in place. The officer assisted the subject into a
seated position by placing their left hand on the outside of the subject's left bicep and placed their right hand on the subject's left
shoulder blade in order to support him as the officer pulled him up. The officer placed their right hand under the subject's left
armpit and with assistance of another officer stood him up. At the hospital for making suicidal comments, the subject was sitting
in a transport wheelchair with his hands cuffed behind his back and was attempting to stand up and walk away. The officer placed
their right hand down on the subject's left shoulder to keep him in a seated position. The subject kept pushing against the officer's
hand to stand up. The subject threw a kick which hit the lower portion of the officer's vest. The officer wrapped their left arm
over the subject's left leg and then placed their right hand over the subject's left thigh to keep him from kicking. The officer then
wrapped their right arm over the top of the subject's left leg due to him continuing to try and kick. The officer applied pressure
with the knuckles of their right hand onto the subject's left shin and rubbed them back and forth to gain compliance, and he
eventually relaxed his leg. The subject agreed to calm down and was released from the position he was in. The subject was taken
back to the officer's squad car in the transport wheelchair. The officer put their left hand under the subject's armpit and with
assistance from security stood him up. The subject sat down in the back of the squad car. The officer picked up the subject's
right leg with their right hand and assisted placing his leg inside the squad car. The officer also had their hand on the subject's
lower back to give him a push inside the squad car. The officer pushed the subject's left foot into the squad car with their left

Officers conducted a bar check and eventually escorted the subject out of the bar to speak with him about his ID. The subject
continued to ignore the officers' requests for identification and was placed under arrest. One officer grabbed the subject's left
wrist to place him into handcuffs. The officer used their arm to leverage the subject's body to turn him around, facing away from
the officer. The subject resisted, pulling his right arm away and turning and facing towards the officer. Another officer grabbed
the subject's right arm and pushed his body against a nearby window, but the subject continued to pull his arms away from
officers. The first officer told him if he did not submit his hands, he would be pepper sprayed. The subject continued to refuse
to put his hands behind his back. The officer delivered a short burst of pepper spray to the right side of the subject's face. The
officer then used their leg to knock off his balance, essentially tripping him forward, and performed a controlled takedown, taking
him to the ground. The other officer held the subject's right arm and pushed him toward the ground. Once on the ground the
subject continued to refuse to place his hands behind his back. The officer again delivered a short burst of pepper spray to the
front of his face, which allowed the officer to be able to get his left arm behind his back. An officer then placed the subject into

Officer 1 informed the subject she was under arrest for assault, and she said she wanted to call someone first. Officer 1 gave her
ample time, but she continued to stall. Officer 1 grabbed her wrist and told her to put her hands behind her back and she pulled
away. Officer 1 tried to pull her right wrist behind her back, but she would not relax her arm. Officer 2 grabbed her other wrist
and bent her wrist upwards towards her back, holding it behind her back. Officer 2 also placed their knee on her lower back to
keep her from pushing off of her vehicle. Officer 2 held their knee on her lower back until the subject complained somebody
was on her back. Officer 2 kept the subject's arm behind her back and her wrist bent until Officer 1 was able to place the subject
in handcuffs. After multiple lawful orders to place her hands behind her back. the subiect finally complied.

The officer responded to a disturbance and upon arrival found the subject hysterically pounding on the door to the male dormitory.
The officer tried to get her attention numerous times to talk and figure out why she was behaving like she was but she would not
speak with the officer. Instead, she moved a mobile wardrobe to block herself from the officer, who pushed it back toward its
starting place, and she went back to the door to try and force it open. The officer was unable to get anywhere trying to de-escalate
the subject as she would not even engage in any sort of dialogue. The officer continued to attempt de-escalation with her until
she pulled on the door handle hard enough, breaking the metal door handle into two pieces. The subject then started to swing a
substantial piece of metal wildly, mostly toward the door. When she started to swing this metal around, the officer grabbed her
right wrist to get control of the door handle, pulling her right arm down with their arms as the subject fell to the ground into a
semi -seated position. She then spun away from the officer and grabbed onto a nearby glass railing with her right hand. The officer
pulled her hand off the glass by pulling back on her thumb, breaking her grip. The officer then pulled her to a prone position with
her right arm and placed their knee beneath her buttocks to try and handcuff her. The subject was able to spin her hips around
and lay in a supine position. The officer then had to pull the subject's arm straight above her and roll her into a prone position,
again placing their knee below her buttocks. The officer then forced both hands behind her back and was able to get them cuffed.
Before the officer was able to double lock the cuffs, the subject was able to pull her left hand out of the cuffs while the officer
held onto the cuffs with her right hand still in them. She was then quickly able to slip her right hand out of the cuffs. It was at

Officers were called to a local park for a suicidal male who was armed with a handgun. Officer 1 exited their vehicle and walked
over to other officers arming themselves and placing squad cars between the oncoming truck and themselves. Officers had their
weapons at a "low -ready" as the truck came to a stop approximately 10 yards in front of them. Officer 2 gave the subject verbal
commands to put his hands up and exit the vehicle. Officers kept their weapons at "low -ready" as the subject slowly walked to
their position with his hands above his head. As the subject came to a parallel with the officers' position, Officer 1 patted him
down for weapons, with his hands still above his head. Officer 1 acknowledged he was clear of weapons, and officers placed
their firearms in a safe nosition. Three additional officers had firearms dismlaved during the incident.

Synopsis:
The officer responded to the subject spray painting the reporting party and victim's door. Officers made contact with the subject
nearby. The officer placed the subject into handcuffs behind her back, checked for proper fit using their right index finger and
double locked the handcuffs. The officer advised the subject to walk to their squad car. The subject began walking toward the
squad before planting both feet into the ground and leaning her body weight backwards stopping her momentum from walking
forward. The officer advised the subject to keep walking and she continued to keep her feet planted with her weight leaning
backward. The officer grabbed the subject by her left hand using their right and left hand and placed it over the top of her
handcuff, applying pressure in order to gain compliance and get her to start walking forward. The subject began to walk forward
with the officer keeping a hold of her wrist to keep control of her and continue to get her to walk forward without making an
attempt to stop. The subject was placed into the back of the squad without further issues.

Synopsis:
The officer was dispatched for a male being aggressive and threatening staff. The officer arrived on scene and saw the subject
yelling at a male and staff inside. The subject approached a male in an aggressive fighting stance, pointing his finger at the male.
Observing this the officer entered the premise and told the subject to get on the ground. The subject turned toward the officer
aggressively and began yelling something, refusing to get on the ground. The officer unholstered their taser and pointed it at the
subject and instructed him to get on the ground. The subject refused to get on the ground. The subject said no and refused to get
on the ground. The subject turned away from the officer and put his hands behind him but refused to comply with the officer's
orders to go to the ground. The officer grabbed the subject by his jacket and placed their right foot in front of his left and pushed
his upper body forward allowing the officer to control his fall to the ground. Once on the ground, the subject complied and
allowed the officer to handcuff him while lying on his stomach.

Officer 1 made contact with the subject to address an outstanding warrant for his arrest and detained him handcuffs until the
warrant was confirmed, at which time Officer I told the subject he was under arrest. Officer 1 grabbed ahold of the subject using
their right and left hand grabbing the subject's right arm and placed him onto the front of the squad car. Officer 2 grabbed his
left hand and applied pressure backwards to have the subject stand up straight as Officer 2's right hand gripped his left bicep.
Officer 2 continued to hold him in this position while he forced his way up to a standing position. Officer 2 applied pressure
again and the subject bent at the waist with his head over the car The subject had a grip on a suspected meth pipe in a jacket
pocket and would not let go. Officer 1 advised the subject if he continued to resist and did not let go of the pipe he was going to
get sprayed with pepper spray. The subject again attempted to pull his body weight backward away from officers and was again
placed back onto the front of the squad car. To gain compliance, Officer 1 continued to give the subject clear verbal commands
to let go of the pipe or he would get sprayed. Officer 1 pulled their pepper spray from its holster and pointed it at the subject
again, advising he was going to get sprayed if he did not let go. The subject continued to hold onto his pocket refusing to let go.
Officer I sprayed a short burst of pepper spray into the subject's eyes hoping to gain compliance. The subject turned away from
officers and continued to grip his jacket pocket. Officer 1 placed their pepper spray back into its holster, grabbed the subject's
legs using their right and left hand and pulled them from underneath him. The subject fell backwards and caught himself on his
feet. Officer 1 grabbed the subject's legs again in an attempt to get him onto the ground and get his hand away from his pocket.
Both officers took the subject to the ground still gripping his pocket. The officer placed their left knee onto the subject's legs to
keep him from kicking Officer 2 or getting up and fleeing. Using their right hand, Officer 1 pushed the subject's head down and
away from officers and placed their right knuckle into the side of his cheek bone in an attempt to gain compliance. Officer 1 held
their knuckle on the subject's cheek. The subject moved his head back and forth to resist the compliance move on his cheek.
Using their right hand, Officer I continued to hold the subject's head in place by pushing him towards the ground due to him
being sprayed with pepper spray and the worry of officers being spit on while attempting to gain compliance in getting the subject
to let go of his pocket. Officers were able to retrieve a clear glass pipe used for smoking methamphetamine with burnt meth
residue from the subject's jacket pocket. The subject was helped to his feet and placed into the back of a squad car and transported
to iail.

Officers responded for a noise complaint involving a subject with whom they had recent issues, including an assault with a bat.
Officers confronted the subject, who had a half drank bottle of whiskey in his hand and was slurring his speech and speaking
nonsense. Officer 1 informed the subject he was under arrest for public intoxication. Officer 1 reached for the subject's arm
and he tensed up and wouldn't let Officer 2 or Officer I move his arms. A knife the subject was carrying in his waist band fell to
the floor while Officer 1 was grabbing his arm. The subject refused to relax and tried to pull away. Officer 3 sprayed the subject
with pepper spray to try and incapacitate him without using more force. The pepper spray did not have the desired effect and the
subject continued to thrash. The three officers dragged the subject out of the elevator by the arm, and Officers 2 and 3 again tried
to move his arms behind his back. He was on his back and continued to thrash on the floor while cursing and spitting. Officer
2 grabbed the subject's left arm with both hands to roll him over. The subject continued to resist so Officer 1 drew their taser
and ordered the subject to stop resisting or he would be tased. Officer 2 then used both of their hands to place the subject's left
arm behind his back, Officer 3 forced his right arm behind his back, and Officer 2 put handcuffs on him. The subject had
previously removed bandages on his feet when officers dealt with him earlier in the night. His feet looked like they were rotting
and were bleeding. The ambulance came to transport him to the hospital, and Officer 1 placed one of their spit masks on the
subject's face. While the subject was being carted away, he spit on officer l's eye and lip. The subject continued to be hostile in

The officer responded for the subject trespassing on the victim's property. The subject also had a warrant for his arrest. The
subject ignored the officer's lights and commands to stop walking. The officer exited their squad and advised the subject to stop
walking, but the subject began to yell at the officer to leave him alone and refused to stop walking. The officer continued to give
verbal commands to the subject who kicked off his sandals and began to run westbound. The officer pursued the subject, advising
him to stop, but he continued to run and ignore commands. The subject ran towards parked cars in the area and jumped on top
of one them, continuing to run southbound. The officer caught up to the subject in a parking lot just south of a nearby intersection.
The subject turned toward the officer, so the officer lowered their shoulder and tackled the subject to the ground. While on the
ground the subject tucked his hands under his person and refused to give them up. Officers on scene advised the subject he was
going to get sprayed to gain compliance. The subject removed his arms and placed them behind his back. The officer placed the
subiect into handcuffs and double locked them. The subiect was placed into the back of a squad car and transported to iail.

Officers knocked on the open door to the residence while attempting warrant service on an individual known to live there. The
subject walked down the stairs toward the door holding a black firearm in his right hand, down by his side. Officer 1 saw the
firearm and drew their handgun, giving the subject orders to drop the gun. The orders were initially ignored, and the subject
continued to walk toward Officer 1, who continued to give orders at gun point as he walked forward because he had not raised
the gun yet. Officer 2 also drew their firearm and pointed it at the subject. When next to the door, the subject did finally put the
gun down and was given orders to step away from it. After he was a safe distance away, Officer 1 bolstered their firearm,

Synopsis: -
Officers were conducting surveillance on the subject in order to apprehend him while coordinating with the victim. The subject
had been threatening to shoot the victim and had made multiple comments about having a firearm and wanting to attempt suicide
by cop. The subject is known to carry knives on his person as well. The subject was in the area and was observed running into
the victim's building. Officer 1 entered the victim's apartment with their department issued firearm drawn due to the
aforementioned known weapon information involving the subject. The victim confirmed the subject was in the apartment and he
was located behind the door of a closet and was given multiple commands to produce his hands from behind the door. The subject
refused to comply with these commands multiple times, and Officer 1 continued to point their firearm at the subject and issue
commands as Officer I could not confirm he did not have a weapon behind the door. Officer 2 deployed pepper spray and the
subject showed his hands and moved from behind the door. Officers 1 and 2 grabbed ahold of his right hand and pulled him from
behind the door before placing his arm behind his back. Officers 1, 2, and 4 pushed the subject toward the bed and directed him
onto it and held him in place as he was yelling and attempting to kick his legs. Officer l placed the subject into handcuffs while
holding onto his upper right arm. Officer 5 used their hands to physically pull his hand cuffed hands out from under his stomach
and away from his waist band. While conducting a search incident to arrest, the subject refused to open his hand for officers.
Officer 2 placed their left hand on top of the subject's head and their right index finger knuckle on his cheek bone and applied
pressure in an attempt to gain compliance. The subject then opened his hand. Officer 1 attempted to help the subject walk out to
the patrol vehicle but he would not walk and was continuing to flail and kick his legs. The subject wrapped his feet around the
bottom of the bed, so Officers 1, 2, 4, and 6 grabbed ahold of his legs and assisted other officers in lifting the subject off the
ground and carried him to the patrol vehicle while holding his legs. The subject refused to get into the vehicle, Officer 1 grabbed
ahold of his right arm again and picked him up and placed him in the rear of the vehicle where Officer 3 helped pull him through
into the vehicle.

Synopsis:
Officers responded to a local residence on report of the subject trespassing. Officers and the mental health liaison gave the
subject options on where to go, but she refused those options, prompting officers to place her under arrest. The subject had her
left hand free which Officer 1 grabbed with their left hand, then put their right hand on the subject's left shoulder to keep her
from moving. Officer 2 held her left wrist while Officer 1 attempted to get her right hand free. Officer 2 bent her wrist back to
try and get her to comply by pain compliance, but it did not appear that she was feeling any pain. Officer 2 instructed her to
stop resisting but she did not comply. Officer 1 placed a cuff around the subject's left wrist and double locked the cuff. Officer
I tried to pull the subject's right hand from underneath her with their right hand, but she would not release it. Officer 1 continued
to pull on the subject's right arm, who had balled herself up in the fetal position and put her right hand down in-between her legs.
The subject continued to ignore all commands to give her hand to Officer 1. Officer 1 pulled their pepper spray out and told the
subject to submit her hand or she would be sprayed. The subject then relaxed her right arm at which this point Officer 1 put their
pepper spray back in its holster and pulled her right arm behind her back. The subject then rolled onto the left side of her body
trying to conceal her left hand under her, and then transitioned into the fetal position by pulling her right hand away from Officer
1 and again put her right hand back in between her legs. The subject got up from her seated position at which point Officer 1
wrapped both of their arms around her in a bearhug and tried to use body weight to lay her flat. The subject was sprayed with
pepper spray by Officer 2. Officer 1 got up in a standing position behind the subject and placed both of their hands in the middle
of her upper back, at which point the subject rolled into the fetal position again. Her left arm came free which Officer 1 grabbed
using their left and right hand, trying to drag the subject out of the garage due the limited space available. The subject was now
on her back with her right hand on her face. Officer 1 had a hold of the subject's left wrist and elbow to keep her from moving
her arm. The subject was now laying on the right side of her body with her arm underneath her again. Officer 2 grabbed the
subject's left arm while Officer 2 instructed the subject to submit her right hand. The subject did not listen to the command.
Officer I then warned the subject two more times she was going to get sprayed with pepper spray if she did not submit her hand.
Officer 1 then sprayed the subject once in the face with pepper spray, causing the subject to release her hand from underneath
her which she brought to her lower back. Officer 1 then double locked the handcuff on the subject's right hand. Officer 1 placed
their left hand on the outside of the subject's left bicep and helped her roll over on to her side. Officer 1 then put their right hand
on the back of the subject's elbow while helping her up into a seated position. Officer I placed their right hand under the subject's
left armpit and their left hand on outside of the subject's left bicep and with help of Officer 2 stood the subject up. After this
Officer 1 made the decision to leave the subject in a seated position for medical to check on her. The subject refused medical
assistance. Officer 1 escorted the subject back to my squad car by puttingboth of their hands on her left elbow.

The subject was arrested for Public Intoxication and was being investigated for a theft. After the officer secured the subject in
handcuffs, the officer leaned over to pick up stolen merchandise in her possession. The subject walked over to the officer and
kicked them in the face. Officer 1 caught the subject's foot before she could put it back on the ground, then stood up, wrapped
her up in a bear hug, and swept her legs out from beneath her to take her to the ground. The officer held the subject on the ground
in the recovery position until another unit arrived and took custody of her. The officer sustained reddening to their left cheek
and a headache from the subject's kick. The subject denied medical attention related to this use of force, but claimed she was
suicidal and was transported to the hospital to address that issue.

Officers responded to a local residence on the report of the subject trying to set himself on fire and set furniture on fire in the
garage. He was later discharged from the hospital and arrested for arson and child endangerment. At the patrol vehicle the
subject was given clear and simple commands to sit in the patrol vehicle. He stated he would not sit in the patrol vehicle and
refused to sit down. He was given multiple commands to do this but did not comply with any of them. After exhausting all efforts
to get him to comply he was given a warning that the officer would be forced to make him sit in the patrol vehicle. When he
again refused to sit down, the officer pushed on the subject's lower abdomen, in a downward motion, with their right fist. This
caused the subject to bend at his waist and to fall into the seat of the patrol vehicle. His legs were then put inside the vehicle and

While officers were conducting a bar check, the subject ran into the back of the officer. The officer turned around and asked him
for his ID. The subject was visibly intoxicated with bloodshot watery eyes, slurred speech, and a strong odor of ingested alcoholic
beverage on his breath. The subject insisted he did not have an ID. The officer asked the subject multiple times for his ID, which
he continued to say he did not have. The officer eventually told the subject to step outside and that he was going to receive a
ticket for being underage in the bar past 10 p.m. The officer escorted the subject to the side door of the main bar. The subject
was directly in front of the officer. As soon as the subject stepped outside of the door, he attempted to inn. The subject mined
southbound down the alley, which is a dead end. The officer grabbed the subject as he was attempting to run, and pushed him up
against an outdoor table, telling him he was under arrest. The officer used both hands to grab the subject and push him up against
a barrier (the table). The subject was under the officer's control the entire time. The subject was then stood up and placed in
handcuffs.

Synopsis:
Officer 1 responded to a residence on the report of a drunk driver. Officer 2 on scene ran the subject through field sobriety tests.
The subject was placed under arrest for operating while under the influence. Officer 1 placed their left hand on the inside of the
subject's right elbow and their right hand on the outside of her right bicep and escorted her to the squad car. While Officer 2
searched the subject, Officer 1 was still holding her right elbow with their left hand. The subject spit in the face of another officer
present. The subject then turned to Officer I and spat in their direction. Officer 1 pulled pepper spray from its holster and sprayed
the subject once on the right side of her face. Officer 1 held onto the inside of the subject's elbow until Officer 2 finished

The officer responded to the report of an intoxicated a subject pushing over mopeds in a parking lot being aggressive. Officers
were advised the subject had taken a yellow moped from the lot and began walking southbound. The officer observed the subject

The subject had become assaultive toward staff and was now trying to kick his way out of the room he was in, kicking at the
window and kicking at staff. When the officer saw the subject, he was grabbing at electronics on the desk and trying to destroy
items in the mom. The officer moved close to get him to stop destroying property and gave him clear instructions to stop. He
laid on the sofa a little while longer and then, without provocation, he stood up and charged toward the officer before taking an
aggressive stance with his fist raised in the air like he meant to punch the officer. The subject then picked up a chair, presumably
to hit the officer with, so the officer swatted the chair out of his hand and stepped toward him, the officer then putting their open
hand against the middle of the subject's chest and pushing him down to the sofa, giving him a clear command to sit down. The
subject laid on the sofa for a brief while longer before he got up and declared he would be leaving. The officer stepped in front
of him as he walked toward the door. He attempted to push through the officer, but the officer used their left hand to push him
back to the couch. While doing this the subject hit the officer's arm once. When he sat on the couch, he tried to stand up again
multiple times and strike the officer, who was able to block these strikes. The officer pushed him back to the sofa and then he
tried to stand back up again 3 times, and when the officer pushed him back to the sofa, he attempted to bite the officer multiple
times. The subject then swung at the officer, not landing with any of these assaults. The subject then tried to slam his head into
the window, prompting the officer to grab the subject and pin him to the sofa by trying to hold both of his wrists. While doing
this, the subject tried to bite the officer multiple times and then grabbed the officer's right wrist with their left hand and dug his
fingernails into the officer's wrist, breaking the skin. He did this while trying to bite the officer as well. After he tried to bite the
officer, the officer pulled him up to his feet with both of their hands on his right wrist and then grabbed his left shoulder with
their left hand and swept his legs with their right leg, causing him to fall to a prone position. While in a prone position, the officer
knelt on his buttocks region with their right knee and forced his hands behind his back. The subject laid there cooperatively for
some time but still being aggressive verbally, threatening to assault the officer further. Because of his aggression the officer
placed him in handcuffs and requested an ambulance for transport to the hospital.

Officers responded to a report of a male subject who shot his dad and was still armed with a gun and suicidal. A second call came
in a few minutes later from a subject who had heard gunshots coming from the same residence at the time of the reported shooting.
Nine officers took positions of cover, armed with various weapons such as patrol rifles, shotguns, and less lethal. A phone
number was located for the resident, who was advised to exit the residence and follow instructions from officers outside. The

The Iowa City Police Department policy requires an employee to complete a written report for any
reportable use of force. Reportable use of force is defined in the Department's General Order 99-05,
which is titled Use of Force and available for public viewing on the department's website. This policy
provides employees with guidelines on the use of deadly and non -deadly force.
Upon receipt of the report, the supervisor is responsible for completing an administrative critique of the
force. This process includes interviews with involved employees, body worn and in -car camera review,
review of any additional available video, and review of written reports. The employee's use of force
report and the supervisor's critique is then forwarded to the Captain of Field Operations and the Chief of
Police for final review and critique.
On a monthly basis, the previous month's use of force reports and supervisor critiques are reviewed by an
administrative review committee consisting of a minimum of three sworn personnel. This Use of Force
Committee consists of two supervisors as designated by the Chief of Police and one officer, typically a
certified use of force instructor.
The Use of Force Review Committee met on May 22, 2023. It was composed of Lt. Fink, Sgt. Rob Cash,
and Officer Jenny Clarahan.
For the review of submitted reports in April 2023, the Review Committee documented the following
• 43 individual officers were involved in 27 separate incidents requiring use of force.
• There were no documented cases of an officer exercising his/her duty to intervene and the review of the
incidents did not indicate that an officer failed their duty to intervene.
• Out of the 27 use of force incidents, 21 involved force being used against 26 separate individuals. There
were 6 animals euthanized by officers.
• Out of the 43 officers involved in the 21 use of force incidents against people, 0 injuries were sustained by
a suspect, and 1 superficial injury was sustained by officers.
• A violation of the Department's vehicle pursuit policy was noted during this review period.
• Out of the 21 uses of force against people, arrests were made 19 times (90.4%).
• Mental health was identified by officers as being a factor in 8 of the 21 uses of force used against persons
(38.1%).
• Drugs and/or alcohol was identified by officers as being a factor in 14 of the 21 uses of force against
persons (66.7%).
• Out of the 26 times force was used on persons, 1 were identified as white females (3.8%), 6 were identified
as white males (23.1%), 10 were identified as black males (38.5%), 3 were identified as black females
(11.5%), and 6 (23.1%) were identified as Hispanic or Other races.
• Out of the 26 uses of force against people, the average number of officers involved in the force was 1.65.
• In total during this time, the ICPD had 5393 calls for service with 21 calls for service resulting in force
being used on persons (.39%).

Synopsis:
Officers responded to the report of a robbery in which the suspect, armed with brass knuckles, stole the victim's phone and fled
the area. Officer I observed a subject matching the suspect's description running in the area. The subject began walking on the
sidewalk. He walked to a nearby parking lot where Officer 1 instructed him to stop, and he took off running toward a trail behind
an apartment complex. Officer 1 eventually caught up to the subject and instructed him to stop. He continued running. Officer
1 pursued the subject on foot. Officers 2 and 3 approached the subject in a squad car with the lights and siren activated. The
subject stopped and sat on a utility box in front of a residence. Officers 2 and 3 instructed the subject to get on the ground, and
he did not comply. Officer I approached him from behind and instructed him to get on the ground, and he did not comply.
Officer 1 instructed the subject to place his hands behind his back. Officer 1 grabbed his left wrist and Officer 2 grabbed his left
arm, but he pulled his arm away and stood up. Officer 1 placed their right hand on his right shoulder grabbed his left forearm.
Officer 1 applied downward pressure, using their right foot to trip him, causing both to fall to the ground. The subject was face
down on the ground. He tensed up, and he would not place his hands behind his back. Officer 1 placed their right knee on the
back of his right thigh to keep him from rolling over. Officer 2 was able to get the subject's left arm behind his back. Officer 1
placed a cuff on the subject's left wrist. Officer 1 assisted Officer 2 with getting the subject's right arm behind his back. Officer
1 was able to get a cuff on his right wrist. Officers escorted the subject to Officer 2's squad car and was instructed to sit in the
squad car several times, but he would not comply. He had one foot on the floor of the squad car, and his other foot was on the
ground outside of the vehicle. The subject had the side of his head against the top of the door frame. Officers 1 and 2 attempted
to push the subject into the squad car. The subject tensed up, and he refused to sit down. Officer 1 went to the driver's side of
the squad car and got in the back seat. Officer 1 placed their right hand on the subject's right shoulder, applying downward
pressure. Officer 1pulled on the subject's sweat ants and sweatshirt until he was seated in the car.

Synopsis:
Officers responded to a local residence on report of the subject trespassing and refusing to leave. The subject was given multiple
warnings that if she did not vacate, she would face a citation or arrest. The subject responded by screaming at the officers to
leave and curling up on the ground under a blanket. When an officer attempted to move a nearby backpack the subject grabbed
the straps of the backpack and tried to pull it away with her right hand. Officer 1 moved forward and secured the subject's right
wrist with their right hand as she pulled the bag away from officers. Officer 1 placed their left forearm on the subject's right
shoulder and used the leverage to pull her right arm behind her back. During this process the subject was thrashing and tried to
pull her arm free as she screamed at the officer. The action of placing the subject's right arm behind her back caused her to roll
to her stomach. The subject's left arm was tucked under her body. Officer 1 grabbed the subject's left wrist with their left hand
and brought it around to the left side of her body where it was secured by other officers.

Synopsis:
Officers responded to a report of a subject who punched a female and attempted to steal her dog. The male was described as
wearing a gray hoodie and black pants. The subject in question was located near the alley way in the downtown area. The officer
began to question the subject about the incident, and he turned around and ran away. The officer yelled at the subject to stop but
he refused. The subject has shown violent tendencies in the past and on this call it was reported he assaulted a female. The
officer chased after the subject and caught up to him as he turned around to look at the officer. The officer used their right hand
and pushed the subject in the middle of the back and he fell down on his shoulder and rolled. He ended up on his back and
appeared to try to get up. He was rolled back to his stomach and placed into wrist restraints. The officer rolled the subject back
to his back and had him situ . The subject was arrested and transported to 'ail.

Synopsis:
Officers responded to a report of an intoxicated subject screaming and trying to pick fights with passing motorists. After being
notified he was being placed under arrest and was requested to face away to be handcuffed, the subject tensed his arms and body
and refused to turn around. Officer I used both hands and took hold of the subject's upper body on his left side to turn him away
while Officer 2 grabbed his left wrist, pulling it behind his back. The subject pushed into the officer and pulled his arms away.
Officer 1 then used their leg to trip the subject's right leg from under him at which point he was taken to the ground face first.
The subject continued to refuse to relinquish his arms. Officer 1 forced his right arm behind his back and placed handcuffs on
him. He was stood UP and placed in a squad car without further resistance.

Synopsis:
The officer responded to a mental impairment call and made contact with the subject at the apartment. The subject was found in
a delusional state and was having a disconnect with reality believing his mother and brother were not his family. The subject's
brother and mother were present in the apartment and verified his concerning mental state. It was determined the subject needed
to receive care at the hospital due to his mental state and out of concern he was unable to care for himself. The subject was
located in a bedroom of the apartment in a seated position on the floor of the bedroom and refused to voluntarily go to the
hospital. The subject was given several opportunities to stand on his own and walk to theparamedic's cot but he refused. The

subject was told he would be restrained and made to go if he did not comply. The subject still refused. The officer took hold of
his hand and assisted him to his feet and walked him to the cot. The officer was standing and reached down toward the subject
and grabbed hold of his right arm. The subject stood up but slightly tensed his body and would not walk on his own. He was
then carried through the bedroom and out to the living room where paramedics had their cot. While being carried, the officer
had a hold of the subjects right arm while other officers held his left arm and both legs. The subject did tense his body and
attempt to pull his arms and legs free while being carried. He was not able free his anus or legs. He did not assault anyone or
seem like he was intending to assault anyone at this time. The subject was instructed to remain still during this time. He was
laid on the cot in the living room and secured to it with soft restraints. The subject was kept in soft restraints on the cot and
transvorted to the hosoital by ambulance.

The officer was on scene with ambulance at a medical and was providing scene security for paramedics per their request. The
officer was parked behind the ambulance and the subject was upset she could not leave the parking lot immediately upon her
desire to do so. She then called 911 to report the officer blocking her way. When the ambulance was safely clear from the scene,
the officer spoke with the subject further and informed her she was under arrest for misuse of 911. She told the officer she was
not and refused orders to put her hands behind her back and twice pulled her hand away from the officer when attempting to grab
it. The officer waited for backup to arrive and then took her right hand, which was now concealed in her hoodie pocket, and
applied a wrist lock to turn her away in order to put her hand behind her back. With her turned away, the officer pulled her left

Synopsis:
Officers responded to a residence on report of a subject having PTSD flashbacks. Officer 1 arrived on scene and encountered
the subject in the front yard. The subject was covered in blood and began advancing toward Officer 1 with balled fists. Officer
1 began to move away and attempted de-escalation, but he did not listen to commands to stop walking. Officer 2 arrived on
scene and deployed his taster in the subject's back, which caused the subject to get angrier, clench his fists, and flex his muscles,
still screaming at officers. Officers 3 and 4 also deployed tasers, but again they were unable to achieve neuro-muscular
incapacitation (NMI). Officers continued to issue commands for the subject to comply and calm down, but he continued with
his aggressive behavior and advanced toward Officers 1 and 3, prompting Officer 1 to tale the subject, which had the desired
effect, causing the subject to fall to the ground where he submitted and was handcuffed. The subject was treated by paramedics
on scene and transported to the hospital.

The subject was identified as a person who displayed a firearm towards other people. Officers 1 and 2 were following the subject
in an unmarked vehicle. The subject saw a marked squad car, went around a couple of vehicles, and pulled behind some
buildings. He took off running away from the vehicle. Officers 1 and 2 gave chase to the subject. Officer I yelled out to the

not knowing if he was currently armed. He gave up and laid on the ground. Officer 2 holstered their firearm and placed handcuffs
on the subject with his arms behind his back as Officer I held cover with their firearm. Officer 1 and 2 spoke calmly to the

Synopsis:
The subject was being violent and refused to leave the premises when asked. The subject was advised he was under arrest and
Officer 1 proceeded to place him in handcuffs and double locked them. While outside, the subject began pulling away from
Officer 1 and tried to bang his head against a nearby window. Officer 1 began walking with the subject over to the squad car by
using their left hand to hold the subject's right arm with the intention of directing him towards the patrol squad. At this moment,
the subject went limp, would not walk, and sat on the ground. Officer I grabbed the subject from his right arm using both hands
with the intention of picking him up and transporting him to the squad with the assistance of Officer 2 who held the subject's left
arm in the process. Once at the squad car, Officer I lowered the subject's body to the ground using both anus and placed him on
the ground, face down with the intention of freeing the officer's hands and unlocking the squad car, while Officer 2 remained by
the subject. Upon unlocking the squad car, Officer 1 returned to the subject and picked him up from the ground using both hands.

The officer attempted to initiate a traffic stop on a vehicle traveling at more than 100 miles per hour. The vehicle failed to stop,
and the officer pursued. The officer continued following another agency's marked squad car leading the pursuit. The officer did
not see another marked squad car in the area until merging onto another highway, at which time the officer allowed other marked

Officers responded to the report of a juvenile who had absconded and was breaking windows at the facility. Officer I arrived,
took the subject inside, and instructed him to empty his pockets as the officer could see he had unknown items inside of them,
one such item was cylindrical and roughly the size of an OC container. When the subject failed to comply, Officer 1 pulled the
items out of his pockets to give to staff. Shortly after this, the subject stood up in an aggressive manner. Officer 1 placed their
left hand on the center of his chest as he was uncomfortably close to the officer. The subject then tried to punch the officer with
his right hand. Officer l raised their left hand and was able to block this punch. Officer I then grabbed the front of the subject's
shoulders by his sweatshirt and forced his torso down, pushing the back of his shoulders to the ground. Officer 1 placed their
left knee on the back of the subject's legs. While the subject was in a prone position Officer 1 then forced his left arm behind his
back and placed it in a handcuff while his other hand was brought to his back by Officer 2. Officer 1 then placed handcuffs on
both hands. While doing this the subject continued to kick at officers, shouting profanities and slurs. After the subject was cuffed,
Officer I placed him onto his right side in a recovery position. While in this position Officer had to adjust his handcuffs as he
was tiving to Dull his hands out from the cuffs.

The officer observed a large group and two individuals actively fighting, one on top of the other throwing haymaker punches.
The officer ran up and yelled "stop police" multiple times, pushing people out of the way trying to get to the subject. She

synopsis:
The officer witnessed a fight involving a large group break out in the downtown area. The officer approached and yelled "stop
police" and could see two of the males still fighting. The officer ran towards the two subjects who were throwing punches. The

officer un-holstered their Taser and displayed the laser towards the subject, yelling to stop fighting. The subject had his back
turned away from the officer still fighting with the other individual. The subject noticed the officer and attempted to pivot and
run. The officer holstered their taser and went after him. The subject tripped on a concrete block and the officer was able to grab
him. As he was trying to get away, the officer wrapped their arms around the subject's body and performed a controlled hip toss,
bringing him to the ground. The subject was still trying to pull away from the officer, and as a result landed on the officer's side
as they hit the ground. The officer was able to quickly pivot on top of him, straddling his lower back. The officer placed him into
handcuffs behind his back. Immediately the officer was surrounded by a large crowd of people. Another officer attempted to
push the crowd away, and eventually more officers arrived on scene and created enough room for the officer to sit the subject

Officers were dispatched to a fight in progress, where the subject had swung at a couple, unknown to him for no known reason,
on their way to church. Officer 1 was familiar with the subject, who matched the clothing description and had a history of this
behavior. He was located in the downtown area and ordered to stop by officers. The subject refused to stop and punched the air.
The subject then fled the area, and officers followed him. The subject had officers on several sides at that point and turned to

The officer stopped to check on a disabled vehicle and later located two occupants who had walked away from the vehicle. The
officer instructed the subject to have a seat on the ground due to him continuously wanting to walk away from the investigation
of the possible OWI and motor vehicle accident. The subject advised he was not going to sit down and he was going to stand
away from officers. The officer again instructed the subject to have a seat and he advised "no." The officer walked up to the
subject and advised him to place his hands behind his back. The subject pushed the officer using his right hand knocking the
officer's radio from the vest carrier. Using their right and left hands, the officer grabbed the subject by his shirt and pushed him
backwards into the mailboxes behind him. The officer held the subject there until they were able to get on the radio and call for
more officers. The officer continued to give the subject commands to place his hands behind his back. The subject resisted all
attempts. Using their left hand with a hold of the subject's shirt, the officer pulled the subject to the ground. The subject stood
back up to his feet and continued to resist being placed onto the ground. The officer then wrapped their right and left arm around
the subject and was able to take his feet from underneath of him, placing him onto the ground. Once on the ground, the subject
began to reach in his pockets and attempt to hand stuff to another subject, whom the officer advised several times to back up.
While still wrestling with the subject, the officer pulled their pepper spray from its holster and pointed it at the subject's eyes in
an attempt to Qain compliance and advised him to place his hands behind his back. He did so and was secured into handcuffs.

The subject did not do so. The subject continued to approach the officer while the officer was placing the first individual into
handcuffs. The officer pointed their pepper spray at her in an attempt to gain compliance. She continued to walk forward, so the
officer delivered a short burst across the top of her eyebrows to get her to back away. She then sat on the ground. The officer
walked over to where the subject was sitting, grabbing her right and left arms and placing her onto the ground where she was

The subject was identified by officers as an individual who allegedly pulled a firearm from a satchel during an altercation on a
previous incident. The officers approached the subject, but he ran from them through the downtown area. Officer 1 attempted
to tackle the subject; however, his shoe came off and he continued running. Officer I deployed both laser cartridges toward the
subject, all of which were ineffective. All three officers chased the subject through the Ped Mall, by the library and back up an
alley, giving the subject verbal commands to get on the ground. The subject ignored these commands. With the knowledge of
the subject previously possessing a firearm in his satchel/fanny pack and with him running from officers immediately when they
made contact with him, Officer 2 assumed the subject had possession of the firearm. Officer 2 attempted to tase the subject with
all four probes; however, this was unsuccessful. The subject got caught up between a squad car and the dumpsters in the alley.
Officer 2 got on top of the subject and straddled him with their legs, telling the subject he was under arrest and to put his hands
behind his back. The subject had the fanny pack/satchel underneath him. Officer 2 opened the satchel and saw what looked like

Officers were attempting to get a large group of juveniles to leave the premises. Officers again attempted to arrest the subject
who turned around and put his hands up in a boxers type stance like he was going to fight officers before continuing west. The
officer continued to walk giving juveniles instructions to go the other way and leave the area. The subject walked back up towards
the officer, who used their right and left hands to grab the subject by his arms and turned him around to walk him towards the
squad cars. The subject was placed onto the ground next to another individual, then placed onto his stomach and advised to place
his hands behind his back. The officer pulled pepper spray from its holster as a crowd was starting form around the officers. The
officer pointed the pepper spray at the subject on the ground and again at the crowd in an attempt to gain compliance and get the
crowd to disperse. The subject turned, complied and placed his hands behind his back. The officer placed the subject into
handcuffs behind his back and walked him to the squad cars. While walking to the squad cars, the subject made several attempts
to turn around and face officers and lean his body weight back in an attempt to stop himself from walking forward. Once at the

male in the area nearby, the subject in a white hooded sweatshirt began to run towards them to help his friend with clenched fists.
Using their right leg and right hand, the officer tripped the male and pulled him to the ground. Using their right hand I grabbed

A large group of juveniles was fighting and refusing to leave the premises after being told multiples tiles to leave. While
attempting to take one of the individuals into custody, the subject approached officers from behind and refused commands to
back away. Officer 1 pushed the subject away twice and he came back at Officer 1 aggressively each time. Officer 1 took his
right wrist and held it behind his body as he attempted to overpower Officer 1 and break free. As Officer 1 held his right wrist in
a wristlock, Officer 2 attempted to place him in handcuffs. Unable to apply the cuffs standing, officers from another agency took
the subject to the ground to complete the arrest. Officer 2 tried to grab his right arm and place him in handcuffs. While the
subject was on the ground on his back, Officer 2 was able to place a handcuff on his right arm. He would not place his arm behind
his back as Officer 2 had ahold of the handcuff with their right hand. When the subject rolled onto his stomach, Officer 2 was
trying to get his right arm behind his back. With help of other agency officers, Officer 2 was able to get both of the subject's
arms behind his back and get both of his arms placed in handcuffs. Officer 2 rolled the subject onto his back and helped him
stand un and walk to a squad car-

The officer responded to assist with the arrest of the subject who was threatening bar staff and trying to fight with them. The
officer got handcuffs out and attempted to place the first one on the subject's left wrist, but he pulled away from the officer
almost immediately. The officer grabbed the subject's head and arm to hip toss him to the ground. When the subject hit the
ground, the officer was able to get his left wrist in handcuffs; however, the subject was reaching his right hand down toward his
waist band and refused commands to put his right arm behind his back. With the subject making threats to shoot people, his
assaultive behavior, his non-compliance with lawful commands and reaching toward his waistband, the officer sprayed the
subject in the face with pepper spray. The officer was then able to get the subject's right hand behind his back and into handcuffs.

The officer was investigating an assault that had just occurred and was told the suspect ran westbound through an alley. An
unidentified individual pointed to a nearby dumpster and said someone was inside it. With the subject's alleged assaultive
behavior and with him intentionally attempting to hide from officers, the officer drew their taser, turned it on and gave commands
for the subject to get out of the dumpster or else he was going to get tased. The subject initially didn't listen to commands to get
out of the dumpster. The officer approached the dumpster, pointed the taser at the subject and told him to get out of the dumpster.

The Iowa City Police Department policy requires an employee to complete a written report for any
reportable use of force. Reportable use of force is defined in the Department's General Order 99-05,
which is titled Use of Force and available for public viewing on the department's website. This policy
provides employees with guidelines on the use of deadly and non -deadly force.
Upon receipt of the report, the supervisor is responsible for completing an administrative critique of the
force. This process includes interviews with involved employees, body worn and in -car camera review,
review of any additional available video, and review of written reports. The employee's use of force
report and the supervisor's critique is then forwarded to the Captain of Field Operations and the Chief of
Police for final review and critique.
On a monthly basis, the previous month's use of force reports and supervisor critiques are reviewed by an
administrative review committee consisting of a minimum of three sworn personnel. This Use of Force
Committee consists of two supervisors as designated by the Chief of Police and one officer, typically a
certified use of force instructor.
The Use of Force Review Committee met on June 15, 2023. It was composed of Lt. Fink, Sgt. Kevin
Bailey, and Officer Arcenas.
For the review of submitted reports in May 2023, the Review Committee documented the following:
• 33 individual officers were involved in 19 separate incidents requiring use of force.
• There were no documented cases of an officer exercising his/her duty to intervene and the review of the
incidents did not indicate that an officer failed their duty to intervene.
• Out of the 19 use of force incidents, 16 involved force being used against 20 separate individuals. There
were 3 animals euthanized by officers.
• Out of the 33 officers involved in the 20 use of force incidents against people, 1 superficial injury was
sustained by a suspect, and 3 superficial injuries were sustained by officers.
• No violations of policy were noted during this review period.
• Out of the 20 uses of force against people, arrests were made 16 times (80%).
• Mental health was identified by officers as being a factor in 4 of the 20 uses of force used against persons
(20%).
Drugs and/or alcohol was identified by officers as being a factor in 9 of the 20 uses of force against persons
(45%).
• Out of the 20 times force was used on persons, 2 were identified as white females (10%), 6 were identified
as white males (30%), 5 were identified as black males (25%), 5 were identified as black females (25%),
and 2 (100/*) were identified as Hispanic or Other races.
• Out of the 20 uses of force against people, the average number of officers involved in the force was 1.65.
• In total during this time, the ICPD had 5630 calls for service with 20 calls for service resulting in force
being used on persons (.36%).

The officer responded to local school on report of a juvenile assaulting staff and trying to get to the playground while other kids
were at recess. Upon arrival, the subject was in the street in front of the school. Staff advised that the subject was lying in the
road saying that he wanted to kill himself. The subject started to walk away after the officer arrived on scene. The subject then
fell on the ground and began punching himself in the head. The officer decided to place the subject in handcuffs to prevent him
from hurting himself When the officer approached the subject, he was lying on his left side. The officer grabbed the subject's
right wrist and attempted to place his arm behind his back. The subject attempted to roll away from the officer, and he attempted
to pull his arm away. The officer placed their right knee lightly on the back of the subject's left thigh to keep him from rolling
away. The officer was able to get the subject's right hand behind his back and handcuffed. The officer grabbed the subject's
left wrist and placed it behind his back. The subject pulled his arm away, and he attempted to bite the officer. The officer
grabbed his left wrist again and placed it behind his back. The officer placed a cuff on his left wrist. The subject was complaining
that he couldn't breathe. The officer sat him up and requested an ambulance. While waiting for the ambulance the subject was
yelling, kicking, and attempting to pull away. Prior to the ambulance arriving the subject's mother arrived on scene. The mother
refused to let ambulance staff evaluate her son, and he was eventuallv released to her.

The subject was detained pursuant to a burglary investigation and placed in the back of a patrol car. Officer 1 was talking to the
reporting party when the subject started yelling and kicking the window to the squad car. Officer 1 told him to stop but he
continued to yell and kick the window. Officers 1 and 2 decided to put the subject in handcuffs and leg restraints to stop him
from kicking the window so he would not hurt himself. Officer 2 opened the back door and the subject jumped out. The officers
had to grab ahold of him to stop him. Officer 1 held onto his left wrist and with Officer 2's assistance. Officer 1 placed the
subject in handcuffs. The subject tried pulling away, so Officer 1 had to push him up against the back of the squad car. The
officer held him against the squad car while Officer 2 put the leg restraints on him. The subject tried to headbutt Officer 1 by
throwing his head back but missed. After Officer 2 got the leg restraints on the subject, both officers had to pick him up to put
him in the back of the squad car. The subject refused to get into the squad car, so the officers lifted him in. After the officers got
the subject in the back of the squad car, he started kicking his feet. Officer 1 was holding onto his legs and in the process of him
kicking his feet Officer I's left thumb was jammed up against something. The nail to Officer 1's thumb ended up cracking,
pulled away from the skin a bit and started to bleed. Officers were able to get the subject all the way in the squad car and close
the doors.

Officer 1 witnessed the subject spray paint graffiti on a building downtown. Officer 1 jogged up to the subject from behind, said
"stop police," and reached toward his arms. The subject turned and attempted to run. Officer 1 was able to grab around his waist
and drag his body weight to the ground. The subject was able to pull his body weight back up. Officer 1 told the subject multiple
times to get onto the ground. Officer 2 ran up to assist and grabbed onto the subject's left side/arm. The officers were able to pull
the subject's weight to the ground. The subject laid onto his stomach. Officer 1 mounted him from behind, straddling his lower
waist and was able to get control of his right hand, placing it behind his back. Officer 2 grabbed his left arm and pulled it behind
big back. Officer 1 placed the subject into handcuffs. The subject was wearing a backpack which Officer 1 could feel had
heavy/bulky items inside. Officer 1 immediately got off the subject's back but did not sit him up right away in order to secure
the backpack for officer safety. Officer 1 had to remove his left wrist from the handcuff in order to slide the backpack off. Officer
1 replaced the hand into the cuff, double locking it. While taking the subject into custody Officer 2 suffered multiple scratches
to the skin and suffered from pain under his left eye. Officer 1 suffered a scrape on their left elbow. Officer 1 then turned the
subject onto his side. checking his nerson for weapons. Officer 1 then walked the subiect to the patrol car.

syrropsis:
Officers responded to the report of a subject in the street wearing a bathing suit and bleeding. The subject was extremely
intoxicated and refusing medical care, which paramedics informed her was not an option. After several attempts to get her into
the ambulance by persuasion, she was placed in handcuffs and escorted onto the ambulance (after assaulting the paramedic by
grabbing her breast). The subject calmed down after a while and paramedics stated she could be let out of the cuffs. While being
transported to the hospital, paramedics alerted the officer that they needed assistance and requested the officer handcuff her,l
which the officer did. While at the hospital, the subject attempted to get up and leave and had to be corralled by hospital staff.
She attempted to leave a second time and the officer grabbed her by the back of her clothes to stop her and also got some of her
hair in the officer's hand, pulling her head backwards inadvertently. The subject was handcuffed to the rail of her bed. Once
released from the hospital, the officer informed the subject she was going to jail and placed her in handcuffs. The officer had to
push her arms behind her back by force as she resisted by attempting to lock her arms out to the side and turn toward the officer.
Once she was cuffed, the officer escorted her to the squad car where she refused to get in the car and the officer had to push her

in. With their left hand attempting to control her hands, the officer attempted to apply pressure to her left shoulder to force her
in. She stood back up out of the car so the officer shoved her chest to get her in the car and then lifted her legs and placed them
inside to shut the door.

Officers responded to a subject trying to get into a home that was not his via the back door. The reporting patty said that the
subject was intoxicated and that he left the area. The officer located the subject a couple blocks away. The officer exited the
patrol car and ordered him to stop several times. The subject responded by screaming "shut the fuck up". Due to his agitation,
the officer elected to keep a small distance until back up arrived. The subject then started running from the officer, who continued
to order him to stop and identify as the police. The officer also yelled at him that he was under arrest. The subject then started
to cut through a yard and fell down at one point. The officer then ordered him to get on the ground or else he would be tased.
He got on the ground. The officer ordered him multiple times to put his hands behind his back, but he did not. The officer had
to use their hands to pull his left wrist behind his back, continuing to order him to put his hands behind his back and to stop
resisting. The officer secured his left wrist in a hand cuff and then pulled his right wrist behind his back. The officer then secured
his right wrist in the other cuff. The subject was escorted to the patrol car and evaluated by medical personnel for possible
excited delirium, eventually cleared for tail.

Synopeb:
The subject was found in a secured area and attempted to flee on his bike. When the officer caught up to the subject he refused
to stop, so the officer grabbed him by his clothes and pulled him off his bike and onto the ground. The officer ceased any force
on the subject once the subject was on the ground. The officer was awaiting back up when the subject stood up and attempted
to get back on his bike against the officer's orders to stop. The officer held his arm behind his back in a wrist lock while repeating
commands to stop, and he eventually lowered himself back onto the ground and stayed there until a second unit arrived and
helped the officer handcuff him and assist him to the patrol car.

Synopaia:
The officers were on foot patrol downtown and were flagged down by staff at a bar. There was a female on the outside stairs to
the roof who refused to leave after they kicked her out. Officer 1 went up to the top of the stairs and located the subject, who
was yelling at staff. The subject refused to leave after several warnings and continued to yell. Eventually she started down the
stairs, and about halfway down, she mined around. Officer I told the subject she needed to keep walking down the stairs. The
subject yelled at the officer and told them to shut the fuck up. When they got to the bottom, the officer went to place the subject
under arrest. While trying to put the subject in handcuffs, a friend of hers tried to get in the way. The officers were eventually
able to get the friend out of the way and get the subjects in handcuffs, after which she sat on the ground. The subject then refused
to stand up. The officers had to grab Williams under her arms to stand her back up on her feet. Officer 1 grabbed the subject
under her left arm and started to walk her around the comer to get her out of the alley. As they got around the alley, the subject
stopped walking and eventually sat down. Officer 1 told the subject several times she needed to walk and stand up but she
refused. When a patrol car arrived, the officers picked her up from under her arms again to get her on her feet. The officers got
the subject to the squad car and she refused to get in. Officer 1 had to push the subject to get her to sit down and Officer 2 went
around to the other side of the squad car to pull her in. While Officer 2 was pulling the subject in, Officer lgrabbed her legs
around the knees and lifted them up to get her in the squad car. While Officer 1 was lifting her legs up, the subject kicked Officer
1 in the shoulder. The officers eventu Iv izot the subject in the squad car and closed the doors.

Synopsis:
The subject continued to encroach upon officers during the arrest of another person. After the other arrestee was placed in the
car, the subject continued to approach the vehicle. The officer gave her repeated lawful commands to step back and they were
ignored. This continued until the patrol vehicle started to back out of the alley. The subject then approached the driver side
window at which time the officer placed a hand on her arm to direct her back. When the officer placed their left hand on her arm,
the subject slapped the officer's hand. The officer then grabbed the subject's left arm and told her she was under arrest. The
subject then kept her hands in front of her and would not place them behind her back. The officer pulled on her arm with both
hands but did not gain compliance. When she continued to interfere, the officer then tripped the subject and guided her to the
round. When the subject was on the ground, in a supine position, the officer forced her hands behind her back and cuffed.

Synopsis:
The officer responded to the report of multiple people fighting, which eventually led him to a vehicle where the suspects were
located. The officer advised the subject to exit the vehicle. The subject faced away from the officer, advising the officer to stop,
so the officer grabbed onto the subject. The officer grabbed the subject by the back of his sweatshirt and his right arm and pulled
him from the vehicle. The subject aggressively jumped out of the vehicle and faced officers. The officer pushed the subject away
to face the car and maintained a grip on the back of his sweatshirt. Officers had made attempts to place the subject into handcuffs
behind his back, but the subject tensed his body up and attempted to walk towards officers who were actively fighting with
another involved subject on the ground. The officer grabbed the subject by his left wrist and still had a hold of the back of his
sweatshirt. The officer pulled the subject backwards, sweeping his feet from underneath him. The subject landed on his back.
The officer gave the subject instructions to put his hands behind his back, but he clutched his arm to his chest refusing commands.
The officer removed pepper spray from its holster and pointed it at the subject, delivering a short burst across his eyes in an
attempt to gain compliance. The subject turned over to his stomach where he was placed into handcuffs behind his back. The
officer then pulled the subject back to his feet. The officer maintained a grip on the subject's left arm and escorted him to a squad
car. The subject made an attempt to plant his feet into the ground and stop his momentum from going forward and tensed his
body up so officers could not place him into the back of the squad car. The officer used their left hand and placed the subject into
the back of the squad car. The subject was transported to the Johnson County Jail where he was seen by medical staff for OC
exposure.

Synopsis;
Officers responded to the report of multiple people fighting, which eventually led him to a vehicle where the suspects were
located. The subject refused multiple commands to exit the vehicle, and everyone in the vehicle were belligerent and ignoring
the officers. Officers 1 and 2 grabbed the subject's arms and pulled her out of the vehicle. The subject pulled away and balled
the fist of her free right arm. As Officer 1 still had hands on her left bicep, she ducked and backed away. Officer 1 lost their grip
and immediately grabbed the subject's right forearm while simultaneously pushing her against the vehicle. Officer 1 continued
their grip on her forearm as she was assisted to the ground with the assistance of Officer 2. The subject then spit at Officer 1.
The subject kicked the officer away as the officer answered the radio from JECC. Officer 1 advised they were fighting and
grabbed her feet with their hands. Once her right arm was produced from behind her back by Officer 2, Officer 1 placed a
handcuff on that wrist. Officer 1 gave verbal commands to roll over. Once she was on her stomach, the subject grabbed the other
side of the handcuffs with her left hand. Officer 1 gave verbal commands to let go, and when she did, Officer 1 placed that wrist
in the other cuff. Officer 1 assisted the subject to her feet and walked her over to a squad car. Officer 1 had ahold of the subject's
right arm as she continued to resist by dragging her feet and squirming to get away. Officer 1 opened my car door and pushed
her into the back of the car by her right arm.

During the course of an OWI investigation, the subject tried to leave the processing room and enter the hallway after being told
multiple times not to leave, and at one point Officer 1 had to block her from leaving. Officer 1 told her to go to the bench and
sit, as she was going to be secured to the bench. She refused to do so. Officer 1 ordered her to sit down on the bench multiple
times, but she refused. Officer 1 then grabbed onto her right arm and pushed her pack towards the bench, placing another hand
on her shoulder and pushing her down onto the bench. She then slapped the Officer 1's hand away and stood back up. Officer 1
told her to turn around and face the wall as she was going back into handcuffs. Officer 1 attempted to grab her left arm and spin
her around. The subject was able to squirm out of Officer 1's grip and punch towards their face. She then continued to try and
punch Officer 1, who had to use both hands on her wrists to prevent her from punching. Officer 1 then pulled her back out of the
comer of the room, in order to get her on the ground for control. Officer 1 pulled her backwards, where they hit the desk. Officer
1 performed a controlled takedown getting her onto the ground, wrapping both arms around her body and trapping her right arm.
Once on the ground the subject landed on her back. She then began kicking and trying to punch Officer 1. Officer 1 controlled
both of her wrists while doing so by holding them with both hands. She then was able to grab at Officer 1's radio mic, which
was secured to their chest, and rip it off. During her kicking and squirming she was able to turn Officer 1's radio off completely.
Once on the ground in the hallway, Officer 1 attempted to call for help on the radio, but Officer 1's earpiece had been ripped out
and the mic was flying around where Officer 1 could not hear a response. Once in the hallway, Officer 1 was attempting to just
keep the subject on the ground so backup could assist with controlling her flailing anus. The subject continued to fight, attempting
to get up and away. Officer 1 attempted to mount her from her waist for control on the ground but was unable to do so because
of her flailing legs. Officer 1 and the subject slid down the hallway with her on her back. Officer 1 attempted to hit the emergency
tones, but nothing was heard. Officer 1 was able to pin her up against a closed doorway, by mounting on top of her, keeping her
body pushed against the door. Officer 1 used the stationary object of the door to hold her in a fixed position to wait for assistance.
She was able to sit somewhat up right and get in Officer 1's face. Officer 1 used their left arm to control the subject's head back
to the ground, by grabbing the back of her head and pushing it back to the floor. Officer 1 used their right arm to hold her arras,
attempting to keep her from continuing to punch. While grabbing her head, Officer 1 noticed their hand was close to the back of
the subject's neck, and repositioned to her head, by opening the palm of their hand and sliding it more towards her head. Officer
1 told her to turn around and put her hands behind her back. She refused saying to get off her. Officer 1 was eventually able to
turn the radio back on and request assistance. Officer 2 arrived and attempted to pull the subject's right arm over to get her on
her stomach. When Officer 2 did so, her body weight trapped his foot under her body. Officer 2 fell to the ground, awkwardly
twisting a leg. Both the subject and Officer 1 went down on top of Officer 2's leg, which was turned sideways. Officer 2 yelled
from pain from his leg. Officer 1 had to let up pressure on the subject's back in order for Officer 2 to get their leg out. Officer 2
was attempting to get her wrist behind her back, and unknowingly was bending her shoulder/arm the wrong way. Officer 1 said
to stop, and Officer 2 repositioned her arras and was able to secure it behind her back. Officer 1 was then able to secure her hands
into handcuffs. The subject stayed on her side/stomach. Paramedics responded to check on the subject's shoulder, but she refused
assistance from pazamedics.

The officer responded to assist in locating the subject, who had a warrant for his arrest. The subject was located by another
officer in the parking lot. The subject then fled on foot, but the officer saw him enter a nearby restaurant. The officer followed
and located the subject in the kitchen area. The officer ordered the subject to get on the ground, but he then fled back outside
through the front door. The officer gave additional commands for him to stop. The officer then exited through the front door
and grabbed the subject's left arm as he was facing away. Once the officer grabbed hold of the subject, he stopped running and
did not pull away or resist once the officer grabbed him. The officer then grabbed the subject's right arm and placed his hands
behind his back. The officer held the subject's arms in this position while he was standing, and other officers present placed him

Officers responded to the report of a physical fight between a male and a female. Officer 1 began to walk towards the subject
advising him to stop. The subject said he was hit by one of the females. Officer 1 again advised the subject to stop walking, and
he did. Officer 1 advised the subject to put his hands behind his back, but he said "no" and began running eastbound. Officer 1
pursued the subject on foot advising he was going to get tased in an attempt to gain compliance and get him to stop running.
Officer 2 advised the subject to stop reaching into his waistband and drew the laser from its holster in an attempt to gain
compliance and get the subject to stop running. The subject turned the comer at some apartments, stopped, and turned towards
Officer 2, who still had a taser pointed at him. Due to observing the subject strike another female and non-compliance taking
flight from officers, Officer 1 pushed the subject to the ground, not knowing if he was going to become violent with officers or
take off running again as Officer 2 was attempting to re -holster the taser. Once on the ground, the subject tucked both of his
hands under his stomach and was given several verbal commands to place his hands behind his back. The subject did not do so

The subject who had been struck by an arrestee had come running at him with her fists clenched in an attempt to punch him.
Officer 1 grabbed the subject and attempted to push her into the wall to gain compliance. The subject began to swing her fists at
the arrestee, striking Officer 1 in the face. Officer 1 grabbed the subject by her left and right triceps and pulled her to the ground.
Officer 1 placed the subject onto the ground and placed a hand on the back of her head to keep her in place and to not be able to
stand up and continue fighting with officers. Officer 2 grabbed the subject's hands and placed her into handcuffs. The subject
continued to thrash back and forth and attempt to go back towards the arrestee while officers were escorting her to a squad car.
Officer 1 grabbed the subject by her right arm and assisted Officer 2 in placing her onto the ground in an attempt to gain
compliance. Officer 1 placed a hand onto the subject's head and pulled pepper spray from its holster, advising the subject she
was going to get sprayed in an attempt to gain compliance. Officers stood the subject up and she attempted to ran away, but
Officer 2 still had a hold of her and nulled her toward the natrol car. The subiect was then placed into the back of a sound car.

The subject repeatedly interfered with officers as they were trying to conduct an investigation. The subject threatened bodily
harm multiple times and tried to provoke a violent response from officers. After officers arrested another individual pursuant
to their investigation, the subject tried to get the individual to walk away with him. She did not wish to walk with him. The
subject was then given a lawful order to walk away from the individual. The subject then threatened Officer 1 again with bodily
harm. At this time, Officer 1 drew a laser and pointed it at the subject. He was told he was under arrest. He then backed away
from Officer 1 and started to run. When he was surrounded by other officers, Officer 1 holstered the taser and grabbed his left
arm to assist in cuffing. Officer 2 was able to place him into handcuffs. While searching the subject, he attempted to pull away
from Officer 2. who pushed him forward into the squad car to keep him from moving. The subject continued to push back and
started to tense up. Officer 2 attempted to put the subject inside the squad car, but he would not sit down. The subject was facing
Officer 2 when Officer 2 placed a hand on his chest in order to push him inside of the squad car. The subject partially sat back
up and continued to yell. Officer 2 grabbed pepper spray from its holster and sprayed a steady stream into the subject's face.
After spraying the subject, Officer 2 grabbed the inside of his right elbow and grabbed his right leg and pushed the subject in
sideways to the back seat of the squad car.

by individuals who matched the suspects' descriptions. The officer followed the vehicle to a gas station and initiated emergency
red and blue lights. The officer exited the patrol vehicle and unholstered their duty weapon and pointed it towards the vehicle.
The officer conducted a felony stop on the vehicle. Another officer arrived on scene to assist. The officers kept their guns pointed

The subject was actively trying to use any nearby sharp object to cut her anus/wrists and was fighting with staff. The officer
walked up and asked staff to help lower the subject to the ground. Staff said they were not allowed to take the subject to the
ground, so the officer grabbed the subject by her right leg and lowered her to the ground so that she was on her back. The officer
then took control of the subject's wrists so that she could not grab anything to hurt herself or others and used the mount position
to control her body. The subject was on her back facing up and the officer was sitting on top of her with legs on either side of
her body. This allowed the officer to use gravity to control her with very little effort. The officer used both hands to pin the
subject's arms to the ground above her head, as she was actively trying to hit and grab at the officer. The subject remained in this
position until ambulance. fire. and another officer arrived. Paramedics sedated her and transported her.

The subject had several warrants for his arrest and was known to flee or fight with officers. The officer located the subject in a
parking lot, and then he got out of the vehicle and walked to the back to greet the officer, who advised the subject of his warrants
and advised him to place his hands behind his back. The subject began to argue and was visibly upset advising he did not have a
warrant. The officer advised the subject to place his hands behind his back grabbed his right arm. The subject used his right
elbow to push the officer's hands away in an attempt to resist, gain distance, and flee on foot. The officer lost grip of the subject's
arm after he elbowed the officer's hands away from him and turned to run. The officer began to chase on foot taking their taser
from its holster advising the subject he was going to get tased, in an attempt to gain compliance and not knowing if the subject
would continue to fight after he was caught. The officer fired the laser once at the subject observing one probe striking him in
the back. The subject slowed down and the officer fired the taser a second time to get full neure muscular incapacitation on him
so he could not continue to flee or attempt to fight with officers when he was caught. The subject fell to the ground where the
officer had given him verbal commands to place his hands behind his back. The subject did so without incident and officers were
able to secure him into handcuffs. The subiect was seen by EMS on scene and declined medical services.

The subject had several outstanding warrants for his arrest and attempted to flee from officers. The officer pulled in front of the
subject and he stopped. Based on the subject's flight, coupled with the reasonable belief that he was a wanted felon facing
extensive prison time, the officer initiated the stop as a high -risk traffic stop. The officer drew their sidearm and pointed it at the
subject. The officer told the driver not to move, and warned him that if he reached for anything, the officer would shoot him.
Another officer arrived on scene and it quickly became apparent that the subject was not the person wanted on outstanding
warrants and was not going to flee anymore. The officer de-escalated the encounter by holstering the sidearm and engaging the

Resolution setting Meeting Participation Requirements for City Board,
Commission and Committee members
Whereas, during the period of greatest transmittal risk of COVID-19, the City Council
hosted electronic meetings to decrease risk of spread; and
Whereas, Council directed all City Board and Commissions to do the same; and
Whereas, transmission rates of COVID-19 later fell, and Council began to meet in person,
maintaining an option for those who wished to participate electronically; and
Whereas, Council believes that in -person meetings allow for the best discussion of
government business, for both Council meetings and those of Boards and Commissions;
and
Whereas, uniformity of this stance provides benefits Council wishes to offer to all residents.
Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa, that
1. All Iowa City Board and Commission meetings shall include a quorum of members
physically present for the meeting; and
2. In the event the Mayor concludes an in -person meeting is impossible or impractical,
consistent with Iowa Code section 21.8, as amended, the Board(s) or
Commission(s) in question may meet electronically.

COMMUNITY POLICE REVIEW BOARD (CPRB) COMMUNITY FORUM: SUMMARY
Thursday, April 20, 2022 — 5:30 PM
Iowa City Public Library, Meeting Room A
CPRB Members Present: Ricky Downing, Melissa Jensen, Jerri MacConnell, Saul Mekies, Amanda
Remington, Orville Townsend, Stuart Vander Vegte.
The Iowa City Community Police Review Board (CPRB) held the annual Community Forum on Thursday,
April 20, 2023, at 5:30 p.m.
1. Board Chair Jerri MacConnell called the meeting to order.
2. Board members introduced themselves.
3. Two email correspondence were received pertaining to the Forum.
First email asked to explain how "Drug Recognition Officers" are trained, what drugs they
are trained to look for and recognize, and under what circumstances they work.
Second email asked if ICPD tickets cars with dark tinted windows.
Both email correspondences were accepted.
4. Jensen shared how to communicate with the CPRB, who we are and what we do.
• Board is comprised of seven members appointed by City Council.
• Reviews reports after investigation of complaints about alleged misconduct and then issues
its own reports that contain detailed findings of fact & conclusions that explain why and to
the extent complaints are sustained or not sustained
• CPRB reviews police, policies, procedures, & practice, and may recommend modification to
them.
• CPRB only has limited civil administrative review powers & has no power or authority over
criminal matters or police discipline.
• All complaints to the Board must be filed within 180 days.
• Any person with personal knowledge of alleged misconduct may file a CPRB complaint with
the board.
• Process — Complaint is filed, copy goes to the Chief for an internal affairs investigation, a
copy also goes to the Equity Director. Chiefs investigation completed within 90 days, with a
detailed written report with the findings. Copies of the report go to the CPRB, complainant,
officers, & City Manager.
• CPRB reviews the report & may conduct an additional investigation, the board then issues a
written report with findings. Copies pf the board public reports are sent to the complainant,
the police officers, City Manager, Equity Director, & the City Council.
5. ICPD Chief Dustin Liston shared information about the ICPD defining their core values or guiding
principles. Officers should be able to look at core values, and be able to think of them when they're
making decisions in the field. CPRB has been asked to provide input, and this is an opportunity for
the public to provide input as well.
Community member asked if there were any proposed core values that could be viewed.
Chief Liston gave multiple examples - partnership, engagement, inspire change, etc. to name
a few.
Community member asked if transparency would be considered, and referenced tension
and the importance of things being public. Further discussion about the importance of
transparency but also the reality of having to deal with confidentiality on some issues.
6. Public Discussion:
o Discussion on the submitted question on window tint. Requirement is to let 70% of the light
through, and tickets can be written.
o 2n° submitted question was on drug recognition. Several members of ICPD have participated
in nationwide training program that is over three weeks in length. There is also annual
retraining. The training is provided by the National Highway Traffic Safety Administration.
o A community member asked if officers determine whether or not an investigation is made.
Chief Liston responded the officers are trained to check if someone is under the influence of
alcohol. If someone blows and they're not under the influence, but still show signs of
impairment. The officer will typically call for a drug recognition expert.
o Community member asked how many complaints are made annually and how much
authority does the board have. Discussion from board was while the power is limited, the
board makes public recommendations, and public can reach out to council and respond.
o In reference to number of complaints for 2022, the board received 18 complaints, 16 were
not sustained, and 2 were sustained. Comment from board member, that doesn't mean the
board believes everything in the 16 encounters was acceptable; a complaint is only not
sustained if there was a policy violation. If there is no policy violation, the board can use the
comment section on the public report to make recommendations and isn't shy about doing
so. The board also has access to a lot of information including reports, and body camera
footage. It's a community effort with the board, the chief & city council member at the
meetings as well.
o The board commented about objectivity, the board members come from a wide range of
backgrounds, and have a wide range of opinions, with multi -faceted, multi different points
of view. The board meets the second Tuesday of the month at 5:30 pm at City Hall.
