Draft Ad Hoc Truth and Reconciliation Commission (TRC) Minutes
Emma J. Harvat Hall, City Hall
Commissioners present: Lauren Merritt, Marie Krebs, Louis Tassinary, Chad Simmons, Wangui
Gathua.
Commissioners on Zoom: Chastity Dillard, Sikowis Nobiss.
Commissioners not present: Cliff Johnson
Staff present: Redmond Jones, Stefanie Bowers.
Recommendation to City Council: Yes. Simmons moved for the TRC to request $250.000.00
from the City Council to allow the TRC to fulfill its mission- the resolution; Tassinary seconded
the motion. The motion passed 5-0-2, with Dillard and Gathua abstaining.
Meeting called to order: 7:08 PM.
Reading of Land Acknowledgement: Merritt read the Land Acknowledgement.
Approval of minutes from the December 7 meeting: Simmons moved, and Tassinary seconded.
The motion passed 7-0.
To Public comment of items not on the agenda: David Sterling would welcome an opportunity
to have a dialogue on the definition of anti-semitism. Sterling is open to working with the TRC on
finding ways to engage with the Jewish community. The TRC can assist in bridging the gaps in the
conflict in Gaza.
Annie Tucker mentioned the persons in the community who want to be a part of the work that the
TRC is currently doing.
Next steps for Phase 2: Melinda Salazar, Think Peace, presented on the trauma-informed truth
telling and witnessing protocol. The overview of the presentation included the below key points.
Trauma Basics & Trauma-Informed Truth Telling
• Triggers, impact, post-traumatic stress syndrome, and somatic abolitionism.
Prepare Truth Tellers
• Pre-meeting and build relationships.
Conduct Testimony
• Thank, affirm, and invite.
• Do not interrogate or impose.
• Allow space and offer support.
• Provide and encourage care.
Prepare Witnesses

• Psychological, physiological.
Post Truth Telling
• Follow up and maintain relationships.
Larry Schooler, Kearns and West, presented the roadmap. The roadmap includes completed
outputs, the role of each facilitation team, and goals for each week. The roadmap concludes with a
presentation to City Council on April 16 and then one final meeting with the TRC and facilitators
on April 18. The commission discussed whether the current roadmap is doable or should be
restructured. This will be discussed in more detail at the TRC’s next meeting date.
Commissioners spent some time on their current workload, believing that to complete Phase 2 by
March 31 is feeling very rushed. Particularly considering members not receiving any financial
compensation. One suggestion is to break into teams to complete the work.
Request for an additional $250,000.00 from the City Council: Commissioners discussed whether
the facilitation team had met expectations in terms of services rendered and what the
Commissioners' role is in relation to the facilitation team--who does the work for the TRC.
Commissioners differed on their understanding of the relationship between themselves and the
hired facilitators. This included delegation of work. Some Commissioners believe staff should be
hired to complete the resolution's goals that established the TRC. Tucker noted that the city failed
to hire the TRC Coordinator requested by the facilitation team as a part of their proposal.
The discussion broadened into projects and opportunities to fulfill the objectives of the resolution.
There is additional work the TRC must do that cannot be performed by the facilitators.
People test projects could include the following:
• Truthsgiving
• Black Educator’s Work Group
• Civil Leadership Program
• Housing Initiative
• Black Business Wealth
These projects would require additional funding from the City to the TRC. These projects would
allow the TRC to test the waters. The list would also need to be expanded to be more
representative of all persons. Simmons moved for the TRC to request $250.000.00 from the City
Council to allow the TRC to fulfill its mission- the resolution; Tassinary seconded the motion. The
motion passed 5-0-2, with Dillard and Gathua abstaining.
Commissioner Simmons requested that by the next TRC meeting date, he would request a written
letter by a City official, not the City Attorney, as to the authority of the TRC. This would include
the power they have to act independently in terms of financial and contractable decisions.
MLK Day: The TRC is a co-sponsor of MLK Day events that will be held on Monday, January 15
from 9:30 a.m. to 12:30 p.m. The TRC will have a vendor table and a room reserved where they
will give informational presentations on their work.

Native Partners Healing Circle training and events: A flyer has been created to advertise the
Circles. The circles will be held from January 26- January 28 at the Eastside Environmental
Education Session, 2401 Scott Blvd., SE. Discussion was held on the concerns of appropriation of
Indigenous practices and customs. The facilitation team will contact Commissioners to ensure the
training content is agreeable to them.
Announcement of Commissioners: Krebs spoke on a petition on the Great Plains Action Society
website on the recent recommendation by the Board of Regents to gut all DEI programming at
state universities. Gathua spoke on the Perry school shooting that occurred earlier in the day.
Nobiss mentioned the recent resolution by the City Council on the conflict in Gaza. Dillard asked
members to recommend Amos Kiche for the open seat on the TRC.

• This calendar shows what public events the TRC is responsible for each month and follows the same color scheme of the roadmap.
It includes the 1/15 MLK Day Listening Post (now postponed to February), TRC meetings, experiential Healing Circles, Talking Circle
experiences, Culminating Events, and the final presentation and report to City Council.
• For the CEs in March, I have numbered the different scheduling options for each consultant team. The numbers don’t refer to
versions of the roadmap—e.g. the Fact-Finding Option1 doesn’t “go with” the Truth-Telling CE Option1—but rather show the choices per
team (as in, how many options there are for scheduling a single given CE).

Here are notes for reading the updated roadmap spreadsheet (converted to a PDF for packet):
• The primary edits requested for the roadmap were to narrow the scope of Phase 2 from three topics
down to one (only Public Safety/Law Enforcement/Criminal Justice, not Economic Development or
Education) and to make the roadmap easier to read and understand.
• Previously, we had three versions of the roadmap: “Roadmap Culminating” (all CEs in one week,
one day between FF CE and TT CE); “Roadmap Cascade” (all CEs in one week, no days in between); and
“Roadmap Cascade Spread” (one CE per week for three weeks, with the TT CE the same week as the 3/21
TRC meeting).
o Following each of these three versions in the sheet, we have added two tabs: a “One-Topic
Roadmap” version and a “One-Topic Roadmap Clean” version. The “One-Topic Roadmap” tabs include all
the notes and intermediate process steps, and are intended for viewing by the consultant team. The “One-
Topic Roadmap Clean” tabs present just the completed outputs and events, and are intended for viewing by
the TRC.
o We put the “Kearns & West” tab in red and will update it once the TRC approves the new roadmap.

●Clarification -a lot of the information on the roadmap is about what we are going to do to
support Commissioners and prepare them for the road ahead.
●Training with Native Partners -would like to keep the dates set;the flier seems clear for
what the content is.Would like to get that flier out ASAP.People in the community are
craving what NP have to offer.Need to make sure people have time to know it is
happening.
●Providing facilitation -Facilitators were originally hired to facilitate TRC meetings,so we
want to honor that responsibility.Will need to talk to Chair and Vice Chair about us doing
more facilitation

o Chair Dillard is working now to ensure coverage by
commissioners by block.
o Truth-Telling at the event
▪Bergus and Simmons have already talked to a community member
Maurice who is hoping to share his truth at the MLK Day event.
●Eduardo recommended finding out Maurice’s grievances in
advance to prepare for this formal Truth-Telling.
●If Maurice ends up not wanting to share at the Listening Post,it
would be prudent to set up a different time/place for him to share.
o A Talking or Healing Circle could also be an option here.
o Managing conflict with event host Black Voices Project
▪Chair Dillard is reminding everyone on both sides whom they should be
ready to encounter at the event—for example,RoyceAnn Porter will be
there—so no one is surprised.
o Scheduling
▪This event has been postponed to February due to inclement weather.
●Phase 2 Roadmap
o Will share with the TRC both the calendar and spreadsheet to promote
transparency,but will indicate that the calendar is the primary view and the
spreadsheet is just if people want extra detail.
●Circle Events
o Events for the last weekend in January are no longer listed as "trainings''to avoid
Comm.Nobiss's concern of appropriation.
▪Want to slow the narrative of European-Americans taking over,especially
as that group has more access to these opportunities economically than
do BIPOC people.
o Two Circles this month so people can have the experience.
▪Circle leaders are going to encourage people to come back and
experience the Circle again/differently,as the Native Partners get
participants accustomed to a new feeling.This practice is a way of life for
Natives,not an "experience.""Experiential"is just provisional
language—the Native Partners are going to explain to participants that
this approach is a new way of life,a new way to navigate conflict,a new
way of thinking.
o The March Healing events are going to be the same,but they will also include
taking note of those who have been consistent in their Circle attendance,and
starting to have side discussions with those who might be interested in learning
how to facilitate these spaces—with the intent to have Native people present to
help with facilitation.
o People are sensitive about fire/smudging—worried about smoke and safety.This
has never been a real problem,but it is good to be aware of people’s concerns;
need to make sure there is care/precaution taken here,to disarm the immediate
concern about smoke being generated.
●Proposal for consultants to rotate in facilitating the TRC’s deliberative discussions
o 1/8 Meeting with City Staff and TRC Leaders
▪Redmond didn't participate,Stefanie didn't attend.
▪Not much of an update from this call—need to decide as a facilitation
team how to make these meetings productive.
o Can get this renewed proposal for the consultant team members to facilitate TRC
deliberations in front of the commission during its discussion of the revised Phase
2 roadmap at the 1/18 TRC meeting.
▪Ask:Can we engage more fully in the role of facilitators that was part of
the solicitation of support for the TRC,and which we signed up for?
●Can we help with agenda items that involve deliberation?We
would create a handoff from Chair Dillard/Vice Chair Merritt to the
facilitators to manage that dialogue.The Chair and Vice Chair
should be able to participate in,not just manage,the discussion.
●The facilitator would prioritize being inclusive of all points of view
and having more efficient and consensus-driven dialogue.Taking
votes would still be possible if necessary:facilitators would not
take control of the meeting,but rather would just try to change the
dynamic of deliberation.
▪Chair Dillard is in support of this proposal and thinks it would be easier if
she just presented it to the commission by saying,“This is what we’re
doing!”;handing over facilitation;and then moving forward with the group
discussion,instead of evaluating this idea in whole-group dialogue.
▪Chair Dillard commented that it is helpful to be in person when facilitating.
Larry pointed out that Leo demonstrates the viability of a remote setup,as
Leo is always online but still successfully facilitates;Larry mentioned that
he himself would be most comfortable being in person to facilitate,but it is
not necessary.
●Lois Grace’s final team meeting
o The group thanked LG for her contributions and asked her to keep in touch.LG
offered her support for the continued efforts of the group and asked team
members to let her know if she can help with anything.
Action Steps:
●Chair Dillard-
○working now to ensure Listening Post coverage by commissioners over the whole
time (so no commissioner has to stay the entire duration).
●TRC Commissioners-
○finding out Maurice’s grievances in advance to prepare for his formal Truth-Telling
at the Listening Post.
●Laurel-
○will share with the TRC the calendar and spreadsheet,indicating the calendar is
the primary view and the spreadsheet is just if people want extra detail.
Ongoing agenda items:
●What if the TRC used some of the additional $275K Comm.Simmons wants to request
from City Council to pay for the full-time commission support person the City requested?
o Annie has been talking with Comm.Simmons and Councilor Bergus about this
possibility.

●Anticipated pushback on back-to-back meetings if 2/1 presentation comes right after
rescheduled 1/18 TRC meeting
○Under normal schedule,TRC would meet on 2/1 and 2/15.Given a 1/25 meeting
will replace the 1/18 meeting,the TRC might skip convening on 2/1 to avoid
back-to-back meetings and then just proceed to the next regularly scheduled
meeting on 2/15.
●K&W meeting with ICPD police chief on 1/23
○Data interview regarding training,hiring,policies,arrest approaches
○Annie suggested meeting with CPRB,e.g.asking about the current process vs.
what it used to be when it started.
●Circles experiences 1/26,1/27,and 1/28

○Annie:In February,there will be two other circles,so could consider batching
when visiting Iowa City around those times.
○Manape:Is there a way that we could measure the impact on participants at our
events,maybe with a simple questionnaire at the end of the experience,like
would you recommend this to someone else?It feels like measuring the impacts
of these events somehow might be a great idea.

o Laurel:Does this budget request connect to the $275K Simmons wanted and all
but two commissioners (who abstained,but whose votes were counted as nos)
approved?
▪Annie:No,this money requested was for undefined outreach events.
▪V:City Manager has discretion up to $60K,so Chair Dillard's intention is
to just ask him for this part-time position and not have this request go to
the City Council;but,given the delicate politics around the TRC,having a
specific line-item for a staff member for this project could be imprudent.
▪V:I recommend that we send the TRC with a recommendation from our
team in this domain.
●Dave:Yes,and,should we name and provide evidence that the
City promised this resource and then declined to provide it soon
after the process was initiated?
●Larry:The budget attached to the signed contract did include a tab
for a “Community Researcher”position the City would resource,to
the tune of $25K.
o V:The section entitled “Expectations of the City”defined
the job description for that role.
o Larry:K&W will be communicating with the City directly
about our own budget.
●Dave:I think we should figure out a way to communicate to the
community that the City has generated obstacles in this process at
each stage.We wouldn't be here without the people from Iowa
City asking us to be here.The City has made accusations
throughout the process of our malfeasance.

our final report.
