The north side of Jefferson, the side with the bike lane, remained unswept, even though there were no cars that needed to be moved. As luck would have it, a week after I sent the email on April 27th, I wiped out on my bike after hitting a patch of sand at night. I hit the pavement with my face, and my right hand was broken. I had to have surgery to pin the bones for alignment. This happened with two weeks before I was to graduate w/ a Master's degree and I was trying to wrap up my program. The timing couldn't have been worse. Therefore, I want to impress upon Council that regular street sweeping to remove the winter's sand is imperative. Sand can be a death trap on a bicycle, especially if hit going around a corner; my pictures show an example of this kind of accumulation on Jefferson Street. Sweeping must also be done earlier in the year as many citizens commute by bicycle throughout the winter. It also needs to be done regularly, biweekly, as more and more citizens are opting for this mode of sustainable transportation. The amount of debris, now including lawn clippings, that tends to accumulate at the edge of the street often cuts the width of our bike lanes in half, leaving less room for safe maneuvering. Other hazards include rough, uneven & broken pavement, as well as potholes. The effect on the thin tires of a bicycle is much different to that of a car which can tolerate rough streets easier. I am a bicycle commuter and I am training my children to be bike commuters. Iowa City is generally a good city to bike in, but the City needs to do a better job of maintaining the streets generally and the bike lanes specifically if we are going to have safe streets for all modes of transportation. We need to encourage more bicycle communting if we are going to have a truly sustainable community, but the City needs to take this obligation and commitment seriously by maintaining a safe infrastructure. Sweep the bike lanes earlier and more often, it's a no-brainer. The pictures attached are a testament to what I experienced. Street maintenance is critical to commuter safety, had a car been following me, I might not have been so lucky as to have only broken my hand. I also know that I'm not the only citizen-cyclist who has been injured due to poor street maintenance. Please use the money I am saving you in legal fees by not suing the City, on sweeping the bike lanes biweekly and better street maintenance in general. Sincerely, Sheila Knoploh-Odole 921 E. When it is convenient for the city they extend a storm sewer. We on the east side have to pay higher taxes and get no relief from the city. Ralston Creek is a catch basin for all the high and dry properties on the east side of Iowa City. Why can't the city council and the public works realize that we that have to pay higher taxes and flood insurance should not have to be the recipients of a city councils dereliction of responsibilites of not connecting the impacted neighborhoods by continuing their inept flood mitigation program to include piping the waters to the Iowa River not Ralston Creek? The wallow up top the federal trough for any and all funding to help the rich and famous attornies and business people but refuse to give us some relief by substantially reducing our lot evaluations which should reflect the situation they choose to ignore. To Matt Hayek: Five minutes is not enough when I add up the hours I filled sandbags to protect your water treatment plant which was illegally located by Karin (we are sorry Marc) Franklin and Steve (screw the public) Atkins. Jim Knapp 354 2443 325 2443 6/3/2010 2f 5 Dear City Council Members, On June first the Iowa City Downtown Association is planning to set up a system of cameras looking out on the Ped-Mall. I and several other colleagues are troubled by this development, and appeal to you to regulate this action, if not disallow it altogether. Primarily, our concern is one of privacy. As a high school student, I have lived here for my entire life, and have not once felt afraid or in danger on the Ped-Mall. However, the idea that a privately run organization has free reign to watch me in a public area is deeply troubling. It is one thing to have cameras inside a store to prevent theft, or even watching the storefront for vandalism, but these cameras would cover the entire public area, even where the boundaries of business end! I took the liberty of looking through the police records of complaints or arrests, and I learned that there is no discernable trend towards increased violence (in the last decade). I can see now logical reason for these actions,-and no result other than the violation of my rights and the addition of several clunky eyesores to our wondertiil public areas. This is from the work session agenda: "showing the location of all publically distributed work session a At your June We map Section 8 vouchers with the elementary In Iowa subsidized affordable housing City including school boundaries superimposed upon it We also handed out the income limits that apply to the categories identified above This document identified common jobs held by Iowa City housing qualify for CDBG assisted HOME residents where their income level would enable them to housing" I would ask in your considerations to take into account the demographics of each school and the percentage of FRL as well as test scores and teacher/student ratio in the schools? It makes no sense to locate more assisted housing options in an area where the school is already challenged in reaching their goals with their children. This is an excerpt taken from Amy Correia's memo to the city council in Oct. 28, 2009 after her visit to the Davenport Police Department. "Officers are on bikes in the summer and on foot to build relationships with residents. Landlords as well as owner well as owner occupants will be fined by the city if there are a significant number of police calls to specific homes. Patrol officers also have the capability to determine rental property owners from their computer in their patrol cars and contact that owner immediately after they are called to respond to problems at a rental property. In the Heatherton Neighborhood, there has been 40 decreases in calls for service from 2007 to 2009." While I agree with this part specifically the part of making the landlords more responsible for what goes on at their properties. I realize with this city having a transient population with aprox. 30,000 students coming and going every year it is not realistic to make the landlords run background checks on every tenant. Maybe those that take extra steps to keep their properties from becoming a burden on our police and other city services should be given a benefit in some way. Also encouraging good landlord ownership by ratings posted by city inspectors so that people who rent would be readily able to see which landlords tend to their properties. Make sure landlords are contacted and cited above a specific numbers of calls to each of their rentals no matter if the call results in a citation, arrest or warning. Encourage good landlords who are willing to evict for tenants that break the lease. Figure out a way to punish landlords who do not. As you cannot mandate behavior for the most part. These seem to be the least expensive and staff intensive ways to encourage a better tenant landlord outcome in this town. It may prove rough for a few years but I think the outcome would be worth it. Yes I feel as though it is needed but once again you cannot put it all on the East side of Iowa City. I live on Hollywood Blvd and yes the Mothers Day Riot 1 year ago happened in front of my house. I have lived here for 25 years and I am not about to move out. I understand that not all low income people cause problems. However if you do not diversify there will be a big problem. I have said this before to the counsel and they did not listen. I would like to remind the counsel that back when Mary Lewis and I were the President and vice President of the GWNA in the 1990's. The city council made a "policy decision "NOT TO LOCATE ANY MORE CITY INITIATED AFFORDABEL HOUSING IN THE NEIGHBOHOOD. But obviously that has been lost over the years. I can only hope that this council will. THE LOW INCOME HOUSING HAS GOT TO BE SPREAD OUT IN THE CITY!!! We have most of it over here and it does cause problems. There is low selfasteam and then you put more and more and what do you get, BIG problems. Look at your police reports what does that tell you it has got to be spread out.
