AIRPORT ZONING BOARD OF ADJUSTMENT
One vacancy -Unexpired + 5-yr Term
Effective Upon Appointment, ending December 31, 2011
The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets at the call of the Chairperson.

It is the duty of members of the Board of Appeals to hold appeal hearings on matters concerning the
Uniform Building Code, Uniform Plumbing Code, National Electric Code, Uniform Mechanical Code,
Uniform Fire Code, the Dangerous Building Code, and the Iowa City Housing Code. Members must be
qualified by experience and training to pass upon matters pertaining to building construction.

HOUSING & COMMUNITY DEVELOPMENT COMMISSION
One Vacancy -Three Year Term
September 1, 2010 -September 1, 2013
Duties of the Housing and Community Development Commission include assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and
services for low- and moderate-income residents; reviewing policies and programs of the Public
Housing Authority and Community Development Division and make recommendations
regarding the same to the City Council; reviewing and making recommendations to the City
Council regarding the use of public funds to meet the needs of low- and moderate-income
residents; housing policies and programs, and seeking public participation in assessing needs
and identifying strategies to meet these needs; recommending to the City Council from time-to-
time amendments, supplements, changes, and modifications to the Iowa City Housing Code.
Iowa City-appointed members of boards and commissions must be eligible electors of the
City of Iowa City. When possible, Council will appoint persons with expertise in construction
and/or finance, a person receiving rental assistance, and a member of the Local Homeless
Coordinating Board. The Housing and Community Development Commission will have monthly
meetings.

I would like to combine my response to the above statement as well as the one on page 1 which states:
"Experience and/or Activities which you feel qualify you for this position."
-The work of this commission interests me for a variety of reasons.
-I've lived on Grantwood Street for 20 years and feel I have a fairly balanced perspective on what it means to live in a truly "mixed"
neighborhood as well as appreciating the need for affordable housing.
-I would like to think that my experiences living in my neighborhood as well as my work with the Grant Wood Neighborhood
Association could benefit this commission.
-I think learning more about the work of this commission could provide me an additional perspective that I can bring back to my
neighborhood association work and meetings.
-I'm accustomed to working with groups of individuals with various opinions working towards a decision.
-I care deeply about my neighborhood and the community of Iowa City. About a year ago, when I stepped back into volunteering for
my neighborhood association, I realized it was time for me to start giving back to my neighborhood in a tangible way. I guess, in
part, the "giving back" reason is why I am submitting this application. o

POLICE CITIZENS' REVIEW BOARD
One Vacancy -Unexpired Term
Effective Upon Appointment -September 1, 2012
Duties of the Police Citizens' Review Board include reviewing Police Department investigations into
allegations of misconduct lodged against police officers, conducting further investigation of the complaint
when the Board deems it necessary, and issuing a public report which explains why and the extent to
which the complaint is sustained or not sustained; maintaining a central registry of complaints against
sworn police officers and issuing annual reports regarding the disposition of the complaints to the City
Council; reviewing police policies and practices from time-to-time and recommending changes to the City
Council when the Board deems it appropriate.
Iowa City appointed members of boards and commissions must be eligible electors of the City of Iowa
City. However, the City Council reserves the right to waive the residency requirement for good cause
shown. The City Council also reserves the right, for good cause shown, to waive the requirement that the
Board include one current or former "peace officer" as that term is defined by State law.
Applications must be received by 5:00 p.m., Wednesday, August 11, 2010. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.org.

WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD?
I was a member of the Board for 11/2 terms and acted as Vice-Chair for part of that time. I was on the Board with Mr.
':ing and Ms. Bravermann. Due to my experience, I know the rules by which the Board functions, its general
tructure, and its operating premise through investigative reports, discussion, findings, and reporting to the City
Council.
WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE
REASON FOR APPLYING)?
I am applying for the Board because of my philosophy. I do not feel a Board of this nature is either an advocate for
the police or for the citizens. It's function is to provide the public with a way to voice concerns without going directly to
the police department. The Board it to consider the information about the complaint in a neutral sense and make a
decision based on the facts of the citizen-police interaction. The Board then recommends any relevant followup
measures such as a change in police policy/procedure, a clarification for the complainant about police procedures, or
punitive measures against an officer or supervisor.
I bring to the Board the legal and constitutional knowledge of what limits are on the police and the rights of the
citizens through the Bill of Rights. I neither want fi~,the police to be mislabeled through an unfounded complaint or
have a citizen's rights violated without some recourse. Neither would benefit the citizen-police relationship and would
tend to deteriorate the environment of Iowa City. Both the police and the citizens are dependent on each other and
there must be a manner in which concerns can be resolved.

Statement of Purpose

My earliest memories of Iowa City were when I was 8-years-old. Every summer my sister and I would
spend the summer months enjoying the public pools, the shopping, art classes, blues and jazz festivals and
all the wonderful smells of the farmers' markets. After graduating from the number one Liberal Arts
Colleges in the nation-Williams College-in Massachusetts I decided to move back to the Midwest to
put my liberal arts education and many experiences to use in a town that I consider home.
When I returned to Iowa City and was hired with Community Corrections Improvement Association-a
nonprofit foundation of the Department of Correctional Services to start up a mentoring program for
Johnson County geared towards teens that have had the correctional systems in their families I was
stunned to fmd a large~invisible population of families who are of low SES, minority, and new to the
community. Even more shocking is the lack of hospitality to Iowa City some citizens had to these new
families who have worked hard to come to a place to provide a better future for their families.
As the program coordinator, I am privileged to be let into the homes of people who have absolutely
nothing and somehow manage to make ends meet. I have had the chance to witness the resilience of
families, fathers, mothers, sons and daughters who have had all the odds against them their entire life due
to generational poverty and or the idea that there were no expectations for them to succeed even now that
they are here in the Midwest. I have also had the chance to work with families who have lived their
whole life here in Iowa City and deserve a safe neighborhood to raise their families. My insight and
experience with some of these families would be a useful perspective as a member on the Police Citizens'
Review Board. What is more, starting up the mentoring program has shown me just how there are many
moving parts to a successful program that is integrated into the greater community--communication,
collaboration, respect, creativity, and understanding are so important when building anything especially a
relationship with others (whether it's another agency or on the individual level)
I believe in empowering those who want to help themselves which includes advocating for families and
youth, collaborating with organizations and authorities, and spreading awareness about issues that are
important to the majority while voicing the concerns of the minority as well.
I have had experience with youth and families as an intern at a detention center for court ordered, inner-
city youth and an intern at vocational rehabilitation; as a tutor; a teaching aid; as an assistant basketball
coach; as a girls group, boys group, lunch group facilitator; summer program counselor; mentor trainer;
currently serve on the Press Citizen Newspaper Editorial Board, am training to become a Challenge
Course assistant facilitator, and will be volunteering as a coach for Girls on the Run this fall. My heart is
in creating a community that has accessible resources and empowered citizens.
Finally, I am 24-years-old and would bring a young, female perspective to the Police Citizen Review
Board. Moreover, my racial background has been just as confusing for me as it is for the folks I try to
explain it to which has been to my advantage in connecting with the Black, Latino, and White cultures
throughout the State and within our Country. o

YOUTH ADVISORY COMMISSION
One Vacancy -Two-Year Term
January 1, 2009 -December 31, 2010
One (1) person -Tate High
The mission of the Youth Advisory Commission is to promote understanding and awareness of Iowa
City among Iowa City youth, allow a select group of youth to help make decisions concerning them and
their peers, enable youth members to utilize and expand on their leadership abilities, to serve as a
mechanism for communication between youth and adults in Iowa City and create a bridge whereon youth
and adults can develop partnerships.
Membership shall consist of seven [7] members appointed by the City Council currently enrolled in an
Iowa City high school or high school equivalent. Four members shall represent City, Regina, Tate, and
West high schools. The three remaining members shall be at large. All ages shall be calculated on the
date of the filing of applications, and shall not be more than 18 years of age at the time of application. All
members shall be residents of Iowa City.
Applications must be received by 5:00 p.m., Wednesday, August 11, 2010. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.orq.
