NOTICE OF PUBLIC HEARING
TO ALL TAXPAYERS OF THE CITY OF IOWA CITY, IOWA, AND TO OTHER INTERESTED PERSONS:
Public notice is hereby given that the City of Iowa City, Iowa will conduct a public hearing on the City's FY11 Iowa DOT
Consolidated Transit Funding grant application. The application will be for approximately $405,489 (3.619852%) in Iowa
DOT State Transit Assistance formula funds to be used for operating and/or purchasing capital items for Iowa City
Transit during FY11. Said application will also include a listing of projects to be applied for in FY11 from the Federal
Transit Administration (FTA) Section 5307, Section 5309, Section 5310, Section 5316, and/or Section 5317 programs.
The FTA Section 5307 program provides formula federal funds to be used for the operating and capital needs of Iowa
City Transit. Section 5309 is a discretionary capital funding program. The Section 5310 program provides federal funds
to be used for programs assisting persons with disabilities. Section 5316 funds are to assist programs oriented to the
transportation needs of low income and/or persons with disabilities related to employment. Section 5317 funds are for
programs that go beyond minimums established by ADA. Section 5307, Section 5309, Section 5310, Section 5316
and/or Section 5317 projects to be applied for in FY11 include (total cost and federal amount):

The public hearing will be held at 6:30 p.m. on April 27, 2010, in the Emma J. Harvat Hall of the Iowa City City Hall,
410 - E. Washington Street, Iowa City.
A preliminary application will be on file April 1, 2010, at the JCCOG Transportation Planning Division Office, Iowa
City City Hall, 410 E. Washington Street, Iowa City, and may be inspected by interested persons. Any questions or
comments regarding the application, the projects, or the public hearing, should be directed to Brad Neumann, JCCOG

The projects are in conformance with the JCCOG Long Range Transportation Plan for the Iowa City Urbanized
Area.
Any interested persons may appear at the public hearing for the purpose of making objections or comments. Written
comments will be accepted by JCCOG at the above address through the date and time of the hearing specified above.

Re: Iowa City Transit -Capital Projects Programmed for FY2011
The following projects have been programmed by Iowa City Transit for Federal Transit Administration (FTA)
Section 5307, 5309, 5310, 5316 and/or 5317 funds in FY2011. The projects will be included in the FY2011 Iowa
DOT Consolidated Transit Funding Application that JCCOG is completing and in the FY2011-2014 JCCOG
Transportation Improvement Program (TIP). Iowa City Transit may not seek funding for all of the projects listed
below, however, each project needs to be listed in order to be eligible for funding.

NOTE: Inclusion of projects in this application and the FY2011-2014 Transportation Improvement Program does
not guarantee funding in FY2011. Iowa DOT submits an annual statewide application for capital funds with the

NOTICE OF PUBLIC HEARING TO CONSIDER
APPROVAL OF A PROPOSED MOSS GREEN URBAN
VILLAGE URBAN RENEWAL PLAN FOR A PROPOSED
URBAN RENEWAL AREA IN THE CITY OF IOWA CITY,
IOWA
The City Council of the City of Iowa City, Iowa will hold a public hearing before
itself at its meeting on April 27, 2010 which commences at 7:00 p.m. in the
Emma J. Harvat Hall, City Hall, 410 E. Washington Street, Iowa City, Iowa to
consider adoption of a proposed Moss Green Urban Village Urban Renewal Plan
(the "Plan") concerning a proposed Urban Renewal Area in Iowa City, Iowa
legally described as follows:
MOSS-GREEN URBAN VILLAGE
A part of the subdivision of the Northeast One-Quarter of Section 35, Township
80 North, Range 6 West of the Fifth Principal Meridian, Johnson County, Iowa,
as recorded in Plat Book 1 at Page 11 in the Records of the Johnson County
Recorder, Johnson County, Iowa, more particularly described as follows: Lots
Four (4), Five (5) and Ten (10) and the South nine (9) acres of Lot Six (6), and
the South 12-1/2 acres of Lot Eight (8), all of the subdivision of Northeast Quarter
of Section 35, Township 80 North, Range 6 West of the Fifth Principal Meridian,
Johnson County, Iowa, containing 60.67 acres, more or less.
And
All of the Northeast Quarter of the Southeast Quarter, a part of the Southeast
Quarter of the Southeast Quarter lying North of the Interstate 80 Right-of-Way
line and the East 63.75 acres of the West Half of the Southeast Quarter lying
North of the Interstate 80 Right-of-Way line, all of said Section 35, Township 80

The Southwest Quarter of the of the Northwest Quarter of Section 36, Township
80 North, Range 6 West of the Fifth Principal Meridian, Johnson County, Iowa
and that portion of The Southeast Quarter of the of the Northwest Quarter of
Section 36, Township 80 North, Range 6 West of the Fifth Principal Meridian,
Johnson County, Iowa lying West of Iowa Highway 1 (North Dodge Street)
containing 71.35 acres, more or less.
which land is to be included as part of this proposed Urban Renewal Area.
A copy of the plan is on file for public inspection in the office of the City Clerk,
City Hall, Iowa City, Iowa.
The City of Iowa City, Iowa is the local agency which, if such Plan is approved,
shall undertake the urban renewal activities described in such Plan.
The general scope of the urban renewal activities under consideration in the Plan
is to promote the growth and retention of qualified industries and businesses in the
Urban Renewal Area through various public purpose and special financing activities
outlined in the Plan. To accomplish the objectives of the Plan, and to encourage the
further development of the Urban Renewal Area, the plan provides that such special
financing activities may include, but not be limited to, the making of direct grants, loans
or rebates of public funds to qualifying private entities under Chapter 15A and Chapter
403 of the Code of Iowa. The City also may provide incentives to encourage new private
development in the area, reimburse or directly undertake the installation, construction
and reconstruction of substantial public improvements, including roadway improvements,
water, sewer, street extensions, parking facilities, open space areas and other
substantial public improvements, and may acquire and make land available for
development or redevelopment by private enterprise as authorized by law. The Plan
provides that the City may issue bonds or use available funds for such purposes and
that tax increment reimbursement of such costs will be sought if and to the extent
incurred by the City. The Plan initially proposes specific public infrastructure, site
improvements and projects to be undertaken by the City, but provides that the Plan may
be amended from time to time to respond to development opportunities.
Any person or organization desiring to be heard shall be afforded an opportunity
to be heard at such hearing.
This notice is given by order of the City Council of Iowa City, Iowa, as provided
by Section 403.5 of the State Code of Iowa.
