Re: Vehicle Collisions on Select Roadways in Urbanized Area
Per your request, this memorandum outlines a comparison of various roadways in the urbanized
area in terms of collision frequency.
The first two maps enclosed highlight the locations of all bicycle and pedestrian collisions
reported to police between 2001 and 2006. The collisions involve cyclists and pedestrians of all
ages -that is to say, this data has not been limited to school age residents. It is difficult to
illustrate the actual number of collisions at this scale of map because some collisions appear
one on top of another; yet, the maps generally illustrate the street corridors with higher rates of
bicycle and pedestrian collisions.
The last three maps outline the locations of vehicle collisions along alternate routes from City
and West High Schools to Wickham, Penn, and Hills Elementary Schools -these origins were
selected because they are centrally located within each school catchment area. To compare the
corridors, we used a formula recommended by the Iowa Department of Transportation for road
corridors:
Collision Rate = !Total Collisions During Period x 1000)
(Average Daily Traffic x Miles of Roadway)
Using data provided by the Iowa Department of Transportation, staff prepared the following
findings. The route options for each elementary school (origin) are ordered from lower collision
rate to higher collision rate. As a general rule, interstates have fewer collisions than other roads
due to access control and sight distance, which is indicated below by the lower collision rates
along routes using I-80 and U.S. Highway 218.

For additional comparison measures between routes, the graphs on pages 8 and 9 summarize
the number of collisions by age of driver and time of day for the various routes above. The
collision rates by age reflect the demographic composition of the community.
Finally, the following graph shows a typical traffic count on an arterial road - in this case, 121h
Avenue south of Holiday Road. This graph illustrates that traffic counts typically drop after the
morning peak period (7 a.m. to 8:30 a.m.). High school students would encounter less traffic in
the morning if school began later. They would likely encounter more traffic in the afternoon,
however, depending on when the school day ends and weather it coincides with the afternoon
commuter peak.
