Two Vacancies -Five Year Terms
May 1, 2010 -May 1, 2015
The duties of the Planning and Zoning Commission members include making (or causing to be made)
surveys, studies, maps, plans, or charts of the whole or any portion of the municipality and any land
outside which--in the opinion of the Commission--bears relation to a comprehensive plan; also include
recommending to the City Council from time-to-time amendments, supplements, changes, and
modifications to the Zoning Ordinance.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. This Commission conducts formal meetings the first and third Thursdays of each month at 7:30 p.m.
(Informal workshops are held the preceding Mondays at 7:30 p.m.)
Applications must be received by 5:00 p.m., Wednesday, April 21, 2010. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.org.

and the well beefing of the economy of our city, I have been involved in various aspects of the city's activities. At the
Universtiy, I am usually recongnized as a good adminstrator.

The planning and zoning commission is responsible for advising the City Council on new developments or changes
in zoning within the limits of Iowa City. As a commission member, I will use information from maps, surveys and

I am a long time resident of Iowa City and I have seen how quickly the city can grow. I am very interested in learning
about and influencing the long term planning of the city to help Iowa City become a prosperous and environmentally
friendly city. I believe the best way to improve Iowa City is to take a strategic look at urban planning, and to create a
link between the University, the downtown area and the residential areas around the city.
As a recent homebuyer, I have worked closely with real estate agents and I realize certain trends that are happening
within the city, involving school redistricting and the placement of commercial and industrial zones around the city.
After talking with several residents of Iowa City and my friends in the urban planning division at the University of
Iowa, I believe I have the experience to advise the City Council on various planning and zoning issues, such as
,issuing commercial licenses to business owners operating in residential areas.

Dear City Council Members,
My name is Matt Farrell. I ask that you consider me a candidate to fill the vacancy on the
Planning and Zoning commission. I am a longtime resident of Iowa City and I have seen how
rapidly the city can grow. If chosen to serve on the commission, I would make decisions based in
large part on helping Iowa City become a prosperous and environmentally friendly city through
long term planning. I believe the best way to improve Iowa City is to take a strategic look at
urban planning, and to foster collaboration between the University of Iowa, the downtown
business area and the residential areas surrounding the city.

I am currently on the Planning and Zoning Commission, with my commisison expiring in May 2010. I began in this
position in May of 2009, filling-out the term for a retiring commissioner. Prior to being on the Planning & Zoning
Commission, I was a member of the Iowa City Board of Adjustments for approximately 2.5 years.
In addition, I have been a supervisor at MidAmerican Energy in Iowa City for 2.5 years, the majority of the time was
spent in the Engineering Department. Prior to the supervisory posititon I was a designer of gas and electric facilities

The Planning and Zoning Commission provides advisory oversight to matters relating to comprehensive plans and
zoning ordinances. The commission votes to make recommendations to the City Council on these matters, and

Between my MPA and work experience in local government, I have the knowledge necessary to make valuable
contributions to the Planning and Zoning Commission's discussions. In addition to the experience I've mentioned, I
am also comfortable reading and interpretting ordinances and planning documents, so as to make informed
decisions.
Additionally, as a new resident of Iowa City with experience in another city government, I offer a fresh perspective
that can expand the range of viewpoints that the commission represents. Iowa City is an impress urban
'environment which owes much of its uniqueness to intelligent planning and zoning policies~as a member of this

WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
Reviews land use plans and recommends changes in zoning laws to the City Council. Changes in zoning for new
developments come before the board, as do annexations.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE
REASON FOR APPLYING)?
I have a positive, balanced, and broad view of the communities within our city and the complex interactions among
businesses, residents, and government that keep the town vibrant. I have lived in established and new
neighborhoods. I value both efficient meetings and sufficient discussion for thoughtful decisions. Land use changes
have serious and long-term consequences for the town as a whole and the neighborhoods within it. This commission
is the means by which volunteer citizens may consider those consequences in depth before making a
recommendation to the elected citizens on Council. Discussion should be deep but not endless; economic vitality
springs from the timeliness of decisions and investments.

As you know, I have had the opportunity to serve on the Planning and Zoning Commission for
the last 5 years. I have learned a lot. My fellow commissioners raise valid points and bring
perspectives that inform and expand my take on each item we hear and discuss. The public input
that shapes our decisions is a constant reminder of the gravity our votes carry in people's lives.
The range of projects we have considered during my tenure has filled me with admiration for the
vision of some and near-despair at the short-sightedness of others. Mostly the last 5 years have
taught me that I am just beginning to learn and I am hoping that you will give me the opportunity
to serve another term in order to increase and use that knowledge to try and help make the Iowa
City of 30 years from now as good, or better, a home as it is for us today. Please support my
