April 2020 Disbursements Comment: Motion to approve disbursements in the amount of $8,848,496.63 for the period of April 1 through April 30, 2020, as recommended by the Finance Director subject to audit Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. 6.b. Amending FY2020 Inter -fund Transfers Resolution Amending FY2020 Inter -fund transfers. Comment: Iowa Administrative Code now requires that the City Council adopt all inter - fund transfers by resolution. 6.c. 2020 Paying Agent Agreement Resolution Appointing Paying Agent, Bond Registrar, and Transfer Agent, Approving the Paying Agent and Bond Registrar and Transfer Agent Agreement and Authorizing the Execution of the Agreement. •1 Comment: This resolution provides final authorization for US Bank of St Paul, Minnesota to act as paying agent for the City of Iowa City in regard to the issuance of $12,145,000 General Obligation Bonds, series 2020. 2020 Bond Authorization Resolution Resolution authorizing and providing for the issuance, and levying a tax to pay the Bonds; Approval of the Tax Exemption Certificate and Continuing Disclosure Certificate. Comment This resolution provides final authorization for the issuance of $12,145,000 General Obligation Bonds. The Tax Exemption Certificate sets out in detail a number of facts, promises and obligations that must be met and agreed to by the City in order to maintain these bonds as tax exempt. The Continuing Disclosure Certificate is being executed and delivered for the benefit of the holders and beneficial owners of the bonds and in order to comply with Securities and Exchange Commission (SEC) rule 15c2-12. University Heights Transit Service 2t Z -Z Resolution authorizing the Mayor to sign and the City Cleric to attest the FY2021 agreement between the City of Iowa City and the City of University Heights for the provision of transit service within the corporate limits of University Heights. Comment This resolution approves the FY2021 agreement for Iowa City Transit to provide transit service within the corporate limits of University Heights. The level of transit service provided will remain the same as in FY2020. The proposed FY2021 contract amount of $40,042 is a 2.3% increase from the FY2020 amount based on the National Consumer Price Index. University Heights approved this agreement at their April 22nd, 2020 City Council meeting. 6.f. FY21 28E Agreement for Mobility Coordinator Position Resolution authorizing the Mayor to sign and the City Clerk to attest the FY21 28E Agreement between the City of Iowa City and Johnson County for the Mobility Coordinator position. Comment: This is a resolution to continue the joint funding agreement with Johnson County Social Services for the Mobility Coordinator position which provides transportation and mobility referrals, education, and community outreach in Iowa City and across the metro area. Iowa City will contribute $28,455 of the total cost of the position in FY21, which is 35% of the total cost, while Johnson County will contribute 50% and Coralville will contribute 15%. 6.g. Johnson County 28E Agreement for Road Maintenance ' Z`} Resolution authorizing execution of a Chapter 28E Agreement between the City of Iowa City and Johnson County, Iowa regarding certain road maintenance purposes. Comment This resolution approves a Chapter 28E agreement with Johnson County, Iowa regarding roads which are adjacent to or near the corporate limits of the City. This agreement identifies the maintenance responsibilities for each governmental body for these joint facilities. 6.h. City Park Cabin Restoration Resolution accepting the work for the City Park Cabin Restoration Project. Comment The project has been completed by North Construction LLC of Muscatine, Iowa, in substantial accordance with the plans and specifications. Budgeted Positions- Resource Management Division ZrJ - 133 Resolution amending the AFSCME pay plan by adding the position Senior Landfill Operator - Heavy Equipment to grade 12. Comment: The FY21 budget inducted the creation of a position within Landfill Operations, and this item formally adds a Senior Landfill Operator— Heavy Equipment position to the Citys classification and compensation plan for AFSCME employees. The duties, responsibilities and requirements of the position have been evaluated and the position is being recommended for placement in grade 12 of the AFSCME pay plan. 6.q.
