Craig (A complete transcription is available in the City Clerk's Office and the City website) BUDGET REVIEW /WRAP-UP Interim City Manager Helling reviewed his January 15 memo (IP1A of 1/14 Information Packet) "Budget Issues Discussion". The following staff present for discussion: Finance Dir. O'Malley, PCD Dir. Davidson, Acting Parks & Recreation Dir. Moran, Acting Asst. City Manager and PW Dir. Fosse. Handouts: • Revised Page 21 from proposed budget -Beginning Balance • Revised Page 93 from proposed budget -Employee Benefits • Joint Meeting agenda for January 20, 2010 meeting in North Liberty • Page 89 from proposed budget -Community Event and Program Funding • Human Services Agency Funding Recommendations from FY11 (IP 3 from 1/14) • New Priorities • Proposed Projects to be Removed or Modified After discussion, Council directed staff to proceed with the GO bond funding as required for the prioritized projects with the understanding that the debt service levy may temporarily exceed the twenty-five percent (25%) policy in fiscal years 2012 and 2013. Council directed staff to communicate to each funded organization that future funding requests would not be forwarded to Council for consideration without a final report on the funding activity the previous year. STAFF ACTION: Inform each organization at the time this year's funding is announced that any future funding would not be considered without a final report; distribute information on the application itself next year and include cover letter with the message. Human Service Agency funding was approved as presented in the committee recommendations (IP 3 of 1/14 Information packet). Miscellaneous Reinstated $6,800 for Park n Ride program at the Library Funded $4,500 from Council budget for Youth Advisory Commission Requested future discussion of brick street repair funding strategy Requested future discussion of debt service levy policy Cancelled January 20 budget meeting. Mayor Hayek reminded everyone of the January 20 joint meeting in North Liberty at 4:00 PM Meeting adjourned 10:00 PM.
