Mr. Slavin has 30 years experience in placing city and county
managers and department heads.
Mr. Paul Wenbert, SMC's Western Regional Manager and
former Newton, IA City Administrator, will assist with this project.
Experience includes significant recent executive recruitment
work in Iowa including the Iowa Municipal League, Storm Lake
and Urbandale.

On-site development of the recruitment profile
Actively find and recruit qualified candidates
• Advertise in key publications, send targeted a-mails to sources and
prospects & make direct contact with people who fit the Council's
requirements.
• Extensively direct sourcing for candidates who meet the Council's
requirements.
On-site meetings with City Council and with finalist candidates to
assure "fit".

Thorough background investigation of all finalist candidates
• Assist City Council to design the interview and selection
process, make logistical arrangements, provide interview
questions, rating sheets, ranking forms, etc.
• Facilitate employment agreement
• Facilitate the establishment of 1St year performance goals
• Follow-up with both the City Council and the City
Manager at six months and 1 year

Iowa City covers 25.03 square miles and is the county seat of Johnson County. It is a
primary service center which features a diversified economy and an unemployment rate
which is normally below both state and federal rates.
According to the US Census Bureau, Iowa City's population has grown about 9% since 2000
to approximately 67,830.
Iowa City has an historically stable Council/Manager government with a 7-member Council
with members elected to four-year overlapping terms and the Mayor selected bi-annually by
the Council.
Iowa City has a full service government, including police, fire and public transit. The City has
approximately 555 full-time, 82 permanent art-time and 446 temporary employees. The
City's FY 2009 budget was approximately 188,255.000.
The City adopts a 3-year financial plan for both operations and capital and is in sound
financial condition.
