Re: Agenda Item #4(d): Consider approval of projects to submit to Iowa DOT for Stimulus II
funding, and to amend the JCCOG Transportation Improvement Program consistent with
these projects
In December, 2009, the U.S. House passed the Jobs for Main Street Bill (aka, Stimulus II); the
Senate is expected to debate the bill later this month. If the bill passes, Iowa DOT estimates that
JCCOG may be apportioned approximately $3,606,819. This new stimulus bill is similar to the
Recovery Act (aka, Stimulus I) with the following key exception:
• Apportionment will occur on March 1, and the projects must be "under contract" in 90 days
(before May 31, 2010). For the May 18 letting, Iowa DOT is requiring check plans by
January 26 and final plans by February 16. This deadline will not be extended to 120 days
like Stimulus L
The Project Eligibility Criteria are the same as Stimulus I. Resurfacing, restoration, and
rehabilitation (3R) projects appear to be the most likely candidates to meet the criteria, but all
eligible projects will be considered. Iowa DOT will be conducting competitive grant programs for
Transportation Enhancement and Freight Rail applications.
At its January 21 meeting, the JCCOG Transportation Technical Advisory Committee (TTAC)
reviewed project proposals from member entities (attached). By a vote of eight to seven, the
TTAC recommended amending the Transportation Improvement Plan to include the following
projects:
• Coral Ridge Avenue Improvements, Coralville; $1.8 million
• Restoration, Rehabilitation, Reconstruction Project, Iowa City; $1,006,819
• Dubuque Street Trail -Phase II, Johnson County; $400,000
• Highway 965 -Phase I, North Liberty; $400,000
To be eligible for Stimulus II funding, the JCCOG Transportation Improvement Program (TIP)
must be amended to include the proposed projects to program the funds for FY10. Please be
prepared to consider amending fhe TIP to include the following Iowa DOT and local projects at
your January 27 meeting.
