1. CALL TO ORDER: RECOGNIZE ALTERNATES: CONSIDER APPROVAL OF
MEETING MINUTES
Neumann called the meeting to order at 10:35 AM. Motion to approve the May
14th minutes was made by Knoche and seconded by Wheatley. The motion
carried unanimously.
2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA
There was no public discussion of any item not on the agenda.
3. CONSIDER A RECOMMENDATION ON THE LOCATION OF THE FUTURE
AMTRAK DEPOT FOR THE IOWA CITY URBANIZED AREA
Neumann stated that the Iowa DOT has asked the JCCOG Urbanized Area
Policy Board to formally designate a location for future Amtrak service in the Iowa
City Urbanized Area. Amanda Martin representing the Iowa DOT Office of Rail
Transit discussed the need for a commitment to a site due to a funding request
by the Iowa DOT to conduct an environmental study associated with track
upgrades. Martin made note that only a single location is being pursued at this
time as multiple stops can decrease optimal train speeds between stations.
Martin also passed out a study on the Dubuque station and discussed how their
depot has progressed.
Neumann opened the issue up for discussion. O'Brien stated he has had
discussions with Amtrak representatives and Amtrak prefers the depot be close
to campus as this is would be their main source of ridership. Neumann
mentioned that the Iowa City preference for the depot is the old Rock Island
Depot in response to a question made by Dahms on potential locations of the
depot. Larson questioned the reason for only having one location and suggested
Coralville be considered as a second option for a depot. Larson said that while
he understood Amtrak's desire to be close to campus, a stop in Coralville could
draw passengers from farther away due to the proximity to the Interstate network,
and possibly could provide free parking. Martin suggested that the committee
make a recommendation for only one location because of the close proximity of
each potential stop. Dahms questioned the ability for the Iowa City location to
meet the parking needs of future Amtrak business. 0' Brien stated that the future
Amtrak depot in Iowa City location is near public transit and parking facilities.
O'Brien motioned to have the location of the future Amtrak depot for the Iowa
City Urbanized area located in Iowa City near the University campus; the motion
was seconded by Wilson. The motion passed (11-3); Robrock, Larson, and
Dahms Opposed; Wheatley Abstained.
4. UPDATE ON LOCAL MEASUREMENT OF FINE PARTICULATES AND AIR
QUALITY STANDARDS
Ralston noted that if locally the fine particulates (PM 2.5) as measured in our air
exceeds the National Air Quality Standard threshold of 35ug/m3 (micrograms per
cubic unit air), Johnson County would be labeled as a 'non-attainment' area
which has implications for transportation capital funding and industrial
development. Ralston reported that the three-year average for Johnson County
declined from 34ug/m3 in 2007 to 29ug/m3 in 2008 which maintains Johnson
County's attainment status. Ralston mentioned that it will be important to
continue to monitor PM 2.5 levels because the implications of achieving non-
attainment status will influence how and when transportation capital funding can
be spent.
5. DISCUSSION OF THE 2009 JCCOG COLLISION STUDY
Ralston presented the Committee with the updated JCCOG Urbanized Area
Collision Analysis Report for 2009. The document includes updated information
on all intersections and midblock locations with three or more collisions from
2006 to 2008. Ralston pointed out that the updated version includes better visual
aids and detailed collision information for each community, and a list of the
Urbanized Area's top-ten highest collision intersections. Ralston also mentioned
that JCCOG is available to perform a more detailed collision analysis by request.
6. UPDATE AND DISCUSSION OF RESEARCH ON CLEAR ZONE STANDARDS
Ralston updated the Committee with information from a study produced by Iowa
State University on the effectiveness of clear zones on Iowa's roadways. Ralston
pointed out one significant finding of the study that suggests there is little benefit
to increasing a clear zone over 5 feet which is in contrast to the current
recommendation from the Iowa DOT for a standard clear zone to be a minimum
10 feet. Ralston also mentioned that the Iowa DOT is aware of the study and is
in the process of updating standards for fixed object setbacks on Iowa roadways.
Ralston stated he would keep the Committee apprised of any changes.
7. UPDATE ON THE I-JOBS PROGRAM
Yapp presented the Committee with an update on the I-Jobs legislation and the
discussion that occurred at the meeting on the I-Jobs program held on June 10
by the City of Coralville and the Chamber of Commerce. Yapp pointed out that
while most of the initial rules and scoring criteria were established, the
administrative rules are still being developed and will continue to evolve as work
on the program progresses. Yapp continued by mentioning that Johnson County
is most interested in the infrastructure portion of the program with focuses on
disaster relief, mitigation, and other local infrastructure projects. Yapp pointed
out the scoring criteria are based on job creation, financial feasibility, energy
efficiency, disaster recovery, and local support of the project shown by a 25%
local match as well as the a notice of intention to apply for funds.
8. OTHER BUSINESS
Neumann pointed out that Vicky Robrock was named 'Transit Manager of the
Year' for the state of Iowa by the FTA.
Yapp passed out an executive summary for the new transportation legislation
that will reauthorize the source for national transportation funding. Yapp noted
two proposed changes that are significantly different to the existing SAFETEA-LU
legislation currently in place. The first proposed change was to consolidate the
existing 75 transportation funding programs into 4 essential transportation
programs. The second was a proposed change to reduce the minimum
population threshold for an MPO to receive federal funding from 50,000 to
100,000 with existing MPOs grandfathered in. Yapp mentioned that JCCOG will
continue to monitor the progress of the legislation

Board regarding apportionment of Federal Surface Transportation Program (STP) funds for
FY2011-12
Iowa DOT gave JCCOG a funding target of $3,940,561 in Surface Transportation Program funds for
FY2011-12 to be distributed in the Iowa City Urbanized Area. Five communities submitted a total of
eleven applications to JCCOG totaling $16,094,647. Enclosed you will find a summary of each
project and copies of the applications.
The project scores based on the scoring criteria adopted by the JCCOG Board are enclosed. The
TT AC may, by motion, amend any of the project scores before they are forwarded to the JCCOG
Board. The projects need not be recommended for funding according to the project's score; the
scoring criteria are meant to be one piece of information for consideration in your deliberations.
At your November 10 meeting, please consider making a recommendation to the JCCOG Board on
the apportionment of STP funds. As you discuss the projects to recommend for funding, consider the
project score, any public input received, and ultimately the merits of each project. The funds cannot
be apportioned according to the population of the JCCOG municipalities.
STP Scoring Comments
JCCOG staff applied the approved scoring system (see attached) to rank the STP applications. While
some criteria are objective assessments, others may be interpreted differently by different people.
The following comments clarify how staff interpreted the criteria:
· Criterion 1: Is the capital asset a new facility or an existing facility proposed for
improvement as noted in your Capital Improvements Project list? - The new definitions for
the type of project clarified this criterion during the scoring process and reflect the
Transportation Enhancement scoring system.
· Criterion 2: What local match percentage does your community have pledged? - All
projects meet the minimum 20% pledged local match and included a statement from the
city manager/administrator or elected official committing the local match.
· Criterion 3: Is a focus of the project to address a safety concern at an intersection or
midblock, or improve safety at a location with a collision history involving bicyclists or
pedestrians? - The JCCOG Traffic Collision Analysis (2009) identifies the top 25 highest
accident intersections and top 10 highest mid-block accident locations. Projects with a
documented collision history received five points and a history of bicycle and/or pedestrian
collisions was also taken into account.
· Criterion 4: Is the proposed project consistent with the community's comprehensive
plan? - All proposed projects were consistent with the communities' comprehensive plans.
· Criterion 5: Will the proposed project facilitate multiple modes of transportation? - Projects
received points based upon the degree to which they provided the approved amenities.
· Criterion 6a: Will the proposed project improve the level-of-service of an intersection based
on a reduction in average vehicle delay per signal cycle from the existing to improved
condition? - Scores are based on improved intersection level-of-service and reduced delay
based on existing and forecasted traffic volumes and analysis by JCCOG staff using
approved traffic modeling software.
· Criterion 6b: Is the proposed project projected to reduce daily vehicle hours traveled as
calculated by JCCOG staff using the JCCOG / Iowa DOT traffic model? - New roadway
and capacity projects that reduced vehicle hours traveled received points, based on the
adopted JCCOG/lowa DOT traffic model.
· Criterion 7: Does the project involve more than one JCCOG jurisdiction? - Projects that
show cooperation between jurisdictions received additional points.
Old Rock Island Depot
The scoring criteria provide a way to compare and rank similar projects. Although eligible for STP and
TE funds, the adopted scoring criteria cannot be applied to the Old Rock Island Depot project.
Scoring Process for Criteria 6a and 6b
These criteria were added this year to provide a way to evaluate projects' impact on the environment
through decreased vehicle hours traveled and decreased intersection delay. JCCOG staff utilized 1)
Synchro Model software to calculate delay savings based on proposed intersection improvements;
and 2) the adopted JCCOG Travel Demand Model was utilized to rank projects on reduced vehicle
hours traveled. A maximum of five points total is possible for projects that incorporate both
intersection and capacity improvements.
Public Input Received
Four emails and one letter were received expressing support for the Iowa City wide sidewalk project
along Old Highway 218 (enclosed).

Dear Parks & Recreation Commission:
Weare writing to request that funding be made available for the expansion of the trail system along
South Riverside Drive from Highway 6 to Sturgis Ferry Park.
There is regular foot and bicycle traffic along the sad little path that currently exists (which is scarcely
more than a rut from bicycle tires); it would make a tremendous difference to have a paved path to walk
or ride along, joining the outlying businesses and residences on the south side to the rest of the city.
Many employees here at RR Donnelley live in town, and would have an easy ride to work every day if
the trail could just be extended towards the frontage road to our building. In addition to offering an
alternative to commuting by car, it would provide increased access to Sturgis Ferry Park.
We are aware ofthe importance of expanding opportunities for greener living. Our company has
recently established a "Green Team" to encourage sustainable and environmentally aware practices both
at work and at home. Weare very excited about contributing to the community, and one of our projects

neglected park has potential to become an enjoyable green space, and a trail would enhance its status as

Please mark me down as being strongly in favor of a sidewalk along South Riverside Dr. extending
south from Highway 6 past the airport and on to Mormon Trek Blvd. I see many people walking that
way either in the road or along the uneven grass on the shoulder. Not too bad a trek in the summer, but
during the winter months the pedestrians are forced to walk in the street - not a safe alternative on a
highway.

I wish to express our strong support for proposal #4, the extension of the bike trail along Riverside Drive
from Hwy 1 to Mormon Trek Blvd. Riverside Drive is a heavily-used 4-lane road that runs directly in
front of our business, the Alexis Park Inn & Suites. We witness bicycle riders traveling this dangerous
road on a daily basis, and can attest to the fact that there are many "close-calls" between automobiles
and bicycles.
In response to this dangerous situation, an infonnal "dirt path" has been worn in the grass on the East
side of Riverside Drive by all of the bicycle and foot traffic. This path is a real" ankle twister", as many
of our fly-in guests will attest to. Although we are only 400 yards from the Iowa City Airport, we have
been forced to leave a vehicle at the airport for our fly-in guests to use, simp~y because walking that
short distance from the airport to the hotel is too dangerous -- especially at night.
Not only would this bike path be a great help to our business, it would also help our staff, many of
whom have lived in the trailer parks south of town. These folks routinely risk their lives riding their
bikes to work, and the creation of this path would be greatly helpful.

Additionally, this project will improve a significant segment of the regional trail system
from Iowa City/University of Iowa to the Coralville Reservoir and North Liberty.

proiect. The purchase of the rail depot provides another transportation option for the
community and is one piece of an Amtrak rail proiect Iinkino the Iowa City/Coralville area
to Chicaoo. It offers an inexpensive and convenient option for members of the
community to travel to and from Chicaoo without the use of a car. flioht or over the road
bus.

North Liberty Scales Bend Road at Highway 965 Intersection Upgrade

This project will reconstruct the intersection of Scales Bend Road and Highway 965
in North Liberty, consistent with the recently approved Highway 965 Corridor Plan.
The current intersection, subject of a study conducted through JCCOG auspices in
2003, is frequently criticized by residents and users because the super-elevation and
general poor condition make traffic movements difficult to judge and complete. As
development continues in the Fox Run and Aspen Ridge subdivisions, and as the
Scales Point development becomes more popular, traffic is increasing in this area.
The project removes the super-elevation on Highway 965 and increases the number
of approach lanes at each leg of the intersection, providing left turn lanes and turn
bays where recommended by the study. The intersection will also be signalized.
Though the 2003 study did not recommend accompanying sidewalks and trails, they
are recommended in both the Highway 965 Master Plan and the proposed North
Liberty Trails Plan, and are included in this cost estimate.

6. How does this project further the goals and/or policies of your community's Comprehensive
Plan?
This project addresses to varying degrees the following Comprehensive Plan goals
and objectives:
3.1 Transportation Goals:
3.1.6 Ensure that all public and private streets are constructed with the highest possible
standards for safety and durability.
3.1.8 Provide for the safe and convenient circulation needs of the pedestrian and the bicyclist.
3.1.10 Develop a system of priorities for improving the various elements of the transportation
system that are in need.
3.2 Transportation Policies: General
3.2.7 The mobility needs of all persons shall be considered in the planning and development
of the transportation system.
3.3 Transportation Policies: Streets and Highways
3.3.1 All street system facilities are to be planned, designed and developed according to the
highest standards, giving due consideration to both land use and overall transportation
goals and policies as well as safety.
3.3.2 Vehicular access onto all types of expressways, arterials, and collectors shall be
minimized and limited ensuring adequate distance between intersections and utilization
of appropriate traffic control methods and devices.
3.3.3 Wherever possible, access to property shall be prohibited from major streets
(expressways, arterials, and collectors). Detached access roads are to provide access
for properties "fronting" such streets and roads.
3.3.5 Where feasible, parking on arterials and major collector streets shall be prohibited.
3.3.9 A program to improve existing substandard streets and to improve hazardous and poorly
designed intersections and access points shall be established and implemented to
upgrade such streets to new street construction standards.
3.3.12 Maximum street safety shall be achieved through the appropriate use of street lighting
and sign controls.
3.3.15 Provisions for other transportation modes, i,e., bicycles, pedestrians, park and ride, etc.,
shall be included in street and highway improvement plans.
3.3.16 Review and revise design and construction standards for streets, outlined in the City
Subdivision Ordinance and the North Liberty Municipal Design Standards, to ensure
they reflect state of the art technologies in safety and durability.
3.6 Transportation Policies: Pedestrian/Bicycle
3.6.1 Pedestrians and bicyclists should be afforded rights-of-way separated from motorized
traffic along arterial and higher classified streets. When physically and/or economically
feasible, pedestrian and bicycle traffic will be separated.
3.6.6 Facilities for pedestrians and bicyclists shall be provided in conjunction with street
improvement projects.

sidewalks or trails at the intersection, and the original 2003 improvement design

Sunset Street Arterial Wide Sidewalk - Project includes removing the existing 4-foot
wide walk on the west side of Sunset Street, and constructing an 8-foot wide walk to
meet current arterial street standards. Project limits are Melrose A venue to Benton
Street.
This corridor is approximately 2,000 feet with a wide right-of-way available. Minor
realignment and storm sewer work to be used to improve clear zones and drainage.
All mainline and side road crossings to be updated with detectable warnings. Right-
of-way to be acquired at the northwest corner of Sunset and Benton to modify
existing retaining walls and improve vehicular and pedestrian sight distance. This
intersection has a collision history noted on the JCCOG Metro Area 2001-2007
Bicycle and Pedestrian Collisions map.

describe the project. The project will be to construct a new alignment of roadway from
the Iowa Interstate railroad crossing North to Highway 6. Currently traffic from 1-80 that
exits in Tiffin to go North, including truck traffic, must route through several 90 degree
turns and narrow streets to make their way to Highway 6. The city is just completing a
partnering with lOOT and the Clear Creek Amana School district to widen, add turn lanes
and resurface approximately % of a mile of Highway 6 through the east side of Tiffin.
The new alignment of Ireland would route traffic directly North of the Interstate to
Highway 6.

of the project and a trail on the other side. The project is neccesary due to the
developement of the area and increased truck traffic using Ireland Avenue as a
means to get to Highway 6.

Re: Agenda Item NO.4: Consider a recommendation to the JCCOG Urbanized Area Policy
Board regarding apportionment of Transportation Enhancement (TE) JCCOG funds for
FY2011-12
Iowa DOT gave JCCOG a funding target of $572,763 in Transportation Enhancement funds for
FY2011-12 to be apportioned in the Iowa City Urbanized Area. Five communities submitted a total of
ten applications to JCCOG totaling $4,285,013. Enclosed you will find a summary of each project
and copies of the applications.
At their October 13 meeting, the JCCOG Regional Trails and Bicycling Committee (RTBC) members
agreed this year's applications presented the best pool of projects compared to past funding
cycles. Terry Dahms explained at the RTBC meeting that the committee has typically preferred
to recommend one or projects in-full to ensure the funds are utilized, rather than distribute
partial funding to multiple projects. In general the committee liked the regional impact of the
recommended projects and given available funds will improve pedestrian and bicycle access for
the largest number of residents.
The RTBC recommended, by a vote of six to two, $260,913 for the Coralville Clear Creek trail
extension, $215,000 for the University Heights wide sidewalk, $81,250 for the Coralville Camp
Cardinal Boulevard wide sidewalk, and $15,600 for the joint request for way-finding signs (Coralville
lead). A summary of the RTBC discussion is attached.
The project scores based on the scoring criteria adopted by the JCCOG Board are enclosed. The
rankings were discussed, but not modified, by the RTBC. The TTAC may, by motion, amend any of
the project scores before they are forwarded to the JCCOG Board. The projects need not be
recommended for funding according to their scores; the scoring criteria are meant to be one piece of
information for consideration in your deliberations.
At your November 10 meeting, please consider making a recommendation to the JCCOG Board on
the apportionment of TE funds. As you discuss the projects to recommend for funding, consider the
project score, the RTBC recommendation, any public input received, and ultimately the merits of
each project. The funds cannot be apportioned according to the population of the JCCOG
municipalities.
TE Scoring Comments

There is regular foot and bicycle traffic along the sad little path that currently exists (which is scarcely
more than a rut from bicycle tires); it would make a tremendous difference to have a paved path to walk
or ride along, joining the outlying businesses and residences on the south side to the rest of the city.
Many employees here at RR Donnelley live in town, and would have an easy ride to work every day if
the trail could just be extended towards the frontage road to our building. In addition to offering an
alternative to commuting by car, it would provide increased access to Sturgis Ferry Park.
Weare aware ofthe importance of expanding opportunities for greener living. Our company has
recently established a "Green Team" to encourage sustainable and environmentally aware practices both
at work and at home. Weare very excited about contributing to the community, and one of our projects
is adopting Sturgis Ferry Park (which is walking distance away from our offices). This somewhat
neglected park has potential to become an enjoyable green space, and a trail would enhance its status as
an actual park rather than a parking lot for the boat ramp.

Board regarding apportionment of Transportation Enhancement (TE) JCCOG funds for
FY2011-12
Iowa DOT gave JCCOG a funding target of $572,763 in Transportation Enhancement funds for
FY2011-12 to be apportioned in the Iowa City Urbanized Area. Five communities submitted a total of
ten applications to JCCOG totaling $4,285,013. Enclosed you will find a summary of each project
and copies of the applications.
At their October 13 meeting, the JCCOG Regional Trails and Bicycling Committee (RTBC) members
agreed this year's applications presented the best pool of projects compared to past funding
cycles. Terry Dahms explained at the RTBC meeting that the committee has typically preferred
to recommend one or projects in-full to ensure the funds are utilized, rather than distribute
partial funding to multiple projects. In general the committee liked the regional impact of the
recommended projects and given available funds will improve pedestrian and bicycle access for
the largest number of residents.
The RTBC recommended, by a vote of six to two, $260,913 for the Coralville Clear Creek trail
extension, $215,000 for the University Heights wide sidewalk, $81,250 for the Coralville Camp
Cardinal Boulevard wide sidewalk, and $15,600 for the joint request for way-finding signs (Coralville
lead). A summary of the RTBC discussion is attached.
The project scores based on the scoring criteria adopted by the JCCOG Board are enclosed. The
rankings were discussed, but not modified, by the RTBC. The TT AC may, by motion, amend any of
the project scores before they are forwarded to the JCCOG Board. The projects need not be
recommended for funding according to their scores; the scoring criteria are meant to be one piece of
information for consideration in your deliberations.
At your November 10 meeting, please consider making a recommendation to the JCCOG Board on
the apportionment of TE funds. As you discuss the projects to recommend for funding, consider the
project score, the RTBC recommendation, any public input received, and ultimately the merits of
each project. The funds cannot be apportioned according to the population of the JCCOG
municipalities.
TE Scoring Comments
JCCOG staff applied the approved scoring criteria (see attached) to rank the TE applications. The
following comments clarify how staff interpreted the criteria:
. Criterion 1: Is the capital asset a new facility or an existing facility proposed for
improvement as noted in your Capital Improvements Project list? - The new definitions for
the type of project clarified this criterion during the scoring process and reflect the Surface
Transportation Program scoring system.
. Criterion 2: What local match percentage does your community have pledged? - All
projects meet the minimum 20% pledged local match and included a statement from the
city manager/administrator or elected official committing the local match.
. Criterion 3: Is a focus of the project to address a safety concern at an intersection or
midblock, or improve safety at a location with a collision history involving bicyclists or
pedestrians? - The JCCOG Traffic Collision Analysis (2009) identifies the top 25 highest
accident intersections and top 10 highest mid-block accident locations. Projects with a
documented collision history received five points and a history of bicycle and/or pedestrian
collisions was also taken into account.
. Criterion 4: Will the proposed project provide direct access to a school or improve
access (within ~ mile) to multi-family residential or commercial development? -
Projects that will provide direct access to a school or improve access (within 1,4-mile) to
major residential or commercial areas received five points.
. Criterion 5: Is the project an extension of an existing pedestrian/bicycle facility noted in
the JCCOG Long Range Trails Plan or Long Range Wide Sidewalks Plan, or meet an
identified goal for your community in the JCCOG Metro Area Bicycle Master Plan?-
Projects received five points for extending pedestrian and/or bicycle facilities in these plans.
Old Rock Island Depot
The scoring criteria provide a way to compare and rank similar projects. Although eligible for TE
funds, the adopted scoring criteria cannot be applied to the Old Rock Island Depot and way-finding
signage projects.
Public Input Received
Four emails and one letter were received expressing support for the Iowa City wide sidewalk project
along Old Highway 218 (enclosed).

I wish to express our strong support for proposal #4, the extension of the bike trail along Riverside Drive
from Hwy 1 to Mormon Trek Blvd. Riverside Drive is a heavily-used 4-lane road that runs directly in
front of our business, the Alexis Park Inn & Suites. We witness bicycle riders traveling this dangerous
road on a daily basis, and can attest to the fact that there are many "close-calls" between automobiles
and bicycles.
In response to this dangerous situation, an informal "dirt path" has been worn in the grass on the East
side of Riverside Drive by all of the bicycle and foot traffic. This path is a real "ankle twister", as many
of our fly-in guests will attest to. Although we are only 400 yards from the Iowa City Airport, we have
been forced to leave a vehicle at the airport for our fly-in guests to use, simply because walking that
short distance from the airport to the hotel is too dangerous -- especially at night.
Not only would this bike path be a great help to our business, it would also help our staff, many of
whom have lived in the trailer parks south of town. These folks routinely risk their lives riding their
bikes to work, and the creation of this path would be greatly helpful.

REVIEW OF JCCOG TRANSPORTATION ENHANCEMENT (TE) FUNDING
APPLICATIONS: Consider a recommendation to the Transportation Technical Advisory
Committee on apportionment of TE funds.
Ackerson explained the process used to allocate TE funds, the scoring criteria assigned
by JCCOG staff, and the need for the RTBC to make a recommendation on how the
funds should be apportioned. Ackerson then presented an overview of the ten
applications.
Neuzil asked if the proposed Old Highway 218 trail that stopped at McCollister
Boulevard could be extended to Oakcrest Hill Road because the county is currently
reconstructing that road to include paved wide shoulders that will likely draw substantial
volumes of bicyclists. Ackerson answered that the current proposal does not call for the
trail to extend south past McCollister Boulevard but at some point in the future the trail
may connect to Oakcrest Hill Road.
The question was raised whether Coralville's proposal would connect to Tiffin's trail on
the north side of the creek. Phillips explained that the trail extension from Tiffin will run
along the north side of the creek to the interstate due to the current trail easement and
the desire of the property owner on the south side (west of the interstate) of the creek
not wanting to provide any land for an easement. Larson clarified that Coralville's
proposal is on the south side of the creek due to the north side (east of the interstate)
having already been platted and difficulty obtaining a trail easement. It was
recommended by JCCOG staff that the two cities meet to discuss options and perhaps
consider the option of a bridge as part of an amendment to Coralville's project
application.
Dahms explained that in the past, the RTBC has preferred to make a recommendation to
fund one project in its entirety so that work gets completed and progress can be seen
instead of distributing partial funding for projects and having some projects not
completed. Dahms recommended the Coralville Clear Creek Trail Extension project to
Interstate 380 receive its full funding request.
Loring stated that he supported funding the Clear Creek trail extension project to
Interstate 380 in full.
Moran pointed out that the Clear Creek trail extension project has the lowest number of
criteria points of all the applications.
Maddix proposed the following to the committee: full funding of the Clear Creek trail
extension, the Camp Cardinal Boulevard wide sidewalk, and the joint request by
Coralville for way-finding signs, with the remaining $10,913 partially funding the Tiffin
trail project.
Phillips stated support for the Clear Creek trail extension due to its regional implications
but worried that the partial funding for the Tiffin project would not be enough to ensure
the project get completed due to the larger amount of local match needed.
Discussion followed regarding remaining funds if the multi-project proposal was
recommended but did not include the Tiffin project. Ackerson answered that several
options were available including the funds being rolled over to the next years funding
cycle or awarded to one of the funded projects.
Phillips moved to recommend funding the Clear Creek trail extension, the Camp
Cardinal Boulevard wide sidewalk, the joint request by Coralville for way-finding sings,
and apportion the remaining $10,913 to the Clear Creek trail extension project; Dahms
seconded the motion. The motion carried 6-2 with Neuzil and Loring opposed.

This project will extend our existing Clear Creek Trail system from Creekside Ball Park to
1-380, our west city limits, on an alignment that will connect with the City of Tiffin's trail
system. This will complete our portion of the trail system between Iowa City/University
of Iowa and Tiffin.
The trail will be constructed of 10 foot wide, 6" thick PCC.

siqns for bikes and pedestrians. To aid trail users and advertize amenities. the JCCOG
entities are pursuinq a coordinated system of way-findinq siqns. The proposed siqns

Recreation Center. Public Library. Morrison Park, etc." and
2. Be installed periodically, at all turns. and at maior street intersections to

The proposed project is aiD-foot separated trail extendin~l generally north-south
approximately 8,600 feet through eastern North Liberty, connecting the proposed
Johnson County trail along Dubuque Street from the south corporate limits to the
proposed Mehaffey Bridge Road trail at the northern corporate limits, and providing
a crucial link in the North Liberty trails network. The trail passes directly in front of
Penn Elementary School and through Penn Meadows Park. All work is expected to
be completed within street right-of-way or park property, as shown on the map
exhibit, and no land or easement acquisition is anticipated. In addition, disruptions
to utilities, private properties, drainageways and drainage structures, and other
existing facilities, are anticipated to be minimal. The project is consistent with the
North Liberty Trails Network Plan, adopted august 252009 by the City Council.

Sunset Street Arterial Wide Sidewalk - Project includes removing the existing 4-foot wide
walk on the west side of Sunset Street, and constructing an 8-foot wide walk to meet
current arterial street standards. Project limits are Melrose Avenue to Benton Street.
This corridor is approximately 2,000 feet with a wide right-of-way available. Minor
realignment and storm sewer work to be used to improve clear zones and drainage. All
mainline and side road crossings to be updated with detectable warnings. Right-of-way to
be acquired at the northwest corner of Sunset and Benton to modify existing retaining
walls and improve vehicular and pedestrian sight distance. This intersection has a collision
history noted on the JCCOG Metro Area 2001-2007 Bicycle and Pedestrian Collisions map.

FY10 Federal Transit Administration Section 5307 funds to Coralville Transit,
Iowa City Transit, and University of Iowa Cambus
Iowa DOT has indicated we have a total of $1,817,339 available in FY10 FT A Section 5307
operating assistance. This amount includes $562,211 in Small Transit Intensive Communities
(STIC) funding. The funds are apportioned by JCCOG between Coralville Transit, Iowa City
Transit, and University of Iowa Cambus based on our local formula of 25%
operating/maintenance cost, 25% locally determined income, 25% revenue miles, and 25% fare
revenue. This formula was re-approved at the September 19, 2007 JCCOG Urbanized Area
Policy Board meeting.
The following tables show the proposed FY10 apportionment, and for comparison, the FY09
multipliers and apportionment. The FY10 Section 5307 funds are used for transit operating
expenses. If approved, the Transportation Planning Division will complete and submit FY10 FTA
operating grant applications for each transit system. The Transportation Technical Advisory
Committee's recommendation will be forwarded to the JCCOG Urbanized Area Policy Board for
consideration at their December 2,2009 meeting.
Please consider a recommendation to the JCCOG Board on the apportionment of FY10 FT A
Section 5307 funds.

Re: Agenda item #6: Update on the North Liberty Road Safety Audit process
At the request of the North Liberty City Engineer, JCCOG has assisted with the implementation
of a Road Safety Audit (RSA) in the City of North Liberty. An RSA is an examination of future or
existing roadways, in which an independent team reports on safety concerns, real or perceived.
RSA's are typically used by agencies to improve transportation safety and communicate to the
public how the organization is working proactively towards improving 'small' issues before they
become larger problems. RSA's can save a community money in the long run by helping a
community focus on making effective improvements by applying resources where they will have
the greatest impact.
To conduct the North Liberty RSA, a multidisciplinary team was assembled and held a
preliminary meeting to review project information and discuss specific areas of concern. Once
concerns were identified, the team performed a field review/audit of the roadway(s) in question.
The team used maps and checklists to examine design features and note concerns.
Concerns identified by the auditing team have been presented to North Liberty staff in a draft
report. The report outlines a number of possible recommendations for each of the identified
concerns included in the RSA field review. Some of the recommendations require further field
work while many of the improvements can be implemented by the City of North Liberty
immediately if deemed appropriate. Copies of the report will be available for review once the
North Liberty City Council has had an opportunity to view and accept the report.
JCCOG staff would be happy to assist with Road Safety Audits for the remaining JCCOG
communities and will recommend adding those items to subsequent JCCOG Transportation
Planning Work Programs.
I will be available at the November 10th meeting to answer any questions you may have.

Re: Agenda item 7: Update on passenger rail
The Iowa Department of Transportation, with the Illinois Department of Transportation, has
submitted a grant application for funding from the federal High-Speed Intercity Passenger Rail
(HSIPR) discretion grant program for new and enhanced passenger rail service from Chicago to
Iowa City via the Quad Cities and from Chicago to Dubuque. The Iowa-Illinois Passenger Rail
application is requesting $236 million. There is $8 billion available in HSIPR funding. The grant
funding would be used to support continued environmental impact analyses, track infrastructure
construction and improvements, layover facility construction, equipment acquisition, and station
purchase and improvements to implement passenger rail service. The HSIPR funds were made
available as part of the American Recovery and Reinvestment Act and would be the majority of
the overall financing package for the passenger rail projects in Iowa and Illinois. We should
know by January or February where the funding will be used, and if funds are awarded to Iowa.
JCCOG is now a local stakeholder in the Midwest High Speed Rail Steering Group. This group
was formed at the High Speed Rail Governor's Summit in July. At the Governor's Summit a
Memorandum of Understanding was signed by the governors and included a new steering
group. This group will identify stakeholders and determine what the local level of involvement
will be in future of high speed rail service. No meeting is scheduled at this time.
There is a state-wide Passenger Rail Committee meeting scheduled for November 19 in Ames.
We will get an update from the state regarding passenger rail activities at that time.

Re: Agenda Item #8: Discuss the pending update to the JCCOG Long Range Multi-Modal
Transportation Plan
This winter, we will be starting the update process for the JCCOG Long Range Multi-Modal
Transportation Plan, which is due to be re-adopted in May 2012. We are conducting an
elongated update process to ensure plenty of time and opportunity for data collection and
input into the document.
One of the things we are going to emphasize in the upcoming document is fiscal constraint
in that projects listed in the 20-year plan should be able to be funded with reasonable
projections of transportation funds. Ensuring a project is listed in a fiscally constrained long
range transportation plan is something federal agencies are requiring for a project to be
eligible for federal funds.
Besides the traditional emphasis on arterial street connectivity and congestion management,
other elements of the Long Range Transportation Plan which are required include:
· Intermodal connections
· A discussion of environmental mitigation activities, developed in consultation with
land management and regulatory agencies
· Transit, including scenarios for expanding and enhancing public transit
· Consultation with agencies responsible for land use management, natural resources,
environmental protection and historic preservation
This winter, we will begin the update process by scheduling meetings with local groups
including local government land-use bodies, business organizations including the Chamber
of Commerce and the Iowa City Area Development group, and other interest groups such as
the League of Women Voters. The purpose of these meetings will be to inform/educate on
the purpose and importance of the Long Range Transportation Plan and to obtain initial
feedback.
Over the next few years, we will be hosting more discussions on specific modal topics in the
plan, and begin developing draft sections of the plan for review and comment. Let me know
at our November 10 meeting if you have any questions.
